GRI Project No. 5246 i EXECUTIVE SUMMARY The Village Marina, LLC site is located at 57980 NC Highway 12 in Hatteras, Dare County, North Carolina. The property operates as a marina, motel and gift shop. The site is covered by concrete, gravel and grass. A UST system consisting of one 12,000-gallon gasoline UST was removed from the site on March 10, 2020. One AST is currently active at the site. The surrounding properties are commercial and residential. During UST closure activities, no contaminated soil was observed. Ground water was encountered in the UST basin at approximately 3.25 feet below grade. UST closure soil samples were collected from the overburden and sidewalls of the UST basin. The collected soil samples were submitted for on-site analyses of gasoline-range and diesel-range total petroleum hydrocarbons using a mobile UVF laboratory. Based on the field observations and UVF results, no over-excavation activities were conducted following the UST removal. Overburden soil was returned to the UST basin as backfill following excavation activities. Ground water was encountered during the March 2020 UST closure activities. A monitoring well was installed within the former UST basin on March 16, 2020, and a ground water sample was collected. The Maximum Allowable Concentrations (MACs) as specified in T15A NCAC 2L.0202 were below the concentrations of benzene, naphthalene, tert-amyl alcohol, tert-butyl alcohol, lead and C9-C10 aromatics reported in the ground water sample collected from MW-1 in March 2020. All of the reported contaminant concentrations were less than the Gross Contamination Levels (GCLs). All of the reported contaminant concentrations were less than ten times the 2B Surface Water Standards. A receptor survey was conducted on May 7, 2020. No water supply wells were identified within a 1,500- foot radius of the site. Public water is available to the subject site and to all surrounding properties. One surface water body (Harbor to the Pamlico Sound) was identified within a 500-foot radius of the site. Based on this information, the site risk classification should be ranked as low risk. What is the zoning status of the property? According to the Hatteras, NC Official Zoning Map, the site is zoned C-2H (General Commercial). 8. Is the use of the property likely to change in the next 20 years? NO Explain: The subject property is currently an active marina, motel and gift shop and likely remain a convenience store in the near future. Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The closest primary residence is 57203 Waltham Lane located approximately 165 feet southeast of the UST basin. 10. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? Hatteras Fire Department and the Hatters Post Office is located approximately 1,400 feet east of the site. 11. What is the zoning status of properties in the surrounding area? According to the Hatteras, NC Official Zoning Map, the surrounding areas are zoned C-2H (General Commercial) and R-2AH Alt. Medium Density Residential. 12. Briefly characterize the use and activities of the land in the surrounding area. The area surrounding the site is a mixture of commercial and residential properties. 2. RECEPTOR INFORMATION 1. Water Supply Wells: A receptor survey was conducted on May 7, 2020. No water supply wells were identified within a 1,500-foot radius of the site. A Site Location Map is provided as Figure 1 and a Site Vicinity Map showing property boundaries for the site and surrounding properties has been included as Figure 2. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Public Water Supplies: Are public water supplies available within 1,500 feet of the source area of the release? YES If yes, where is the location of the nearest public water lines and the source(s) of the public water supply. Explain: Municipal water is available to the site and the surrounding properties. The main water line runs along the NC Highway 12. Public water is supplied by Dare County Water Department. 3. Surface Water: Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. The Hatteras Marina to the Pamlico Sound is identified at its closest point, approximately 100 feet to the northeast of the source area. 4. Wellhead Protection Areas: Identify all planned or approved wellhead protection areas in the vicinity of the source area. This information must be shown on the USGS topographic map. Wellhead protection areas are defined in 42 USC 300h-7(e). On May 7, 2020, GRI personnel accessed the NCDEQ Source Water Assessment and Protection (SWAP) Program’s website to identify wellhead protection areas in the vicinity of the subject site. The site is not located within a wellhead protection area. 5. Deep Aquifers in the Coastal Plain Physiographic Region: The site is located in the Coastal Plain Physiographic Region. The surficial aquifer in the vicinity of the site is approximately 275 feet thick and is underlain by the Yorktown confining unit and Yorktown aquifer, respectively. The Yorktown confining unit in the vicinity of the site is approximately 20-25 feet thick. 6. Subsurface Structures: No structures with basements were observed in the vicinity of the source area. The water main and other underground utilities ran along US Highway 12 and several underground utility lines were observed on the property. 7. Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site are presented in Table 3. Property boundaries are shown on Figure 2. Property cards for the adjacent property owners are attached as Appendix A. 3. SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Surficial Deposits, Undivided formation. Deposits in this formation consist of sand, clay, gravel, and peat deposited in marine, fluvial, eolian, and lacustrine environments. Quaternary deposits not shown at altitudes greater than approximately 25 feet above mean sea level (Suffolk Scarp, in part). GRI Project No. 5246 5 overlies the Yorktown confining unit and Yorktown aquifer, respectively. The depth to ground water during the March 2020 gauging event was 2.87 feet below the top of well casing. A Site Map showing the location of MW-1 is included as Figure 3. Well construction and gauging information is presented in Table 5. 4. SOIL SAMPLING: Soil samples were collected during the UST closure activities and analyzed on-site for gasoline-range and diesel-range Total Petroleum Hydrocarbons (TPH-GRO and TPH-DRO) using a mobile UVF laboratory (REDLab). Concentrations of TPH-GRO and/or TPH-DRO that exceeded the Regulatory Action Levels (RALs) were reported in soil samples collected from overburden soil atop the USTs during the UST closure activities. No soil samples were collected during the LSA activities. A summary of soil sample analytical results is presented in Table 5. A Soil Quality Map is included as Figure 4. The complete mobile laboratory report for soil samples collected during the March 2020 UST closure activities was included in the Initial Abatement Action Report (IAAR). 5. GROUND WATER SAMPLING: A ground water sample was collected from MW-1 on March 16, 2020, during initial abatement activities. Concentrations of benzene, naphthalene, tert-amyl alcohol, tert-butyl alcohol, lead and C9-C10 aromatics reported in the ground water sample collected from MW-1 in March 2020 exceeded the Maximum Allowable Concentrations (MACs) as specified in T15A NCAC 2L.0202. All of the reported contaminant concentrations were less than the Gross Contamination Levels (GCLs). All of the contaminant constituents reported in the ground water sample collected from MW-1 were below ten times the 2B Surface Water Standards. No ground water samples were collected during the LSA activities. A summary of ground water sample analytical results is presented in Table 6. A Ground Water Quality Map is included as Figure 5. The complete laboratory report for ground water samples collected during the March 2020 UST closure activities was included in the Initial Abatement Action Report (IAAR). 6. CONCLUSIONS AND RECOMMENDATIONS  The site is an active marina, motel and gift shop. Land use in the area consists of commercial and residential properties.  A receptor survey was conducted on May 7, 2020. No water supply wells were identified within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties.  One surface water body was identified within a 500-foot radius of the site (Harbor to the Pamlico Sound). The site is not located within a designated wellhead protection area.  All contaminant concentrations reported in the soil samples collected during March 2020 initial abatement activities were less than the RALs. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. GRI Project No. 5246 6  During IAAR activities the MACs were below the concentrations of benzene, naphthalene, tert- amyl alcohol, tert-butyl alcohol, lead and C9-C10 aromatics reported in the ground water sample collected from MW-1 in March 2020. All of the reported contaminant concentrations were less than the GCLs. All of the contaminant constituents reported in the ground water sample collected from MW-1 were below ten times the 2B Surface Water Standards.  No soil or ground water samples were collected during the May 2020 Phase I Limited Site Assessment activities.  Based on this information, the site risk classification should be ranked as low risk. A Notice of Residual Petroleum for ground water should be filed on the deed of the subject property and the incident should be closed. 7. LIMITATIONS This report has been prepared for the exclusive use of Village Marina, LLC for specific application to the referenced site in Dare County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
