Wooten Corporation - Broad Creek 3931 NC Hwy 24 Newport, Carteret County, North Carolina 28570 Incident #48413; Facility ID #00-0-0000034888 Dear Mr. Washburn: Contained herein is a report summarizing groundwater assessment activities for the above referenced incident. Specifically, (1) existing monitoring wells were gauged and/or sampled to assess for current groundwater conditions. Figure 1 illustrates the location of the project site on a USGS topographic map, and Figure 2 illustrates the approximate locations of the USTs, dispensers and monitoring well at this facility. On February 4, 2023, HN Engineering mobilized to the site to collect water samples from MW- 1. Figure 3 illustrates the location of monitoring well MW-1. Prior to sampling, the well was developed by removal of 3 well volumes via hand baler. Following development, samples were obtained from the disposable baler. The water samples were submitted to Pace Analytical, Inc. for analyses according to Method 602, 625 + TICs, and MADEP VPH/EPH as approved by the NCDEQ to assess for dissolved diesel constituents. The water samples were obtained as specified in the collection, preservation, and handling section of the specific method. Each container was labeled with sample location, analyses to be performed, time, date, and the sampler's name. They were then placed in a cooler and chilled with ice to approximately 4oC in preparation for transportation to the analytical laboratory utilizing EPA approved chain of custody procedures. Laboratory analytical results failed to indicate the presence of any 602/625/VPH/EPH target compounds exceeding laboratory detection limits. The 625 library search indicated TICs at a total concentration of 68.3 ug/l; however, there are no 2L Standards for TICs. Table 1 contains current & historical groundwater analytical results for samples obtained from this release site. Attachment A contains a copy of the laboratory analytical report for the groundwater samples collected on February 4, 2023. Based on the data obtained from the current groundwater assessment, Henry Nemargut Engineering Services recommends that a Notice of No Further Action be issued for the spill bucket release at this facility. It is also recommended that the monitoring well be properly abandoned following closure of this incident by the NCDEQ. Mr. Washburn, please contact me at (336) 316-0452 if you have questions regarding this report. Sincerely, Henry Nemargut, P.E. MDL - Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. SG - Silica Gel - Clean-Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Reported results are not rounded until the final step prior to reporting. Therefore, calculated parameters that are typically reported as "Total" may vary slightly from the sum of the reported component parameters. Pace Analytical is TNI accredited.
