1984 Previous tank owner, Exxon USA, removed their tanks. They owned the tanks from
1950 until 1984. (Information from LSA, dated 9/24/1999)
11/01/1984 Three gas tanks installed (TIMs). The LSA, dated 9/24/1999, indicates that: 1)
Shirley Ragan Exxon installed the three tanks, and 2) Mr. Blackburn owned the
property since 1950.
1990 According to the LSA dated 9/24/1999: 1) when Mr. Shirley and Mr. Ragan retired,
Mr. Charles Blackburn “took over control of the tanks”, and 2) Phil Halbedel leased
and operated the store from Mr. Charles Blackburn. According to TIMs, Charles
H. Blackburn owned the tanks from 01/01/1955 to 11/13/2003.
6/8/1999 DOT road widening discovered soil and gw contamination on the property.
6/23/2003 NORP was filed with the Watauga County Courthouse. The NORP listed Charles
H. Blackburn and Ann M. Blackburn of Boone, NC as the owners of the property.
11/13/2003 The Halbedels Corporation became the owner of the UST system. Previous owners
were Charles H. Blackburn and Ann M. Blackburn (UST-15 form).
7/10/2010 Mrs. Annie Mae Carroll Blackburn, UST system co-owner at time of release,
passed away.
3/18/2019 Deed Bk/Pg 2018/614 - Charles H. Blackburn Jr (widower) was grantor to The
Halbedel’s Corporation (grantee).
2/15/2020 Charles Hampton Blackburn Jr. passed.
