EXECUTIVE SUMMARY
Handy Mart 15 is located at 2495 US Highway 13 North in Goldsboro, Wayne County, North Carolina. The
site is currently owned by Ms. Marie Peele and is operated by E.J. Pope & Son, Inc. as a petroleum retail
facility and convenience store. The site is covered by concrete, asphalt, and grass. Two 8,000-gallon
gasoline, one 4,000-gallon gasoline, and one 4,000-gallon kerosene USTs are in use at the site. One 4,000-
gallon kerosene UST was permanently closed in 1987. The surrounding properties are commercial and
residential.
On January 28, 2020, a Geoenvironmental Phase II Investigation was submitted to NCDEQ documenting
that soil samples collected in the DOT right-of-way indicated a potential release. On June 4, 2020, a NORR
was issued for a site check by NCDEQ. Laboratory results from the Site Check activities confirmed that a
release had occurred at the site.
During the August 13, 2020, receptor survey, seven possible water supply wells were identified within a
1,500-foot radius of the site. Two possible potable water supply wells were identified within a 1,000-foot
radius of the site. No water supply wells were identified within a 250-foot radius of the site. Public water
is available to the subject site and to most surrounding properties. No surface water bodies were
identified within a 500-foot radius of the site. Receptor information was updated in February 2021 when
it was confirmed that WSW-5 does not exist. Additionally, an inactive water supply well (WSW-8) was
observed at 126 E W Lane. The property owner of 126 E W Lane confirmed that her property is connected
to municipal water and that the municipal line stops at her residence. The owners of WSW-4 and WSW-
7 have agreed to connect their properties to the municipal water line. Currently, bids are being solicited
from local plumbers to connect the properties containing WSW-4 and WSW-7 to the municipal water
supply.
Four Type II monitoring wells were installed at the site during past assessment activities.
On June 29, 2021, four monitoring wells were gauged, purged and sampled. No free product was observed
in any of the monitoring wells. Concentrations of benzene, toluene, xylenes, naphthalene, n-
propylbenzene, isopropylbenzene and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported
in the ground water samples collected from MW-1 and MW-2. All of the reported contaminant
concentrations were less than the GCLs.
Contaminant mass at the site has increased by 185% since October 2020.
Based on this information, the risk classification for the site should remain high risk until public water
connections can be made to the properties associated with WSW-4 and WSW-7. Additional monitoring
well installations would be unnecessary if the municipal water connections are completed. In the interim,
semi-annual ground water monitoring should continue at the site with the next sampling event tentatively
scheduled for January 2022.

1.0 SITE HISTORY AND CHARACTERIZATION
GRI) presents the results of June 2021 ground water sampling event at the Handy Mart 15 site; located at
2495 US Highway 13 North in Goldsboro, Wayne County, North Carolina (Figure 1). These activities were
conducted in accordance with GRI Proposal No. 21-370, which was submitted to NCDEQ on June 7, 2021,
and was approved as Task Authorization No. 38811-4 on June 8, 2021. State correspondence has been
included as Appendix A.
The site is currently owned by Ms. Marie Peele and is operated by E.J. Pope & Son, Inc. as a petroleum
retail facility and convenience store. A site check was conducted at the site in June 2020 following a
Geoenvironmental Phase II Investigation that confirmed the presence of a release. Currently, two 8,000-
gallon gasoline, one 4,000-gallon gasoline and one 4,000-gallon kerosene USTs are active at the site. One
4,000-gallon kerosene UST was permanently closed in 1987. UST owner/operator information and UST
system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown
below:
The site and surrounding area are a mixture residential and commercial properties. The site contains one
building (the convenience store) and is primarily capped with concrete and asphalt. The overall
topography at the site is relatively flat. No surface water bodies were identified within a 500-foot radius
of the site. Four Type II monitoring wells (MW-1 through MW-4) were installed at the site during previous
ground water assessment activities. A Site Map showing the locations of the monitoring wells and the
structures on-site has been included as Figure 2.
On August 13, 2020, GRI personnel conducted a receptor survey at the site. Seven possible water supply
wells were identified within a 1,500-foot radius of the site. Two possible potable water supply wells were
identified within a 1,000-foot radius of the site. No water supply wells were identified with-in a 250-foot

radius of the site. Please note that it was later determined that the water supply well previously identified
as WSW-5 does not exist.
Receptor information was updated in February 2021 when an inactive water supply well (WSW-8) was
observed at 126 E W Lane. The property owner of 126 E W Lane confirmed that her property is connected
to municipal water and that the municipal line stops at her residence. One potable water supply well
(WSW-4) is located within 1,000-feet of the site and one potable water supply well (WSW-7) is located
just beyond the 1,000-foot radius of the site. The owners of WSW-4 and WSW-7 have agreed to connect
their properties to the municipal water line. Currently, bids are being solicited to local plumbers to
connect the properties associated with WSW-4 and WSW-7 to the municipal water supply. Public water
is available to the site and to most surrounding properties. Water supply well information and adjacent
property owner information are presented in Table 3 and Table 4, respectively. A Site Vicinity Map
showing the adjacent properties has been included as Figure 3.
2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL
ASSESSMENT INFORMATION
On June 29, 2021, four Type II monitoring wells (MW-1 through MW-4) were gauged, purged and sampled
in accordance with NCDEQ guidelines. No free product was observed at the site. Depths to ground water
in the Type II monitoring wells ranged from 2.90 feet to 3.64 feet below the tops of well casings. Ground
water elevations in the Type II monitoring wells ranged from 96.50 feet to 96.88 feet. Ground water flow
was generally to the southeast with a horizontal gradient of less than 0.01 feet per foot. Well construction
and gauging information is presented in Table 5. A Water Table Surface Map based on the Type II
monitoring wells is included as Figure 4. A summary of the current ground water gauging data is shown

Ground water samples collected from the monitoring wells were submitted for laboratory analyses of
VOCs using EPA Method 6200B. Concentrations of benzene, toluene, xylenes, naphthalene,
isopropylbenzene n-propylbenzene and/or 1,2,4-trimethylbenzene that exceeded the MACs were
reported in the ground water samples collected from MW-1 and MW-2. All of the reported contaminant
concentrations were less than the GCLs. A summary of the analytical results for ground water samples
collected on June 29, 2021, is presented in Table 6. A Ground Water Quality Map based on the June 2021
data is included as Figure 5. Contaminant specific isoconcentration maps for benzene and naphthalene
are included as Figures 6 and 7, respectively. A complete report of laboratory analyses for the June 2021

The baseline contaminant mass at the site was determined based on the total BTEX, MTBE and
naphthalene concentrations from the October 2020 ground water sampling event as well as the maximum
historical water column height observed in each area. The contaminant plume was based on the
naphthalene concentrations during the October 2020 ground water sampling event. The contaminant
mass has increased by 185% since October 2020 and has decreased 76.6% since February 2021.
Contaminant mass calculations have been included as Appendix C. A map of the contaminant mass area
has been included as Figure 8. A chart depicting the overall trend in contaminant mass is shown below:
The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a
seasonal high depth to water of approximately 2.90 to 3.64 feet below ground surface (bgs).

3.0 FREE PRODUCT REMOVAL
No free product has been detected at the site to date.
4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS
No natural attenuation monitoring plan is currently in place at the site.
5.0 CONCLUSIONS
The site is an active petroleum retail facility and convenience store. Land use in the area consists
of commercial and residential properties.
Currently, bids are being solicited in order to connect the properties associated with WSW-4 and
WSW-7 to the municipal water supply.
During the June 2021 gauging event, ground water flow was generally toward the southeast with
a horizontal gradient of less than 0.01 feet per foot.
Concentrations of benzene, toluene, xylenes, naphthalene, isporppylbenzene, n-propylbenzene
and/or 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water
samples collected from MW-1 and MW-2. All the reported contaminant concentrations were less
than the GCLs. No free product was observed at the site.

6.0 LIMITATIONS
This report has been prepared for the exclusive use of E.J. Pope & Son, Inc. for specific application to the
referenced site in Wayne County, North Carolina. The assessment was conducted based on the scope of
work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our
findings have been developed in accordance with generally accepted standards of environmental
practices in the State of North Carolina, available information, and our professional judgment. No other
warranty is expressed or implied.
The data that are presented in this report are indicative of conditions that existed at the precise locations
sampled and at the time the samples were collected. In addition, the data obtained from samples would
be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No
additional information can logically be inferred from these data.

The Underground Storage Tank (UST) Section, Division of Waste Management, Department of
Environmental Quality (Department) has received and reviewed the February 23, 2021 Ground Water
Monitoring Report for the subject site submitted in lieu of a Comprehensive Site Assessment (CSA) Report.
This report documents groundwater sampling efforts performed on February 4, 2021 and includes updated
receptor information along with copies of signed agreements to connect two potentially at-risk drinking
water supply well owners to public water available in the area.
With while any potentially at-risk well remains present, under the definitions provided in Title 15A
of the North Carolina Administrative Code (NCAC) Subchapter 2L Section .0406, the risk posed by the
discharge or release at this site remains classified as High. Once the public water connections have been
completed, or the plume onsite is modeled as stable with no apparent migration towards the potential
receptors, the site risk classification may be reevaluated.
Please note that contaminant source definition and abatement efforts are necessary for any risk
reclassification and/or risk-based closure strategy, as is confirmation that the site meets the allowable
maximum soil contaminant concentrations (MSCCs) as described in Title 15A NCAC 2L .0408(3) and
gross contaminant levels (GCLs) for groundwater contamination in the Intermediate Risk Classification
definition under Title 15A NCAC 2L .0406(2). Any request for reclassification must present one or more
potential sources for the contamination detected during the Department of Transportation’s Environmental
Site Assessment at soil boring 2495DPT-3, during the Site Check at soil boring SB-3-2’, and during the
Phase II Limited Site Assessment at MW-1 and MW-2. The request must document any subsequent
abatement efforts undertaken to address those sources and stop any ongoing releases to the environment.
Until the site has been reclassified, Title 15A NCAC 2L .0407(c) [High Risk] continues to require
you to comply with the assessment and cleanup requirements of Title 15A NCAC 2N .0706 and Title15A
NCAC 2L .0106(c) and 2L .0106(g), as described in the most recent version of the Guidelines for
Assessment for UST Releases. Based on the information provided in this most recent monitoring report,
the prior deadline for preparing and submitting a report in accordance with these requirements has been
rescinded. A new deadline for completion of the CSA and submittal of a report documenting the findings
is set at 90 days from the date of this notice.
In accordance with Title 15A NCAC 2L .0114, a summary of the CSA Report must also be
submitted to the local Health Director and the local Chief Administrative Officer, no later than five working
days after submittal of the CSA Report to this office.
Failure to comply in the manner and time specified may result in the assessment of civil
penalties and/or the use of other enforcement mechanisms.
Within the CSA Report conclusions and recommendations, a general description of a proposed
plausible strategy to remediate the contamination onsite should be included as a preliminary step in moving
towards any formal corrective action plan. If not included in the CSA Report, this information must be
provided separately prior to the authorization of any corrective action feasibility study tasks.
Further extension to the CSA deadline may be obtained through the completion and submittal of
an Accelerated Site Characterization (ASC) Report prior to the completion of the CSA, as described in the
Department’s December 2, 2020 Notice of Regulatory Requirements (NORR). Also as noted in that
NORR, Title 15A NCAC 2L .0407(a) presents a continuing obligation to notify the Department of any
changes that might affect the risk or land use classifications that have been assigned. Additionally, the
requirements to submit a Preapproval/Claim Authorization Form if you intend to seek reimbursement from
the State Trust Fund for any eligible costs incurred at this site remain as described in that NORR.
Because a release or discharge has been confirmed, a Licensed Geologist or a Professional
Engineer, certified by the State of North Carolina, is required to prepare and certify all reports submitted to
the Department in accordance with Title 15A NCAC 2L .0103(e) and 2L .0111(b).
