1.0 SITE HISTORY
The site is located at 1411 South Main Street in Graham, North Carolina (Drawings 1 and 2). The
site is currently developed with an active automotive service facility. A total of five underground
storage tanks (USTs) have been in use at the site during its operating history. Currently, there are
no known USTs located on the subject site. A release was previously identified by others in the
vicinity of the former UST system.
Apex Environmental, Inc. completed a Corrective Action Plan for the site (Apex Project 510057.001,
report dated December 10, 2003). Progress Environmental, Inc. (Progress) previously completed an
Active Remediation Monitoring Report for the site (Progress Project 1020056.001, report dated
January 11, 2017).
According to the Comprehensive Site Assessment (CSA) prepared by Fuss O’Neil and dated
September 2003, a UST Closure Report was prepared by Nesco, Inc. in January 1994. A 1,000-gallon
diesel UST was removed from the site in December of 1993. A Groundwater Incident No. 11697 was
assigned to the site. On May 30, 1994, the site was designated as a low priority site. On October
11, 2001 a 4,000-gallon gasoline UST was removed. According to the CSA report, soil analytical
results indicated that a release had occurred beneath the dispenser islands.
On July 15, 2002, Ms. Billie Rich, executor of the Clara Lindley estate subcontracted the removal of
one 2,000-gallon and one 6,000-gallon gasoline UST. Soil analytical data indicated that a release had
occurred beneath the dispenser islands. A Notice of Regulatory Requirements (NORR) was issued
to both parties. The NORR requested a Limited Site Assessment (LSA) be performed. Based on
analytical results during the Phase I LSA, separate incident numbers were issued to each party.
Midway Oil & Gas Company negotiated with the North Carolina Department of Environment and
Natural Resources (NCDENR) to combine both incidents into one in order to complete the CSA.
According to the CSA, NCDENR suspended Groundwater Incident No. 30037, which was issued to
the Clara Lindley Estate.
On July 16, 2002, one monitoring well (MW-1) was installed at the site in the vicinity of suspected
contamination. The monitoring well boring was advanced to a depth of 25 feet below ground
surface (bgs). Soil samples were collected every five feet until 20 feet bgs. The soil samples collected
from monitoring well boring (MW-1) were analyzed in the laboratory for volatile organic compounds
(VOCs) using USEPA Method 8260 and volatile petroleum hydrocarbons (VPH) using the
Massachusetts Department of Environmental Protection (MADEP) Method. Results were compared
to the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) as presented in the
NCDENR, UST Section Guidelines for the Assessment and Corrective Action dated April 2001. MTBE
was the only compound detected above the method detection limit, but at concentration below its
Soil-to-Groundwater MSCC.
As discussed above, one monitoring well (MW-1) was installed to a depth of 25 feet bgs to evaluate

the presence or absence of petroleum constituents in the groundwater beneath the site. A
groundwater sample was collected from MW-1 on July 23, 2003. The samples were analyzed for
VOCs by USEPA Methods 601/602 including IPE and MTBE, ethylene dibromide (EDB) by USEPA
Method 504.1, volatile petroleum hydrocarbons (VPH) by the MADEP Method, and lead by Standard
Method 3030C.
The VOC, 1,2-dichloroethane was detected at a concentration which exceeded its 2L Groundwater
Quality Standard as described in Title 15A, Subchapter 2L, Section .0202 of the North Carolina
Administrative Code by a factor of 10. A Phase II LSA was required to be completed at the site. In
order to confirm the presence of 1,2-dichloroethane, the monitoring well was re-sampled on August
9, 2002. The analytical results indicated that the concentration of 1,2-dichloroethane exceeded the
2L Groundwater Quality Standard (2L Standard).
Based on these results, the NCDENR issued a NORR on February 6, 2003 requesting a CSA.
On June 17, 2003, ten soil borings were advanced by others at the site. Soil samples were collected
at depths of 5 feet and 10 feet bgs. The purpose of this investigation was to determine the extent
of soil contamination in the vicinity of the dispenser islands. The soil samples were sent to a North
Carolina-certified laboratory to be analyzed for VOCs by USEPA Method 8260/5035 used for
preparation and VPH using the MADEP method.
The soil analytical results were compared to the Soil-to-Groundwater MSCCs and Residential Soil
Cleanup Levels as presented in the 2001 NCDENR Guidelines. Petroleum constituents were
detected at concentrations which exceeded their respective Soil-to-Groundwater MSCCs in the soil
samples collected from soil Borings B2 and B6. Based on the documentation, the contaminated soil
is located in a relatively small area located proximal to the former gasoline dispenser. The area of
contaminated soil was estimated to be approximately 240 square feet. Assuming that the
contaminated soil thickness is 17 feet beneath the site, Apex asserted that approximately 151 cubic
yards or 225 tons of soil had been impacted.
According to Fuss & O’Neill’s CSA report, nine shallow Type II monitoring wells and one deep Type
III monitoring well were installed from June to August 2003. On June 9, 2003, monitoring wells MW-
1 through MW-5, the deep monitoring well DW-1, and the adjacent water-supply well were sampled
on June 2, 2003. On July 8, 2003, groundwater samples were collected from monitoring wells MW-
6 through MW-8 subsequent to their installation on July 3, 2003. On August 5, 2003, groundwater
samples were collected from monitoring wells MW-9 and MW-10 subsequent to their installation
on August 1, 2003. The groundwater samples were analyzed for VOCs by USEPA Method 601/602
modified to include xylenes and methyl tert-butyl ether (MTBE), EDB by USEPA Method 504.1, VPH
by the MADEP Method, and for lead using Standard Method 3030C. The adjacent water-supply well
was sampled for VOCs by USEPA Methods 601/602.
Several petroleum-related compounds were detected in the groundwater samples collected from

the monitoring wells during the completion of the CSA. No petroleum constituents were detected
in the deep monitoring well (DW-1) or the adjacent water-supply well. While 1,2-dichloroethane
was detected in groundwater samples from monitoring well MW-1 at a concentration which
exceeded its 2L Groundwater Quality Standard in the groundwater samples collected during the
LSA, the analyte was not detected in monitoring well MW-1 during the CSA. Benzene was detected
in monitoring wells MW-1 and MW-7 at concentrations, which exceeded its 2L Standard.
Ethylbenzene, toluene, and xylenes were detected in the groundwater samples collected from MW-
7 at concentrations which exceeded their respective 2L Groundwater Quality Standards. MTBE was
detected in the groundwater samples collected from monitoring wells MW-1, MW-2 and MW-7 at
concentrations which exceeded its 2L Standard.
Progress completed multiple mobile multi-phase extraction (MMPE) and groundwater monitoring
events were conducted at the site from 2008 through 2020.
Pilot was requested to provide a groundwater monitoring event related to the Notice of Regulatory
Requirements (NORR) issued by the North Carolina Department of Environmental Quality (NCDEQ)
dated November 14, 2022.
Project information is based on correspondence between NCDEQ personnel, Midway Oil and Gas
Company, Inc. and Pilot and the previously completed activities.
1.1 UST Information
The site consists of an active automotive service facility. Based on the available information four
underground storage tanks (USTs) are associated with the site. The USTs consist of one 1,000-
gallon diesel, one 2,000-gallon gasoline, one 6,000-gallon gasoline, and one 4,000-gallon
gasoline. UST information is summarized in Table 1.
2.0 SITE GEOLOGY AND HYDROGEOLOGY
The United States Geological Survey (USGS) Topographic Map, Burlington and Mebane, North
Carolina Quadrangles depict a structure on the site. The site is located near the top of a ridge,
and the elevation of the site is approximately 600 feet above mean sea level. An unnamed
intermittent tributary of Big Alamance Creek is located approximately 1,200 feet west of the
source area of the release. Based on the review of the USGS topographic map and observations
of the general area and site topography, surface run-off would be expected to flow generally to
the west-southwest across the site.
The subject site is located within the Piedmont Physiographic Province. The Piedmont
Physiographic Province generally consists of hills and ridges which are dissected by a system of
swales and streams. The Piedmont Physiographic Province is predominantly underlain by
metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed

directly from molten material). The topography and relief of the Piedmont Province has
developed from differential weathering of the igneous and metamorphic rock. Ridges and hills
have been developed in areas of less weathered rock. Because of the continued chemical and
physical weathering, rock in the Piedmont Physiographic Province is generally covered with a
mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness
and are referred to as residuum or residual soils. The residuum is typically finer grained and has
higher clay content near the surface because of the advanced weathering. Similarly, the soils
typically become coarser grained with increasing depth because of decreased weathering. As the
weathering decreases, the residual soils generally retain the overall appearance, texture and
foliations of the parent rock.
In general, groundwater movement in the Piedmont Physiographic Province is from higher to
lower elevations. As such, the presumed direction of groundwater flow is generally to the west-
southwest across the site. Based on the presumed groundwater flow direction, areas
immediately east and north are potentially up-gradient of the site.
Based on the previously completed reports, soils at the site consists of very stiff to hard clayey
sand, silt and partially weathered rock. Weathered rock was reportedly encountered at
approximately 60 feet below ground surface (bgs).
3.0 FIELD ACTIVITIES
The field activities were completed by Pilot on November 28, 2022. The field activities consisted
of collecting groundwater samples from existing monitoring wells MW-2, MW-7, MW-9, MW-10,
MW-11 and MW-12 (Drawing 3). Monitoring well MW-13 was not sampled based on
approximately 0.01 feet of free product being measured in the well.
3.1 Monitoring Well Sampling
Groundwater samples were collected from the existing monitoring wells listed above that did not
contain free product, using a disposable bailer and new length of nylon string. Prior to sampling,
approximately three well volumes were purged from the monitoring wells. The monitoring wells
were purged to remove silt and sediment from the groundwater and collect a representative
sample of groundwater. After the purging was completed, groundwater samples were collected
in the sample containers provided by the laboratory. Pilot personnel wore a new pair of
disposable nitrile gloves during purging and sampling. Each container was labeled and placed in
a cooler containing ice to maintain the samples at approximately 4 Celsius. The samples were
then transported to Pace Analytical (Pace) for chemical analysis. The groundwater samples
collected were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B.
A chain of custody was maintained and is included in Appendix B. Isoconcentration maps for
benzene and MTBE are included as Drawings 6 and 7, respectively. Copies of the Monitoring Well
Sampling Sheets are included in Appendix A.

The depth to the groundwater surface in monitoring wells MW-2, MW-7, MW-9, MW-10, MW-
11, MW-12 and MW-13 was measured using a decontaminated water level indicator. The top of
casing elevation for each well was previously surveyed relative to an arbitrary benchmark with
an assumed elevation above mean sea level. The monitoring well elevations were utilized to
prepare a potentiometric surface map (Drawing 4). The relative groundwater elevations
collected from each monitoring well on November 28, 2022 are provided in Table 4. Based on
data collected during the assessment activities, the groundwater flow direction appears to be
generally toward the west-southwest beneath the site.
3.2 Groundwater Modeling
Groundwater modeling was not completed based on a surface water featuring not being
identified within 500 feet of the source area of the release.
3.3 Free Product Investigation and Recovery
Free product was observed in monitoring well MW-13 during this sampling event. Approximately
0.01 feet of free product was measured. MMPE events were previously completed in an effort
to remove the free product and decrease the dissolved phase concentrations. Free product was
historically detected in monitoring well MW-3 on December 30, 2009.
4.0 LABORATORY ANALYTICAL RESULTS
4.1 Groundwater Sample Analysis
Laboratory analysis of the groundwater samples collected from monitoring wells MW-2, MW-9,
MW-10, MW-11 and MW-12 did not detect targeted compounds above their respective 2L
Standards. Laboratory analysis of the groundwater sample collected from monitoring well MW-
7 detected targeted compounds above their respective 2L Standards, but below their respective
GCLs. A summary of the groundwater analytical results is presented in Table 4. The laboratory
data sheets are included in Appendix B.
5.0 CONCLUSIONS
Based on the activities, Pilot concludes the following:
Monitoring well MW-13 was not sampled since 0.01 feet of free-product was measured in the
well.
Laboratory analysis of the groundwater samples collected from monitoring wells MW-2, MW-
9, MW-10, MW-11 and MW-12 did not detect targeted compounds above their respective 2L
Standards. Laboratory analysis of the groundwater sample collected from monitoring well

MW-7 detected targeted compounds above their respective 2L Standards, but below their
respective GCLs.
The groundwater flow was calculated to be to be generally to the west-southwest.
Several water supply wells were identified within 1,000 feet of the source area of the release
by others.
The majority of the plume of impacted groundwater appears to be confined to the site. Pilot
recommends an AFVR event to remove the free product from the vicinity of monitoring well
MW-13 and aid in decreasing the dissolved phase concentrations.
6.0 RECOMMENDATIONS
Pilot recommends that the current property owner/responsible party submit a copy of this
Groundwater Monitoring Report to the NCDEQ, UST Section for their review. A Notice of Residual
Petroleum (NORP) is required to be recorded prior to a property transaction occurring.
7.0 QUALIFICATIONS OF REPORT
The activities and evaluative approaches used in this assessment are consistent with those
normally employed in assessment projects of this type. Our evaluation of site conditions has
been based on our understanding of the site project information and the data obtained during
our field activities.
