Dear Mr. Tolson:
Terracon Consultants, Inc. (Terracon) is pleased to present the results of the limited soil sampling
performed at the River Station property located at 806 E. Front Street in New Bern, Craven County, North
Carolina. As outlined in our proposal P72227110, dated October 3, 2022, our scope of service was limited
to the collection of one confirmation soils sample, submission of the sample to a certified laboratory and
reporting the analytical results.
A.PROJECT INFORMATION
Terracon understands that an approximate 20-gallon diesel spill occurred on August 9, 2022 from
construction equipment located at 806 E. Front Street in New Bern, NC. Based on our conversation, we
understand that a telescoping lift overturned on site, which caused a release from the fuel tank. You
submitted a UST-62 Form to the Washington Regional Office of the NCDEQ. We also understand that the
contaminated soil has been removed and hauled offsite for disposal. The resultant excavation has been
backfilled.
Based on email correspondence from NCDEQ, a confirmation sample from the bottom of the excavation is
required for site closure. The confirmation sample was to be tested for Total Petroleum Hydrocarbons,
Diesel Range Organics (TPH DRO) using EPA Test Method 8015.
B.FIELD WORK
Terracon mobilized to the site on October 4, 2022 to collect the soil sample. We met onsite with Mr. Tolson
who indicated on site where the release occurred. At the sample location, the area was backfilled with
mortar sand. The sample location is depicted on the attached UST-62 Form.
Using a clean hand auger, one soil sample was obtained by hand auger through the fill into the native soils.
The soil sample was obtained at a depth of approximately 2.5 feet in the upper portion of the native soils.
The sample was removed from the hand auger using gloved hands and placed into a laboratory prepared
jar.

The soil sample was packed on ice in a cooler and sent overnight to Pace Analytical, Inc. (Pace) in
Huntersville, NC for analysis of Diesel Range Organics (DRO). The samples were analyzed using a
standard turnaround time.
C.FINDINGS AND RECOMMENDATIONS
Soil sample SS-1 indicated TPH DRO at a concentration of 16.2 mg/kg which is below the NCDEQ’s Action
Level of 100 mg/kg.
A copy of this report should be submitted to NCDEQ to support closure of the incident.
A copy of the laboratory data sheets and chain-of-custody for this sampling is attached with this report.
D.LIMITATIONS
The analysis and opinions expressed in this report are based upon data obtained from the soil samples
collected at the indicated locations and from any other information discussed in this report. This report
does not reflect any variations in subsurface chemistry, stratigraphy, of geohydrology which may occur
between borings or across the site. Actual subsurface conditions may vary and may not become evident
without further exploration.
Terracon’s services were performed in a manner consistent with generally accepted practices of the
profession undertaken in similar studies in the same geographical area during the same time period.
Terracon makes no warranties, either express or implied, regarding the findings, conclusions or
recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory
agencies or other third parties supplying information used in the preparation of the report. These limited
soil sampling services were performed in accordance with the scope of work agreed with you, our client,
as reflected in our proposal.
This report is prepared for the exclusive use of Dawson Construction Services, Inc. for specific application
to the project discussed and has been prepared in accordance with generally accepted environmental
engineering practices. No warranties, express or implied, are intended or made. In the event any
changes in the nature or location of observed conditions outlined in this report are found, this report
cannot be considered valid unless these changes are reviewed and the opinions of this report are
modified or verified in writing by Terracon.
