(ATC) was retained by Phillips 66 Company to conduct site monitoring activities at the Former Conoco Store #33075 (Incident No. 14899). The site is located at 3488 Robinhood Road in Winston Salem, Forsyth County, North Carolina. The site was formerly a gasoline station with convenience store but currently operates as a Walgreens pharmacy store. A site topographic map is presented as Figure 1 and a site map is presented as Figure 2. This report documents groundwater sampling activities conducted in January 2023. 3.0 BACKGROUND The site operated as Conoco Store #33075 from May 1969 until February 1989. The underground storage tank system (UST) consisted of three 10,000-gallon gasoline USTs that were removed in 1989. The site then operated as Crown Fast Fare #753 with three new 10,000-gallon gasoline USTs and one 4,000-gallon kerosene UST. Between July 1995 and January 1996, Brown & Root Environmental conducted a Preliminary Site Assessment at the site. Direct-push soil samples were collected from seven boring locations around the UST system and dispenser islands. The soil analytical results indicated exceedances of the Soil-to-Water Maximum Soil Contaminant Concentrations (MSCCs) in two soil samples. Based on the soil exceedances, a release was reported to the North Carolina Department of Environmental Quality (NCDEQ) in July 1995. In December 1995, five groundwater monitoring wells (MW-1, MW-2, MW-3, MW-4 and MWD-5) were installed at the site. Between July 1999 and September 2000, Dahl & Associates, Inc. (DAHL) conducted a Phase II Limited Site Assessment at the site. Two direct-push soil samples were collected and select monitoring wells were sampled. The Phase II report documented exceedances of the gross contaminant levels (GCLs) for benzene and 1,2-dibromoethane (EDB) in MW-1. Between September 2000 and May 2002, EPOCH Environmental Group, LLC conducted Comprehensive Site Assessment (CSA) activities at the site. Monitoring wells MW-3, MW-4 and MWD-5 were abandoned due to historical analytical concentrations below the laboratory detection limits and dry water table conditions. Two new shallow monitoring wells (MW-6 and MW-7) were installed off-site to delineate the extent of the groundwater plume. The CSA concluded that no water supply wells were located within 1,500 feet of the site and that the site should be ranked intermediate due to the benzene and EDB exceedances of the GCLs in MW-1. The CSA also documented that the historical soil analytical results were below the Industrial/Commercial MSCCs but that ethylbenzene, naphthalene and 1,2,4-trimethylbenezene exceeded the Residential MSCCs. In March 2003, the property was sold by Winnella Duncan to Robinhood Development Co., LLC. The former UST system consisting of three 10,000-gallon gasoline USTs and one 4,000-gallon kerosene UST were removed and building was demolished. An Underground Storage Tank Assessment Report prepared by Excel Civil & Environmental Associates was submitted to NCDEQ on April 4, 2003. The report documented that the soils were not impacted by the closed UST system. Subsequently, the property was renovated into a Walgreens pharmacy. During site renovations, monitoring wells MW-1, MW-2, MW-6, MW-8, and MW- 9D were destroyed. Monitoring well MW-7 was found intact during a subsequent site inspection by ATC. In September 2003, ATC was retained by ConocoPhillips to continue environmental assessment and remediation services at the referenced site. ATC installed four new shallow monitoring wells (MW-1 through MW-4) at the site and performed a groundwater-sampling event in August 2006. ACT submitted a Groundwater Sampling Report on October 3, 2006. On May 1, 2012, ConocoPhillips separated into two companies, ConocoPhillips and Phillips 66 Company. The environmental remediation activities associated with this site are managed by Phillips 66 Company. Former Conoco Store #33075 (RM #6143) April 13, 2023 Page 3 of 4 ATC Proposal (or Project #) No. P666143707 Phillips 66 Company ATC submitted a Groundwater Monitoring Report on July 11, 2012, documenting groundwater sampling activities and an updated receptor survey. Based on the updated receptor survey there are no surface water bodies within 500 feet of the site and there are no water supply wells within 1,000 feet of the site. The site was classified as an intermediate risk site due to the presence of benzene above the GCLs for groundwater. A site vicinity map is included as Figure 3. ATC performed subsequent sampling events in January 2013 and July 2013 and Aggressive Fluid Vapor Extraction (AFVR) events in April, May and June 2013. The AFVR events were performed in order to reduce the GCLs in monitoring well MW-1. ATC submitted a Groundwater Monitoring Report on February 25, 2014, documenting groundwater- sampling activities. Benzene concentrations in MW-1 exceeded the GCLs and the site met the criteria for Intermediate risk. Groundwater assessment activities were not performed at the site between 2014 and April 2021 due to site access delays with the current property owner. ATC submitted a Groundwater Monitoring Report on June 10, 2021, documenting groundwater-sampling activities. Several volatile organic compounds were reported at concentrations in exceeding the 2L Standards in MW-1 but were below the GCLs. The site was previously ranked intermediate due to GCL exceedances in MW-1. Based on the reported constituent concentrations, the site was a candidate for closure and ATC recommended conducting a confirmatory sampling event in August 2021. ATC Submitted a Groundwater Monitoring Report on January 4, 2022, documenting groundwater-sampling activities conducted in September and October 2021. Laboratory analytical results from groundwater samples during the event revealed several volatile organic compounds (VOCs) reported at concentrations exceeding the 2L Groundwater Standards in monitoring well MW-1. In addition, the 1,2-Dibromoethane concentration revealed in well MW-1 exceeded the corresponding GCL. ATC performed a groundwater sampling event in April 2022. Laboratory analytical results from groundwater samples during the event revealed several volatile organic compounds (VOCs) reported at concentrations exceeding the 2L Groundwater Standards in monitoring well MW-1. Based on the results of the groundwater sampling event, ATC recommended continued sampling of the monitoring well network to monitor plume stability. ATC performed a groundwater sampling event in August 2022. The groundwater flow at the site within the surficial aquifer is in the southwestern direction. LNAPL was not encountered during the August 2022 sampling event. Additionally, several petroleum constituents were reported at concentrations exceeding the 2L Groundwater Standards in monitoring well MW-1. 1,2-Dibromoethane concentrations in MW-1 exceeded the CGLs. ATC recommended continued sampling of the monitoring well network to monitor plume stability. 4.0 SITE DESCRIPTION The site is currently operated as a Walgreens pharmacy. No USTs are currently located on the property. 5.0 GROUNDWATER CHARACTERIZATION 5.1 GROUNDWATER LEVELS Groundwater levels were measured in monitoring wells MW-1, MW-2, MW-4, and MW-7 on January 30, 2023. MW-3 could not be located during previous sampling events and is assumed destroyed. Depth to water was measured from the top of each well casing. Monitoring well construction details are included in Table 1. The depth to groundwater across the site during the January 30, 2023, sampling event ranged from 22.26 feet below ground surface (bgs) in MW-7 to 33.10 feet bgs in MW-2. Groundwater elevations for the sampling event are listed in Table 1. A groundwater elevation contour map based on the January 30, 2023, sampling event is included as Figure 4. The inferred groundwater flow direction within the surficial aquifer at the site is to the southwestern direction. 5.2 GROUNDWATER QUALITY ATC collected groundwater samples from MW-1, MW-2, MW-4, and MW-7 on January 30, 2023. Groundwater samples were collected using a dedicated polyethylene disposable bailer. Prior to sampling, a minimum of three well volumes of groundwater were removed from each monitoring well. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of- custody protocol to SGS Laboratories in Scott, Louisiana for analysis. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B and EPA Method 504.1. A copy of the laboratory analytical report is included in Appendix A. Groundwater quality results exceeded the NCDEQ Groundwater Quality 2L Standards for the following constituents and monitoring well locations: • Benzene (2L Standard of 1 µg/L) in well MW-1 (1,790 µg/L) • Benzene (2L Standard of 1 µg/L) in well MW-7 (2.4 µg/L) • Toluene: (2L Standard of 600 µg/L) in well MW-1 (15,500 µg/L) • Ethylbenzene: (2L Standard of 600 µg/L) in well MW-1 (1,350 µg/L) • Total Xylenes: (2L Standard of 500 µg/L) in well MW-1 (7,810 µg/L) • Methyl Tert Butyl Ether (2L Standard of 20 µg/L) in well MW-1 (33.5 µg/L) • Naphthalene: (2L Standard of 6 µg/L) in well MW-1 (437 µg/L) • 1,2,4-Trimethylbenzene: (2L Standard of 400 µg/L) in well MW-1 (1,020 µg/L) • 1,3,5 – Trimethylbenzene: (2L Standard of 400 µg/L) in Well MW-1 (276 µg/L) • 1,2-Dibromoethane: (2L Standard of 0.02 µg/L) in well MW-1 (8 µg/L) None of the groundwater samples exceeded the GCLs. Constituents reported with “J” values indicate estimated values below the standard reporting limits. Groundwater analytical results for the January 2023 sampling event are summarized in Table 2, and historical groundwater analytical results are summarized in Table 3. Figure 5 illustrates the groundwater sample locations and a summary of the laboratory analytical results. 6.0 CONCLUSIONS AND RECOMMENDATIONS ATC has performed groundwater assessment activities at the Former Conoco Store #33075 in Winston Salem, North Carolina. The purpose of the groundwater-sampling event was to confirm if the dissolved constituent concentrations were below their respective GCL standards. Based on field activities, observations, and groundwater analytical results, ATC concludes the following:  The site was formerly a gasoline station with convenience store but currently operates as a Walgreens pharmacy store;  Historical soil analytical results indicated that ethylbenzene, naphthalene and 1,2,4-trimethylbenezene exceeded the Residential MSCCs but were below the Industrial/Commercial MSCCs;  Based on previous receptor surveys, there are no surface water bodies within 500 feet of the site and there are no water supply wells within 1,000 feet of the site. If VOC concentrations remain stable and none of the constituents exceed the GCLs, site closure will be requested.
