EXECUTIVE SUMMARY Thrifty Stop #1 is located at the intersection of Highway 150 and Michael Road in Tyro, Davidson County, North Carolina (Figure 1). According to the UST Closure Report prepared by others, four underground storage tanks (USTs) containing gasoline were removed from the site in 1994 and replaced by the USTs that are currently located on the subject site. Two of the former USTs were located in the same tank pit as the existing gasoline USTs. The remaining two former USTs were located in separate tank pits. A formal UST Closure Report was not completed at the time the USTs were removed. A post facto UST Closure Report was prepared in 1997 and consisted of advancing five soil borings (Pb-1 through Pb-5) in the vicinity of the former USTs. Laboratory analysis of soil samples collected from these boring indicated the presence of petroleum related compounds in the soil at concentrations exceeding the North Carolina Department of Environment and Natural Resources (NCDENR) Action Levels. Minimal information concerning the UST Closure was available in the incident file at the Winston-Salem Regional Office of the NCDENR. A Corrective Action Plan (CAP) for the site was submitted by Apex in March 2003. The approved CAP recommended the performance of mobile multi-phased extraction (MMPE) from three recovery wells installed within the groundwater contamination present beneath the site. On May 8, 2003, Apex supervised the installation of three four-inch recovery wells on the site to assist in the remediation of the free-phase and dissolved-phase groundwater contamination beneath the site. Apex and Progress have conducted numerous mobile, multi-phase extraction (MMPE) events previously at the subject site. The work was pre-authorized for Trust Fund reimbursement by the Winston-Salem Regional Office-UST Section of the North Carolina Department of Environmental Quality (NCDEQ). Based on the significant decrease in the dissolved-phase concentrations of petroleum-related compounds in the groundwater to relatively low levels, Progress recommended natural attenuation monitoring at the site. Progress was on site on January 18, 2023 to collect groundwater samples from the on-site monitoring wells MW-1 through MW-7 and recovery wells RW-1 through RW-3. Prior to sampling, the wells were purged of approximately three casing volumes of water (or bailed dry and sampled). The groundwater samples were decanted into laboratory-supplied bottles and placed into a cooler packed with ice. The cooler was delivered under chain-of- custody to Pace Analytical Laboratories, Inc. (PACE) in Kernersville, North Carolina for testing. PACE analyzed the groundwater samples for volatile organic compounds (VOCs) by Standard Method 6200B, including oxygenates. A summary of the groundwater sample analytical results is included in Table B-4. Laboratory analysis of the groundwater samples collected from monitoring and recovery wells MW-1, MW-6, MW-7, and RW-1 and RW-3 detected targeted petroleum hydrocarbons in excess of their respective NC2LGWQS. The groundwater concentrations generally indicated increases in the groundwater samples collected from each of the Groundwater Monitoring Report March 3, 2023 Former Thrifty Stop #1, Tyro, North Carolina Progress Project No. MOH150N.WM 3 monitoring/recovery wells since the most recent sampling event. In addition, the targeted petroleum concentrations have significantly decreased in each of the monitoring wells since the implementation of remedial activities at the site. Based on the results of the groundwater sampling event, Progress made the following conclusions:  The site continues to meet the criteria to be classified as High Risk with five active water supply wells being identified within 1000 feet of the source area.  Progress collected groundwater samples from the on-site monitoring wells MW-1 through MW-7 and recovery wells RW-1 through RW-3 on January 18, 2023.  Laboratory analysis of the groundwater samples collected from three monitoring wells and two recovery wells detected at least one targeted petroleum hydrocarbon compound in excess of its respective NC2LGWQS.  The groundwater concentrations generally indicated slight increases in the groundwater samples collected from each of the monitoring/recovery wells since the most recent sampling event.  None of the detected compounds exceeds its applicable GCL. Based on the remaining concentrations in select groundwater samples exceeding their respective NC2LGWQS, Progress recommended the following:  The continued monitoring of the groundwater at the site.  Initiate discussions to re-implement remedial actions at the site. Progress will not complete additional activities at the site unless pre-approved by the NCDEQ. SITE HISTORY AND CHARACTERIZATION Thrifty Stop #1 is located at the intersection of Highway 150 and Michael Road in Tyro, Davidson County, North Carolina (Figure 1). On March 19, 2002, Law Engineering and Environmental Services, Inc. (LAW) advanced two soil borings on the site. One soil boring was advanced in the vicinity of Pb-2 and the other soil boring was advanced in the vicinity of Pb-5. Subsurface soil samples previously collected in borings Pb-2 and Pb-5 by others indicated the presence of total petroleum hydrocarbons in the gasoline range at concentrations which exceeded the NCDENR TPH Action Level of 10 mg/Kg. The soil borings were advanced using a truck-mounted Geoprobe rig, which utilizes a hydraulic, direct-push soil-sampling system. The soil borings were advanced to a depth of sixteen feet below ground surface (bgs). Subsurface soil samples were collected from a depth of five and ten feet bgs from soil boring B-1 and from a depth of ten feet bgs in soil boring B-2. No subsurface soil sample was collected from a depth of five feet bgs in soil boring B-2 because soil located at this depth appeared to be comprised of fill material. The subsurface soil samples were analyzed for volatile organic compounds (VOCs) using United States Environmental Protection Agency (USEPA) Method 8260/5035, and volatile petroleum hydrocarbons (VPH) using the Massachusetts Department of Environmental Protection (MADEP) Method. The subsurface soil analytical results were compared to the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs) as presented in the NCDENR UST Section Guidelines for the Assessment and Corrective Action dated April, 2001. The laboratory detected several volatile constituents in the subsurface soil samples collected from soil borings B-1 and B-2. A total of 11 VOCs were detected in boring B-1 at depths of five and ten feet bgs at concentrations exceeding their respective Soil-to- Groundwater MSCCs. The laboratory also detected C5-C8 aliphatics and C9-C10 aromatics in boring B-1 at depths of five and ten feet bgs at concentrations which exceeded their respective soil-to-groundwater MSCCs. C9-C12 Aliphatics were also detected in both samples collected from boring B-1, but at concentrations, which did not exceed the soil-to- groundwater MSCC. Groundwater Monitoring Report March 3, 2023 Former Thrifty Stop #1, Tyro, North Carolina Progress Project No. MOH150N.WM 6 A total of 10 VOCs were detected in the 10-foot subsurface soil sample from soil boring B-2 at concentrations exceeding their respective Soil-to-Groundwater MSCCs. C5-C8 Aliphatics were detected in the sample collected from ten feet bgs in soil boring B-2 at a concentration, which exceeded the Soil-to-Groundwater MSCC. C9-C12 aliphatics were also detected in the ten-foot soil sample from boring B-2 but at a concentration, which did not exceed the Soil-to-Groundwater MSCC. LAW advanced both soil borings to intersect the water table, so that the groundwater samples would be representative of conditions beneath the previously identified areas of soil contamination. LAW collected the groundwater samples from temporary monitoring wells consisting of steel drilling rods with a stainless steel screen at the bottom that can be exposed by pulling the drilling tools back to the surface. The water table was encountered at approximately 12 feet bgs in each of the borings (LAW 2002). Groundwater samples were analyzed for purgeable aromatic compounds according to EPA Method 602, modified to include total xylenes, methyl tert-butyl ether (MTBE), and di- isopropyl ether (IPE), and for VPH according to the MADEP Methods. The groundwater analytical results were evaluated using the North Carolina Administrative Code Title 15A NDCENR, Subchapter 2L, Section .0200, Classifications and Water Quality Standards (NC2LGWQS). In addition, the Gross Contamination Levels (GCLs) as presented in the 2001 NCDENR Guidelines were used to evaluate whether or not further investigation is necessary at the site. In the groundwater sample from boring B-1 the laboratory detected benzene, ethylbenzene, toluene, total xylenes, IPE and MTBE at concentrations, which exceeded their respective NC2LGWQS. The concentration of benzene in boring B-1 exceeded its GCL of 5,000 ug/L. In the groundwater sample from boring B-2 the laboratory detected benzene and ethylbenzene at concentrations which exceeded their respective NC2LGWQS. Additionally, total xylenes, toluene, MTBE, and IPE were also detected in the sample from B-2 but at concentrations which do not exceed their respective NC2LGWQS. None of the contaminants detected in the sample from boring B-2 were detected at concentrations which exceeded their respective GCLs (LAW 2002). Because the NC2LGWQS for benzene and ethylbenzene were exceeded by at least ten times, it was required that a Phase II Limited Site Assessment (LSA) be performed at the site. LAW performed a Phase II LSA which required the installation of five permanent wells at the site: four Type II shallow wells and one deep Type III well at the suspected source of contamination. LAW returned to the site during the week of June 10, 2002. Monitoring well MW-1 was installed in close proximity to boring B-1 that was completed as part of the Phase I LSA. The locations of the remaining monitoring wells are shown on Figure 2. The wells were installed to depths that ranged from 16 feet bgs to 18.5 feet bgs. LAW also installed a Type III monitoring well (MW-5). The outer casing for the deep well was installed to approximately 32 feet bgs. The inner casing was installed to a depth of 42 feet bgs. The groundwater samples were analyzed for volatile organic compounds (VOCs) according to USEPA Method 8260, and for VPH according to the MADEP Method. Groundwater Monitoring Report March 3, 2023 Former Thrifty Stop #1, Tyro, North Carolina Progress Project No. MOH150N.WM 7 Additionally, the groundwater samples from monitoring wells MW-2 and MW-4 were analyzed for semi-volatile organic compounds (SVOCs) according to USEPA Method 8270 and for extractable petroleum hydrocarbons (EPH) according to the MADEP Method. The laboratory did not detect VOCs or VPHs in the groundwater sample collected from the deep well MW-5. The laboratory also did not detect SVOCs in the groundwater samples from wells MW-2 and MW-4. The laboratory detected several petroleum-related compounds in the groundwater sample collected from well MW-1 at concentrations which exceeded their respective NC2LGWQS. Only benzene was detected at a concentration in excess of its gross contaminant level. The groundwater sample from well MW-4 exhibited a benzene concentration of 4.6 ug/L, which exceeds its NC2LGWQS. Both the samples from wells MW-3 and MW-4 exhibited detectable concentrations of p-isopropyltoluene. The NCDENR has not established a NC2LGWQS for p-isopropyltoluene, therefore the laboratory’s detection limit is considered the interim standard. C5-C8 Aliphatics and C9- C32 Aromatics were detected in wells MW-2 and MW-4 at concentrations in excess of their respective NC2LGWQS. C9-C32 Aromatics were also detected in well MW-3 in excess of their respective NC2LGWQS. Additional petroleum-related compounds were identified in the samples collected from wells MW-2, MW-3, and MW-4 but at concentrations below their respective NC2LGWQS. On November 22, 2002, Apex performed an Aggressive Fluid Vapor Recovery event pre- authorized for trust fund reimbursement by the Winston-Salem Regional Office-UST Section of NCDENR. Apex extracted fluids and vapors from a monitoring well located on the Thrifty Stop site that was installed by others as part of an investigation on an adjacent property. The event was conducted over an 8-hour period. During the course of the event, several parameters were gauged to measure the effectiveness of the event. Parameters measured included vacuum of the suction lines, the velocity of the exhaust, the temperature of the exhaust, the relative humidity of the exhaust, the percent water vapor in the exhaust and the presence of the organic vapors in the exhaust using a photoionization detector. Over the period of the event, approximately 670 gallons of groundwater were removed. A Corrective Action Plan (CAP) for the site was submitted by Apex in March 2003. PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/COMPARISON TO HISTORICAL ASSESSMENT INFORMATION Regional Geology and Hydrogeology According to the Geologic Map of North Carolina, the subject site is located in the Inner Charlotte Belt of the Piedmont Physiographic Province of North Carolina, in an area underlain by rocks identified as granitic. In the Piedmont Physiographic Province, groundwater generally occurs under water-table conditions and is stored in the pore space between individual grains of residual soil and in the fractures within the underlying parent rock. Recharge to the water table is primarily by precipitation infiltrating the upper soil and percolating downward, under the influence of gravity, to the groundwater table. Typically, the water table is not a level surface, but a subdued reflection of the land surface. However, the depth to the water table is not constant, and depends on many factors which include the amount of rainfall, the permeability of the soil, and the amount of groundwater being pumped in the area. Site Geology and Hydrogeology The site is located on a northeast-southwest trending ridge. LAW advanced two soil borings on the subject site to collect soil and groundwater samples as a part of the Phase I LSA. LAW advanced an additional five soil borings at the site during the Phase II LSA. Groundwater Monitoring Report March 3, 2023 Former Thrifty Stop #1, Tyro, North Carolina Progress Project No. MOH150N.WM 9 In addition, Apex advanced eight soil borings in the vicinity of monitoring well MW-10 installed by Shield Environmental as part of an on-going investigation at the adjacent site. During these investigations, soil consisting of reddish-brown sandy silt, silty sand, clayey sand, and sandy clay were encountered, with bedrock located approximately 19 feet below land surface. Based on interpretation of the topographic map and on-site observations, surface runoff and the site would be expected to flow overland following topography to the south and southwest. Based on the surface topography inferred from topographic maps, properties generally to the northeast would be considered upgradient (Figure 1). Updated Receptor Survey Progress mailed 71 water-supply well questionnaires to the property owners within a 1,000-foot radius of the site. 18 of the questionnaires have been completed and returned at the time of this report. Progress also contacted Davidson Water to confirm that the properties within 1,000 feet are connected to the public water system. Progress also completed a visual reconnaissance within 1,500 feet of the site. Progress identified evidence of five active water-supply wells used for drinking water within 1,000 feet of the site. One additional inactive water-supply well was identified within 1,000 feet of the site. Copies of the returned water-supply well questionnaires are included in the Appendix. Progress understands that public water is available in the vicinity of the site and that the properties proximal to the site have access to the public water system. Determination of Groundwater Flow Direction The depth to the groundwater surface in each of the wells was measured prior to well purging using a decontaminated electric sounder. The wells were surveyed by others using a relative benchmark that was arbitrarily given an elevation of 100 feet. The elevations of the monitoring wells and the groundwater surface are both relative to that benchmark. The relative groundwater elevations are shown on Table B-7. Groundwater elevations are depicted on Figure 7. A groundwater contour map was not constructed for the site by Progress for this sampling event as the water levels appeared to be inconsistent with previous sampling events. The water table beneath the site appears to be affected by the impervious nature of the property and surrounding properties. Additionally, the water level meter may have been malfunctioning at the time of the sampling event. Based on information collected during the previous groundwater sampling event, the groundwater flow direction appears to be to the northeast beneath the site. Groundwater Sampling Activities Progress was on site on January 18, 2023 to collect groundwater samples from the on- site monitoring wells MW-1 through MW-7 and recovery wells RW-1 through RW-3. A summary of the groundwater sample analytical results is included in Table B-4.  Laboratory analysis of the groundwater samples collected from monitoring wells MW-2, and MW-5 did not detect targeted petroleum compounds at concentrations above the laboratory quantitation limits.  Laboratory analysis of the groundwater samples collected from monitoring wells MW-3 and MW-4 and recovery well RW-2 did not detect targeted petroleum compounds at concentrations above their respective North Carolina 2L Groundwater Quality Standards (NC2LGWQS).  Laboratory analysis of the groundwater sample collected from monitoring well MW-1 detected benzene (3,440 µg/L), isopropyl ether (IPE) (271 µg/L), methyl tert-butyl ether (MTBE) (115 µg/L), and naphthalene (60.7 µg/L) at concentrations above their respective NC2LGWQS.  Laboratory analysis of the groundwater sample collected from monitoring well MW-6 detected benzene (13.0 µg/L) and n-propylbenzene (129 µg/L) at concentrations above their respective NC2LGWQS.  Laboratory analysis of the groundwater sample collected from monitoring well MW-7 detected benzene (186 µg/L) and naphthalene (27.3 µg/L) at concentrations above their respective.  Laboratory analysis of the groundwater sample collected from recovery well RW-1 detected benzene (330 µg/L) and naphthalene (39.1 µg/L) at concentrations above their respective.  Laboratory analysis of the groundwater sample collected from recovery well RW-3 detected benzene (7.5 µg/L) and naphthalene (12.9 µg/L) at concentrations above their respective.  Please note, none of the compounds were detected at concentrations that exceed the applicable Gross Contamination Levels (GCLs) in the groundwater samples collected during this sampling event. The laboratory analytical report for the groundwater samples is provided in the Appendix. The laboratory test results are summarized on Figure 3. FREE PRODUCT REMOVAL Free product was not measured in the select monitoring wells as part of this groundwater assessment. F. MONITORED NATURAL ATTENUATION/NATURAL SOURCE ZONE DEPLETION STATUS Progress was on site on January 18, 2023, to collect groundwater samples from the on- site monitoring wells MW-1 through MW-7 and recovery wells RW-1 through RW-3. Laboratory Analytical Results PACE analyzed the groundwater samples for volatile organic compounds (VOCs) by Standard Method 6200B including ethanol, MTBE, and IPE, plus oxygenates. A summary of the groundwater analytical results is presented in Table B-4 and on Figure 3. Laboratory analysis of the groundwater samples collected from monitoring and recovery wells MW-1, MW-6, MW-7, and RW-1 and RW-3 detected targeted petroleum hydrocarbons in excess of their respective NC2LGWQS. The groundwater concentrations generally indicated increases in the groundwater samples collected from each of the monitoring/recovery wells since the most recent sampling event. In addition, the targeted petroleum concentrations have significantly decreased in each of the monitoring wells since the implementation of remedial activities at the site. Based on laboratory analysis of the most recent sampling event Progress makes the following findings:  The remaining contaminant mass in the groundwater is estimated to be 1.33 kg.  Progress located and sampled seven groundwater monitoring wells and three recovery wells on-site as part of the most recent groundwater sampling event.  The most recent sampling event detected benzene in the groundwater sample collected from monitoring well MW-1 at a concentration that has decreased 65.3% since the 2016 sampling event.  The most recent sampling event did not detect benzene in the groundwater sample collected from monitoring well MW-3. Benzene was detected in monitoring well MW-3 at a concentration of 0.53 µg/L during the 2016 sampling event.  The most recent sampling event detected benzene in the groundwater sample collected from monitoring well MW-6 at a concentration that represents a decrease of 94.2% since the 2010 sampling event. Groundwater Monitoring Report March 3, 2023 Former Thrifty Stop #1, Tyro, North Carolina Progress Project No. MOH150N.WM 12  The most recent sampling event detected benzene in the groundwater sample collected from monitoring well MW-7 at a concentration that represents a decrease of 68.3% since the 2013 sampling event.  The most recent sampling event detected benzene in the groundwater sample collected from recovery well RW-1 at a concentration that has decreased by 92.3% as compared to the results of the 2003 sampling event.  The most recent sampling event detected benzene in the groundwater sample collected from recovery well RW-3 at a concentration that has decreased by 97.9% as compared to the results of the 2003 sampling event. G. CONCLUSIONS Based on the results of the groundwater sampling event, Progress makes the following conclusions:  The site continues to meet the criteria to be classified as High Risk with five active water supply wells being identified within 1,000 feet of the source area.  Progress collected groundwater samples from the on-site monitoring wells MW-1 through MW-7 and recovery wells RW-1 through RW-3 on January 18, 2023.  Laboratory analysis of the groundwater samples collected from three monitoring wells and two recovery wells detected at least one targeted petroleum hydrocarbon compound in excess of its respective NC2LGWQS.  The groundwater concentrations generally indicated slight increases in the groundwater samples collected from each of the monitoring/recovery wells since the most recent sampling event.  None of the detected compounds exceeds its applicable GCL. Based on the remaining concentrations in select groundwater samples exceeding their respective NC2LGWQS, Progress recommends the following:  The continued monitoring of the groundwater at the site.  Initiate discussions to re-implement remedial actions at the site. Progress will not complete additional activities at the site unless pre-approved by the NCDEQ.
