Wilmington, New Hanover County, North Carolina    1.0 INTRODUCTION  This report documents environmental assessment activities conducted by Antea USA of North Carolina, Inc.  (Antea USA of NC), on behalf of Wilmington Business Park LLC (WBP), for the facility located at 202 Raleigh  Street in Wilmington, New Hanover County, North Carolina (the Site). The Site is identified as Parcel # R06500‐ 007‐037‐000 according to the New Hanover County Registrar’s office. This Groundwater Monitoring Report was  prepared on behalf of WBP to provide an update on groundwater monitoring activities at the site.    The Site was purchased by Wilmington Raleigh LLC from American Crane Corporation on December 3, 2014  according to the New Hanover County Property Assessment website. The property encompasses approximately  68.66 acres and operates as an industrial warehouse facility (Figure 1). The site is located within the county’s  Heavy Industrial District planning zone. Historical ownership includes Babcock Wilcox, American Hoist and  Derrick, American Crane Corporation, and the North Carolina Department of Transportation (NCDOT).    The source of the release is unknown, but was confirmed by Catlin Engineers and Scientists (Catlin) during free  product assessment activities conducted in 2016. The release is suspected to be diesel or number (No.) 2 fuel oil  based on dissolved phase compounds identified in groundwater. The Division of Waste Management (DWM)  assigned the release incident No. 94366 in a Notice of Regulatory Requirements letter dated December 15,  2017.  1.1 SITE HISTORY  In 2016, free product and suspected petroleum impacted groundwater were encountered by Vertex and/or  contractors during construction activities along the western side of the main fabrication building (Figure 2).  Following the discovery, Vertex Railcar Corporation (prior tenant), and subsequently WBP, employed Catlin to  conduct preliminary soil and groundwater assessments at the Site. The preliminary assessment information was  provided to Antea USA of NC by WBP and was included in the Comprehensive Site Assessment Report submitted  to NCDEQ on May 21, 2018. Catlin provided summary figures and tables, but specific sampling methodology was  not provided.  1.2 SUMMARY OF ACTIVITIES   Below is a summary of activities completed by Antea USA of NC at the Site October 31 through November 2,  2022.    On October 31, 2022, eleven site monitoring wells (MW‐1, MW‐2, MW‐3, MW‐5, MW‐14, MW‐15, MW‐ 16, MW‐17, MW‐18, MW‐19, MW‐20D) were gauged using an oil/water interface probe. Eleven wells  (MW‐1, MW‐2, MW‐3, MW‐5, MW‐14, MW‐15, MW‐16, MW‐17, MW‐18, MW‐19, MW‐20D) were  subsequently purged of approximately three well volumes of groundwater and sampled using new  disposable bailers October 31, 2022 through November 2, 2022. Monitoring well MW‐12 was not  gauged or sampled due to an obstruction within the well above the groundwater table. No light non‐ aqueous phase liquids (LNAPL) were detected during the gauging or sampling event. The Uniremtech  WellBoom™ previously installed in MW‐15 was replaced.     2    o Groundwater samples were placed into unpreserved laboratory‐supplied glassware and submitted  to Waypoint Analytical, LLC (Waypoint Analytical) in Charlotte, North Carolina for laboratory  analysis of semi‐volatile organic compounds (SVOCs) according to EPA Method 625.  2.0 GROUNDWATER SAMPLING  On October 31, 2022, eleven site monitoring wells (MW‐1, MW‐2, MW‐3, MW‐5, MW‐14, MW‐15, MW‐16, MW‐ 17, MW‐18, MW‐19, MW‐20D) were gauged using an interface probe. Eleven wells (MW‐1, MW‐2, MW‐3, MW‐ 5, MW‐14, MW‐15, MW‐16, MW‐17, MW‐18, MW‐19, MW‐20D) were subsequently purged of approximately  three well volumes of groundwater and sampled using new disposable bailers October 31, 2022 through  November 2, 2022. Monitoring well MW‐12 could not be gauged or sampled due to an obstruction within the  well above the groundwater table. No LNAPL was detected during the gauging or sampling event. The  Uniremtech WellBoom™ previously installed in MW‐15 was replaced.    During the October 31, 2022 gauging event, depth to groundwater ranged from 5.67 (MW‐17) to 12.25 (MW‐3)  feet below top of casing (TOC). LNAPL was not detected in any monitoring well during the gauging event.  Groundwater elevation data collected at the site since July 2017 is presented in Table 1. Groundwater elevation  contours generated using data collected during the October 2022 groundwater monitoring event are presented  on Figure 3. Based on these data, groundwater is inferred to flow northwest at the Site.    Field Quality Assurance/Quality Control (QA/QC) procedures were performed in accordance with UST Program  Guidance. During groundwater sampling activities, Antea USA of NC personnel utilized new, disposable nitrile  gloves during the handling of all samples. Sample bottles were provided by the laboratory and were pre‐ prepared with proper preservatives according to the respective analysis requested. Samples were collected,  immediately placed on ice, and relinquished under chain of custody documents to a Waypoint Analytical courier  for analysis of semi‐volatile organic compounds (SVOCs) according to EPA Method 625. During groundwater  sampling activities, groundwater samples were collected immediately from the bailer following purging and  placed into appropriately labeled sample containers. Samples were collected using a new, single‐use, disposable  bailer, which was discarded after sampling each monitoring well.    2.1 LABORATORY ANALYTICAL RESULTS  The laboratory analytical report, which includes all analytes for the October 31 through November 2, 2022  groundwater monitoring event, is presented as Appendix A and the data is summarized in Table 2. Analytical  data collected during the October 31 through November 2, 2022 groundwater monitoring event are presented  in Figure 4. Tentatively identified compounds have been summarized in Appendix B. The following compounds  exceeded the North Carolina Groundwater Quality Standards (2L):
