A site map is provided in Appendix 1. Incident Background: On February 17, 2023, at 0800 ET, GFL Waste Industries LLC reported that GFL truck number 3707C experienced a mechanical failure (hydraulic line) that resulted in the release of an estimated 40 gallons of hydraulic fluid that impacted the asphalt parking lot of and concrete ditch. No soil or waterways were reported impacted by the release. Emergency Response: On February 17, 2023, at 0804 ET, GFL Waste Industries LLC retained Emergency Response and Training Solutions (ERTS) to manage and oversee environmental operations. On February 17, 2023, at 0900 ET, ERTS dispatched HEPACO of Wilmington, NC to perform emergency response and cleanup activities. (GFL) - BU 006 Wilmington Emergency Response and Training Solutions ERTS 11231 Phillips Industrial Blvd. Bldg. 1, Ste 300 ● Jacksonville, FL 32256 ● USA phone number: 440.349.2700 | fax number: 440.349.6713 ertsonline.com Regulatory Notifications: On February 17, 2023, at 0827 ET, pursuant to General Statutes of North Carolina, Chapter 143, Article 21A, Section 143-215.85(a), ERTS notified the NC DEQ of the hydraulic fluid release. Operator Chris Creighton received the call and issued incident number 0217-2. A copy of the NC DEQ UST-62 24-Hour Notification of Discharge is provided in Appendix 2. Corrective Action: On February 17, 2023, at 1013 ET, HEPACO personnel arrived onsite and reported a 20-feet (ft.) by 45-ft. area of the asphalt parking lot, and a 6-ft. by 12-ft. area of a nearby concrete ditch/culvert-standing water area was impacted by an estimated 40-gallons of hydraulic fluid. HEPACO reported no soils or waterways were impacted by the release. HEPACO applied granular absorbents to the asphalt and concrete impacted areas then brushed in granular absorbent and solidified the hydraulic fluid. HEPACO utilized absorbent booms in the surface water area of the ditch to contain and absorb the release and a vacuum truck to recover impacted water. HEPACO recovered and containerized approximately 900 gallons of liquids and transported them offsite for disposal. HEPACO collected and containerized absorbents (solid waste) in four, 55-gallon steel drums and transported them offsite for disposal. Response photographs are provided in Appendix 3. Waste Disposal: On March 6, 2023, HEPACO transported the four drums to the GFL yard at 3618 US Highway 421 North Wilmington. The drums of non-hazardous solid waste (impacted absorbents) will be disposed of by GFL. the Liquid waste was transported to US Water Recovery in Goose Creek SC The waste disposal documentation is provided in Appendix 4. Conclusion and Recommendations: The release has been completely remediated and no evidence was found that suggests any significant environmental impact remains on the site. The spill consists of 40 gallons of hydraulic oil, which was released from a vehicle due to an unknown reason (investigation is still ongoing). The spill has impacted concrete and a nearby storm drain. Mr. Wood could not quantify how much went into the drain but did say it was a sizeable amount. The driver's name is Greg Fields, but no contact number was available at the time of the call. RECM John Pfleger was notified of the spill, and he gave confirmation to report the release to the state. The state of North Carolina was notified, and a report number of 0217-2 was provided by Chris Creighton. Contractors will be dispatched for cleanup assistance. ERTS dispatched Hepaco Environmental Services to respond. Hepaco arrived onsite at 1013 ET and confirmed 40 gallons of hydraulic fluid released to asphalt and a concrete ditch. No soil, drains or waterways impacted. Hepaco utilized absorbents and their vac truck to clean the impacted area and collect impacted rain water form the concrete ditch. Hepaco transported all waste offsite for disposal. No remediation necessary. Describe impacted receptors: Asphalt parking lot, concrete ditch and culvert.
