EXECUTIVE SUMMARY
On behalf of Transport Pool Corporation (Formerly CNL APF Partners, LP), Arcadis G&M
of North Carolina, Inc. (Arcadis) personnel performed semi-annual groundwater
monitoring and sampling activities during 2H2022 at Former Gant Oil Company #823
located at 4325 Old Rural Hall Road in Winston-Salem, Forsyth County, North Carolina
(the Site). The objective of the groundwater monitoring and sampling program is to
confirm stable or decreasing concentrations of dissolved-phase chemicals of concern
(COCs), and to maintain compliance with the North Carolina Department of
Environmental Quality (NCDEQ) Underground Storage Tank (UST) Program
requirements for the Site.
On December 29, 2022, sixteen (16) groundwater monitoring wells (MW-3, MW-6, MW-
7, MW-8, MW-9, MW-10, MW-11, MW-12, MW-13, MW-14, MW-15, MW-16, MW-17,
MW-18, MW-19 and MW-20) and four (4) deep groundwater monitoring wells (DW-1,
DW-2, DW-3, and VEW-4) were gauged to determine the depth to water (DTW) and
depth to product (DTP), if present. MW-1, MW-2 and MW-4 could not be gauged because
they had been destroyed for some time, and MW-5 could not be located. These wells will
not be discussed in future reports. During this monitoring event, DTW ranged from 4.87
feet below top of casing (BTOC) in monitoring well MW-9 to 19.72 feet BTOC in
monitoring well MW-20. Free product was not detected at the Site during this reporting
period. The observed groundwater flow direction was towards the southwest, which is
consistent with historical observed groundwater flow direction.
During this monitoring event, a groundwater sample was collected from groundwater
monitoring well (MW-15). The maximum concentrations of dissolved-phase COCs found
during the December 29, 2022 sampling event are summarized in the table below:

No dissolved-phase COCs were detected in concentrations exceeding the applicable
North Carolina GCL Standards. Overall, dissolved-phase COC concentrations have
decreased in comparison to historical groundwater analytical data.
The next semi-annual groundwater monitoring and sampling event for the Site is
scheduled for June 2023. All groundwater monitoring wells associated with the Site will
be gauged to check for free product and to determine the potentiometric surface at the
Site. Arcadis will sample groundwater monitoring well MW-15 for analysis of full list of
VOC’s by Standard Method (SM) 6200B. A Semi-annual Groundwater Monitoring Report
will be submitted to the NCDEQ for review and approval.

1.0 SITE HISTORY AND CHARACTERIZATION
Gant Oil Company & Exprezit! Convenience Stores, LLC owned USTs which were
formerly operated at the Gant Oil #823 facility located at 4325 Old Rural Hall Road in
Winston Salem, North Carolina (the Site). This facility contains one permanent structure
which was used as a convenience store but is now vacant. The site formerly contained
(1) 7,500-gallon gasoline, (2) 3,000-gallon gasoline, (1) 4,000-gallon gasoline and (1)
2,000-gallon kerosene USTs which were used for commercial sales at this facility and
removed by Gant Oil Company in October 1993. After the 1993 closure of these original
USTs, Gant Oil Company installed (1) 12,000-gallon gasoline, (1) 8,000-gallon gasoline,
(1) 4,000-gallon kerosene, and (1) 6,000-gallon gasoline USTs. The ownership of these
USTs was transferred to Exprezit! Convenience Stores, LLC on 8/17/2001. A site location
map is presented as Figure 1, and Figure 2 illustrates the layout of the site, first and
second-generation UST locations, and the dispenser island locations.
Exprezit! Convenience Stores, LLC employed Advanced Environmental Technologies,
LLC (AET) to conduct Limited Site Assessment (LSA) and Comprehensive Site
Assessment (CSA) activities in 2003 through 2004 for Incident #13998, including
additional assessment activities submitted to the NCDEQ in the form of a CSA
Addendum. The CSA Addendum submitted by AET identified the presence of what was
believed to be two distinct source area plumes; one originating from the Gant #823 site,
and the other originating to the south of the Gant site on what is the current location of a
SunTrust Bank branch. AET did not identify the locations of any receptor wells within
1,000’ of the project location; however, a surface water body was identified (Leak Fork)
within 500’ of the release source originating from the Gant #823 facility. The site and
adjacent properties are used for commercial/residential purposes. Municipal water supply
from the City of Winston Salem serves the site and is available to all properties within
1,500’. Two irrigation wells were formerly located within 250’ of the Gant source areas,
side-gradient from the site. These wells were abandoned in May 2020.
During UST closure operations for the second-generation USTs conducted on June 5-12,
2012, a new release was suspected at this site based on elevated PID readings observed
in soil samples collected from the UST overburden and pit. This release was confirmed
upon receipt of analytical results from soil samples collected during the 2012 tank closure
activities. Groundwater was observed during UST excavation or during remedial activities
at a depth of approximately 18’-19’ below grade. The NCDEQ assigned a new incident
number for this release (#37979), and subsequently approved the over-excavation of
2,074 tons of soil to abate contaminated soils located on the Gant #823 facility. The UST
owner was unresponsive in the closure of the USTs at this facility in 2012; consequently,
the property owner elected to apply for Trust Fund eligibility and was subsequently
granted access to reimbursement funding for the releases at this facility.
As a voluntary effort to move the site towards No Further Action status, the NCDEQ
approved an Electronic Preapproval Task Authorization (ePATA) for Transport Pool
Corporation to proceed with completion of CSA activities. The goal of the CSA was to

delineate soil and groundwater contamination originating from the Gant #823 facility, and
to ascertain whether separate down-gradient release sources are co-mingled with the
Gant #823 plume. A CSA Report prepared by Enercon Services, Inc. was submitted to
the NCDEQ on December 14, 2016.
During the initial sampling events in 2003, GCL exceedances were noted for benzene in
on-site wells MW-1, MW-2 and MW-3. At that time, Total BTEX was noted at a maximum
level of 122,760 ug/l in MW-11, with benzene detected at a level of 4,590 ug/l, below its
North Carolina Gross Contamination Levels (GCLs). During the February 2012 sampling
event, GCL exceedances were observed in MW-11 for 6 gasoline related compounds,
with a Total BTEX level of 546,700 ug/l observed in this well. During the October 2016
sampling of MW-11, the analytical laboratory noted a colorless floating layer of free
product in the MW-11 sample containers, and the total BTEX concentration was noted at
3,869,000 ug/l. During the May 2017 sampling event, MW-11 was carefully gauged and
found to contain 0.02’ of colorless floating free product and was not sampled for 6200B
analyses. During the sampling event on October 26, 2017, the free product thickness
increased to a level of 0.27’ in MW-11.
Source area vertical extent well DW-1, screened from 48’ to 53’ below grade in the
weathered rock aquifer, has shown a continual increase in COC concentrations, with
GCL exceedances noted in this well for three compounds during the May 2017 sampling
event (benzene, EDB, and 1,2-Dichloroethane). It should be noted that none of these
compounds have been detected above GCLs through the history of sampling of MW-11.
Further, neither EDB or 1, 2-Dichloroethane have ever appeared in MW-11, which
supports the belief that the free product and dissolved COCs in MW-11 represent a
separate off-site source area.
Based on evaluation of historical data and the presence of floating free product in MW-
11, the NCDEQ has determined that this free product represents a separate off-site
source area for gasoline contamination.
The site is situated in the Milton Belt. According to the Geological Map of North Carolina,
local geology of the region is underlain with Biotite Gneiss & Schist. Weathered bedrock
was encountered in some borings at depths as shallow as 12 feet below surface. The
soils at the project site consist of silts, sands, and clays of varying proportions. Surface
waters in the vicinity of the release area generally drain towards the west/northwest
through storm sewer catch basins which empty into an unnamed intermittent stream
which feeds the Leak Fork drainage system. The Leak Fork drainage system lies within
the Yadkin-PeeDee River Basin. Groundwater flow at the Site is generally to the
south/southwest.
The Site was previously classified as High Risk based on the presence of two irrigation
wells within 250’ of the site. On May 14, 2020, Arcadis personnel oversaw the
abandonment of the two irrigation wells located at 4312 and 4316 Old Rural Hall Road,
Winston-Salem, NC. A reduction in risk classification from “High” to “Intermediate” was
approved on May 18, 2020. The new Risk Rank Abatement Score is now I134D.

Comparison of dissolved-phase COCs was subsequently changed from the North
Carolina 2L Standard to the North Carolina Gross Contaminant Levels (GCLs).
2.0 FREE PRODUCT
Groundwater gauging activities performed on December 29, 2022 did not indicate the
presence of free product at the Site or off-site. Free product has not been observed
historically in any on-site monitoring well. Free product has been historically observed
periodically at the following off-site location:
• Groundwater monitoring well MW-11 from October 2016 to May 2018 at a
maximum apparent thickness of 0.27 feet on October 26, 2017.
The floating free product observed previously in MW-11 has been determined to be from
an off-site source by the NCDEQ Winston-Salem Regional Office.

3.0 GROUNDWATER MONITORING
3.1 Groundwater Gauging
On December 29, 2022, Arcadis personnel completed the 2nd Half 2022 groundwater
monitoring and sampling event at the Site. Sixteen (16) groundwater monitoring wells
(MW-3, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11, MW-12, MW-13, MW-14, MW-15,
MW-16, MW-17, MW-18, MW-19 and MW-20) and four (4) deep groundwater monitoring
wells (DW-1, DW-2, DW-3 and VEW-4) were gauged to determine the depth to water
(DTW) and depth to product (DTP), if present. MW-1, MW-2 and MW-4 could not be
gauged because they had been destroyed for some time, and MW-5 could not be
located. Gauging was conducted with an oil/water interface probe (IP) prior to purging
and sampling to determine depth to bottom (DTB), DTW, and DTP, if present. The IP and
attached tape, marked in 0.01-foot increments, were properly decontaminated before
each use with Alconox® soap and rinsed with distilled water. The DTW was measured
from the marked survey point on the top of well casing (TOC). All measurements were
recorded to the nearest 0.01-foot increment.
During this monitoring event, DTW ranged from 4.87 feet below top of casing (BTOC) in
monitoring well MW-9 to 19.72 feet BTOC in monitoring well MW-20. Free product was
not detected at the Site during this reporting period. The observed groundwater flow
direction was towards the south-southeast, which is consistent with historical observed
groundwater flow direction.
Monitoring well construction details are included in Table 1. Current groundwater
elevations are summarized in Table 2. Historical groundwater gauging data is provided in
Appendix A. A potentiometric surface map depicting historical groundwater flow direction
for December 29, 2022 is provided as Figure 3.
3.2 Groundwater Sampling
On December 29, 2022, groundwater monitoring well (MW-15) was purged of stagnant
water to prepare for groundwater sampling. Prior to purging, the amount of water to be
removed was calculated using the following formula:
3.1415 x r2 x (TD-DTW) x 7.481 = gallons of water (1 well volume)
3.1415 x 0.1672 x (29.50 – 14.84) x 7.481 = 9.61 gallons of water at MW-15

To ensure that the water in the wells is representative of the water in the aquifer, a
minimum of three well volumes were removed.

The groundwater sample obtained from the groundwater monitoring well was collected
from a disposable polyethylene bailer using new nylon rope. The sample were placed in a
laboratory supplied container and shipped on wet ice to Pace Analytical Services LLC. in
Huntersville, North Carolina, for analysis of full list of VOC’s by Standard Method (SM)
6200B. Groundwater samples submitted for VOC’s analysis were collected in triplicate
40-milliliter volatile organic analysis (VOA) glass vials with Teflon-lined septa screw caps
preserved with hydrochloric acid.
The laboratory analytical report and chain-of-custody record for the December 29, 2022
groundwater sampling event is included as Appendix B.
3.3 Groundwater Analytical Results
Groundwater analytical data from the December 29, 2022 groundwater sampling event
indicated the following:
• Dissolved-phase concentration of benzene was detected at a concentration not
exceeding the North Carolina GCL Standard of 5,000 µg/L in monitoring wellMW-
15 (4,760 µg/L).
The maximum concentrations of dissolved-phase COCs found during the December 29,
2022 sampling event are summarized in the table below:

4.0 SITE REMEDIATION
Remediation activities to date are summarized in chronological order in the table below:
Date Activity
2003 – 2004 LSA and CSA activities were conducted for Incident #13998.
Additional assessment activities were conducted and submitted
to NCDEQ in the form of a CSA Addendum. Identified presence
of two distinct source area plumes; one originating from the
Gant #823 site, and a second originating to the south of the
Gant site on what is the current location of a SunTrust Bank
branch.
June 5-12, 2012 During UST closure operations, a new release was suspected at
this site based on elevated PID readings observed in soil
samples collected from the UST overburden and pit. Incident
#37979 was issued for this release. 2,074 tons of soils were
excavated to abate contaminated soils.
December 14, 2016 A CSA report was submitted to NCDEQ. This helped delineate
soil and groundwater contamination originating from the Gant
#823 facility.
December 2016 –
Present
Groundwater Monitored Natural Attenuation has been
implemented via semi-annual sampling.
May 11, 2020 Arcadis personnel oversaw the completion of one (1)
eight-hour Aggressive Fluid Vapor Recovery (AFVR)
event utilizing groundwater monitoring wells MW-14 and
MW-15. A total of 2,361-gallons of petroleum impacted
groundwater was recovered and properly disposed of at
the HAZ~MAT Environmental Services L.L.C.
(HAZ~MAT) facility in Charlotte, North Carolina.
Approximately 1.0 pound of total petroleum hydrocarbon
(TPH) mass was recovered during the May 11, 2020
AFVR event.
September 18, 2020 Arcadis personnel oversaw the completion of one (1)
eight-hour AFVR event utilizing deep groundwater
monitoring well DW-1. A total of 623-gallons of
petroleum impacted groundwater was recovered and
properly disposed of at the HAZ~MAT Environmental
Services L.L.C. (HAZ~MAT) facility in Charlotte, North
Carolina. Approximately 0.2 pound of total petroleum

hydrocarbon (TPH) mass was recovered during the
September 18, 2020 AFVR event.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Free product was not observed at the Site during the December 29, 2022 groundwater
monitoring and sampling event. No dissolved-phase COCs were detected at
concentrations exceeding the applicable North Carolina GCL Standards. Overall,
dissolved-phase COC concentrations have remained stable or decreased in comparison
to historical groundwater analytical data.
The next semi-annual groundwater monitoring and sampling event for the Site is
scheduled for June 2023. All groundwater monitoring wells associated with the Site will
be gauged to check for free product and to determine the potentiometric surface at the
Site. Arcadis will sample groundwater monitoring well MW-15 for analysis of full list of
VOC’s by Standard Method (SM) 6200B. A Semi-annual Groundwater Monitoring Report
will be submitted to the NCDEQ for review and approval.
