EXECUTIVE SUMMARY The Site consists of one irregular-shaped parcel of land, totaling approximately 5.23 acres, identified as Parcel ID Number 8903 106950. The Site is improved with one approximately 23,895-square foot automotive dealership building and one approximately 2,944-square foot automotive detailing building. The Site is occupied by Biggs Buick-GMC, an automotive dealership. Petroleum-impacted soil and groundwater were discovered in 2008 during the removal of a former on-site gasoline UST system; however, the findings were not reported to NCDEQ at the time. Phase II assessment activities performed by EA personnel and its subcontractors in September 2022 confirmed the presence of groundwater contamination exceeding 2L Standards in the vicinity of the former UST system. Based on the findings of the Phase II ESA, the NCDEQ issued an Acknowledgement of Report Receipt letter dated September 30, 2022, which required receptor survey information be provided in a Limited Site Assessment (LSA) report. On November 10, 2022, a Notice of Residual Petroleum, including both soil and groundwater land-use restrictions, was recorded at the Pasquotank County Register of Deeds. To date, no water supply wells have been identified within 1,500 feet of the source area. The nearest surface water body, an unnamed pond, is located approximately 1,700 feet to the northeast of the source area. One (1) school, Albemarle School, is located approximately 950 feet to the northwest of the source area. Based on the results of this Limited Site Assessment - Phase I (LSA-I), EA offers the following conclusions:  Petroleum-impacted soil and groundwater were initially discovered during the removal of the former UST system in 2008.  In September 2022, groundwater concentrations exceeding 2L Standards were confirmed in the vicinity of the former UST system.  None of the target analyte concentrations exceed their respective GCLs.  No petroleum free product has been detected in on-site groundwater.  The nearest surface water body, an unnamed pond, is located approximately 1,700 feet northeast of the source area.  To date, no water supply wells have been identified within 1,500 feet of the source area.  Municipal water service is available for all properties in the Site area.  One place of public assembly, Albemarle School, is located approximately 950 feet to the northwest of the source area.  Based on the lack of water supply wells and other receptor information, the release appears eligible to be classified as “Low Risk.”  A Notice of Residual Petroleum, including both soil and groundwater land-use restrictions, was previously recorded at the Pasquotank County Register of Deeds. Therefore, the release also appears eligible to be closed out via a No Further Action determination. Based on the conclusions of this LSA, EA recommends the following:  Submit a copy of this report to the North Carolina Department of Environmental Quality (NCDEQ), Washington Regional Office, Division of Waste Management, Underground Storage Tank (UST) Program for review. The NCDEQ will ultimately determine the release risk classification and any potential additional assessment and/or remediation actions required of the owner/responsible party of the on-site UST system. Based on the findings of the LSA, the release appears eligible to be classified as “Low-Risk” and closed via a No Further Action determination due to the previously recorded Notice of Residual Petroleum. The Site is improved with one approximately 23,895-square foot automotive dealership building and one approximately 2,944-square foot automotive detailing building. The Site is occupied by Biggs Buick-GMC, an automotive dealership. The Site is accessible via US Highway 17 South to the northwest and Big Daddy Parkway to the southwest. The Site utilizes municipal water service provided by the Pasquotank County Water Department. The Site utilizes septic systems located to the northeast of the dealership building. A Site Location Map is attached as Figure 1. The Site historically operated two 1,000-gasoline underground storage tanks (USTs). The first UST was installed in 1974 and removed in 1992. Upon removal of the first UST, contaminated soil was removed; however, groundwater contamination remained at the Site (Incident No. 7609). On April 20, 1992, five groundwater monitoring wells were sampled, and one sample (MW5) contained a Benzene concentration of 1.5 micrograms per liter (ug/L), which slightly exceeded the NCAC 2L Groundwater Quality Standard (2L Standard) of 1 ug/L for Benzene. On June 20, 1992, the five monitoring wells were resampled, and none of the samples contained detectable concentrations of petroleum constituents. The release incident was subsequently closed out via a Notice of No Further Action (NFA) determination on August 4, 1992. The second UST was installed at the Site in August 1992 and removed on September 17, 2008. Approximately 48.54 tons of contaminated soil were removed during the UST closure activities. None of the soil samples collected from the UST basin contained detectable concentrations of Total Petroleum Hydrocarbons (TPH) – Gasoline Range Organics (GRO) or Diesel Range Organics (DRO). However, the two soil samples collected beneath the product lines (LB-1 and LB-2) contained concentrations exceeding TPH Action Levels. In addition, a groundwater sample collected from a monitoring well (MW-1) contained a concentration of Benzene (6.5 ug/L) exceeding the 2L Standard. The 2008 UST Closure Report does not appear to have been submitted to the NCDEQ at the time. On September 6, 2022, EA collected one groundwater sample (WS-3) in the vicinity of the soil and groundwater contamination identified during the 2008 UST Closure, as part of a Phase II Environmental Site Assessment (ESA). The groundwater sample contained concentrations of Benzene, Naphthalene, Toluene and Total Xylenes exceeding 2L Standards. The location and groundwater analytical results for WS-3 are depicted on the attached Figure 2. A copy of the Phase II ESA report was subsequently submitted to the NCDEQ. In addition, EA obtained and submitted a copy of the prior 2008 UST Closure Report. On September 30, 2022, the NCDEQ issued an Acknowledgement of Report Receipt letter. Based on the findings of the 2008 UST Closure Report and 2022 Phase II ESA, the NCDEQ requested a Limited Site Assessment (LSA) be performed at the Site. The letter indicated the groundwater data from the 2022 Phase II ESA report could be used for completion of the LSA report. According to the letter, if the site meets the criteria for a low risk classification based on the receptor survey information provided in the LSA Report, the site may be eligible for site closure upon filing a Notice of Residual Petroleum, including land use restrictions for both soil and groundwater, with the register of deeds office. Report of a Limited Site Assessment - Phase I 2 Biggs Buick-GMC 1197 US Highway 17 South, Elizabeth City, North Carolina Incident Number: 48685 Facility ID Number: 00-0-0000020545 EA Project No. 22-12445.3 November 21, 2022 1.1 Geology and Hydrogeology 1.1.1 Regional Geology and Soil Geomorphology Based on a review of the geologic map (North Carolina Geological Survey, 1985) of the Site vicinity, the Site is located within the Coastal Plain Physiographic Province of North Carolina. The site area is underlain primarily by Quaternary-aged sands, silts and clays. Based on the USDA Web Soil Survey, http://websoilsurvey.nrcs.usda.gov/app/, dated 2022, the general soil profile at the site consists primarily of one soil type: Hyde mucky silt loam, 0 to 2 percent slopes, (HyA). Hyde soils typically consists of very poorly drained soil with a moderately high water capacity. 1.1.2 Topography, Surface Drainage and Regional Hydrogeology According to the USGS Topographic Quadrangle Map of Pasquotank, North Carolina (Figure 1), the Site elevation is approximately 10 feet above mean sea level (MSL). The topographic map indicates that the Site slopes generally to the southeast. In the absence of any other obvious significant structural or geomorphic drainage features, surface drainage is suspected to be influenced primarily by the surface topography. Groundwater generally occurs as a result of infiltration of both meteoric and surface water through the relatively permeable overburden. Fractures, joints, bedding planes and other discontinuities in the underlying rock can affect the groundwater conditions. Site-specific groundwater flow may also be influenced by the proximity of nearby drainage features, sinkholes, creeks, swamps, and pumped groundwater wells. Groundwater levels and flow directions are typically site specific. In this setting, the surface of the groundwater table is expected to be a subdued replica of the ground surface. Groundwater may occur at or near the soil/rock interface or it may be contained within the bedrock. (EPI) oversaw the removal of the on-site gasoline UST system. The tank dimensions were approximately 12 feet by 17 feet. The fiberglass tank was observed to be in good condition, with no pits or holes observed. The final excavation in the UST area measured approximately 14 feet wide by 19 feet long and a depth of 7 feet. No petroleum odors or staining were observed in soils near the UST excavation area. Based on visual observation, the rock/gravel mixture beneath the fuel lines were removed until native soil was encountered at a depth of approximately 4 feet. The final excavation in the fuel line area measured approximately 5 feet wide by 22 feet long and a depth of 4 feet. Petroleum odors and staining were noted in the soil beneath the fuel lines. Approximately 48.54 tons of contaminated soil were excavated from the areas of the UST and fuel lines. None of the seven soil samples collected from the bottom and sidewalls of the UST excavation area contained detectable concentrations of TPH-GRO or TPH-GRO. However, TPH-GRO concentrations were detected in fuel line soil samples LB-1 (12.9 ppm) and LB-2 (32.9 ppm) and a TPH-DRO concentration was detected in LB-2 (16.4 ppm). 2.2 Groundwater Assessment Activities – UST Closure Report and Soil Sampling (12/18/2008) On November 6, 2008, a groundwater monitoring well (MW-1) was installed in the area of the former UST fuel lines, as part of the UST closure activities. The monitoring well was installed to a depth of 15 feet below the ground surface (bgs) with a screened interval of 5 to 15 feet bgs. Laboratory analysis of groundwater samples from MW-1 revealed a Benzene concentration of 6.5 ug/L, which exceeds the 2L Standard of 1 ug/L. 2.3 Groundwater Assessment Activities – 2022 Phase II ESA On September 6, 2022, as part of a Phase II ESA, EA collected one groundwater sample (WS-3) in the vicinity of the former UST system. The groundwater sample contained concentrations of Benzene, Naphthalene, Toluene and Total Xylenes exceeding their respective 2L Standards. The location and groundwater analytical results for WS-3 are depicted on the attached Figure 2. 2.4 Notice of Residual Petroleum – November 2022 On November 10, 2022, a Notice of Residual Petroleum, including both soil and groundwater land-use restrictions, was recorded at the Pasquotank County Register of Deeds. Report of a Limited Site Assessment - Phase I 5 Biggs Buick-GMC 1197 US Highway 17 South, Elizabeth City, North Carolina Incident Number: 48685 Facility ID Number: 00-0-0000020545 EA Project No. 22-12445.3 November 21, 2022 3.0 SAMPLING RESULTS No additional soil or groundwater samples were collected during this LSA, per the NCDEQ Acknowledgement of Report Receipt letter dated September 30, 2022. 4.0 RECEPTOR INFORMATION On November 10, 2022, EA performed a receptor survey to identify all public water supply wells, public water sources and wellhead protection areas located within 1,500 feet of the Site through search of municipal, county or water district records. EA personnel also attempted to identify any unregistered or unmarked private water supply wells within 1,500 feet of the Site, including a visual reconnaissance of the surrounding area and a survey of property owners within 500 feet of the Site. In addition, EA personnel contacted the Pasquotank County Water Department and the Albemarle Regional Health Services, Environmental Health Department regarding the source of the municipal water supply, the availability of municipal water service in the Site area and the presence of any known water supply wells in the Site area. The Receptor Survey also included a search for surface water features within 1,500 feet of the Site and subsurface structures such as underground utilities or basements located on-site or on adjacent properties. EA personnel also identified areas of public assembly such as schools, parks, and churches within 1,500 feet of the Site. To date, no water supply wells have been identified within 1,500 feet of the source area. Adjacent property and potential receptor information is included in Table 2 and depicted on the Adjacent Property and Potential Receptor Map attached as Figure 3. 4.1 Water Supplies Properties in the Site area are provided municipal water primarily by the Pasquotank County Water Department, with limited additional properties serviced by the Elizabeth City Public Works Department. The distribution lines for the water supply are routed along adjacent road right-of-ways, including US Highway 17. EA personnel provided the Pasquotank County Water Department and the Elizabeth City Public Works Department a list of all properties within 1,500 feet of the source area, in order to determine if municipal water connections existed for the properties. According to the departments, municipal water service records were found on file for the developed properties and service is available for all properties in the Site area. On November 10, 2022, EA personnel performed a receptor survey which consisted of a visual reconnaissance of properties within 1,500 feet of the Site. EA personnel also sent Water Supply Well Information Surveys to property owners located within 500 feet of the Site. To date, no water supply wells have been identified within 1,500 feet of the source area. Adjacent property and potential receptor information is included in Table 2 and depicted on the Adjacent Property and Potential Receptor Map attached as Figure 3. Report of a Limited Site Assessment - Phase I 6 Biggs Buick-GMC 1197 US Highway 17 South, Elizabeth City, North Carolina Incident Number: 48685 Facility ID Number: 00-0-0000020545 EA Project No. 22-12445.3 November 21, 2022 EA personnel contacted the Albemarle Regional Health Services, Environmental Health Department regarding water supply wells in the area. The Albemarle Regional Health Services, Environmental Health Department database contains water supply well information dating back to 2007. EA personnel provided a list of all properties within 1,500 feet of the source area in order to determine if well permits existed for the properties. No water supply well permits or records were found on file for any of the properties. Adjacent property and potential receptor information is included in Table 2 and depicted on the Adjacent Property and Potential Receptor Map attached as Figure 3. Copies of the water supply well information surveys are attached as Appendix A. 4.2 Surface Water The nearest surface water body is an unnamed pond, located approximately 1,700 feet northeast of the source area of release (Figures 1 and 3). 4.3 Wellhead Protection Areas At the time of this investigation, no designated wellhead protection areas, as defined in 42 USC300h-7(e), are reported to exist within 1,500 feet of the source area. 4.4 Deep Aquifers in the Coastal Plain Physiographic Province Based on a review of the geologic map (North Carolina Geological Survey, 1985) of the Site vicinity, the source area is located within the Coastal Plain Physiographic Province of North Carolina. The Site does not appear to be located in an area where there is recharge to an unconfined or semi-confined deep aquifer currently being utilized as a drinking water source. 4.5 Subsurface Structures No basement is present at the Site. No underground utilities were identified in the general area of the source area. Subsurface utilities are located along adjacent road right-of-ways. In addition, potential for vapors to infiltrate the building appear minimal due to the lack of underground utilities in the area of identified groundwater contamination, the concrete and asphalt capped surface, ventilation of the building via opening of service area bay doors during business operations, and the fact that no vapors have been previously reported. 4.6 Land Use According to the Pasquotank County Planning Department, the Site is zoned as Commercial (C-1). Properties in the surrounding area of the Site are primarily commercial, agricultural, residential and institutional in nature. General land use information is depicted on the Land Use Map attached as Figure 4. The place of public assembly is detailed below.  Albemarle School: 1210 US Highway 17 South, ~950 feet northwest of the source area No other churches, parks, schools, daycare centers or other places of public assembly were identified within 1,500 feet of the Site. 5.0 RISK CHARACTERIZATION The completed Limited Site Assessment Risk Classification and Land Use Form is attached as Appendix B.
