These activities were conducted pursuant to a failed integrity test for 2 diesel spill buckets at this facility. Both spill buckets have subsequently been retrofitted with stainless steel liners. On February 10, 2021, Henry Nemargut Engineering Services mobilized personnel and drilling equipment to the site to assess the condition of in-situ soils beneath the diesel spill buckets. Soil samples were obtained from directly beneath the diesel spill buckets via hand auger at a depth of approximately 2’ in the area most likely to contain contamination (directly beneath the spill buckets) since these soils could be accessed from adjacent manholes. The soil samples obtained from the diesel spill bucket areas was labeled D2SB and D3SB and were containerized for submittal to Pace Analytical, Inc. for TPH-GRO/DRO analyses in accordance with NCDEQ Guidelines for diesel site check investigations. The soil samples were obtained as specified in the collection, preservation, and handling section of the specific method. Each container was labeled with sample location, analyses to be performed, time, date, and the sampler's name. They were then placed in a cooler and chilled with ice to approximately 4oC in preparation for transportation to the analytical laboratory utilizing EPA approved chain of custody procedures. The laboratory results for both spill bucket samples indicated both TPH-GRO/DRO compounds above the current NCDEQ Action Levels. The diesel Tank #2 spill bucket indicated a maximum level of 4,260 mg/kg for DRO compounds and a level of 368 mg/kg for TPH-GRO compounds. A copy of the laboratory analytical report and the chain of custody record for the soil sample collected from this site are contained in Appendix A. Based on the results from the laboratory soil analyses, Henry Nemargut Engineering Services recommends the NCDEQ direct additional further investigatory action for the spill buckets at this site since contaminant concentration exceed the NCDEQ Action Levels for TPH-GRO/DRO compounds.
