The site is located at 57980 NC Highway 12 in Hatteras, Dare County, North Carolina. The adjoining properties are commercial and residential. Municipal water is available to the site. A UST system consisting of one 12,000-gallon gasoline UST was removed from the site on March 10, 2020. During UST closure activities, no contaminated soil was observed. Ground water was encountered in the UST basin at approximately 3.25 feet below grade. UST closure soil samples were collected from the overburden and sidewalls of the UST basin. The collected soil samples were submitted for on-site analyses of gasoline-range and diesel-range total petroleum hydrocarbons using a mobile UVF laboratory. Based on the field observations and UVF results, no over-excavation activities were conducted following the UST removal. Overburden soil was returned to the UST basin as backfill following excavation activities. SITE HISTORY AND CHARACTERIZATION 1. UST Owner and Operator Information: In accordance with the 20-Day Report guidelines, the underground storage tank (UST) owner and operator information has been summarized in Table 1. 2. UST System Information: In accordance with the 20-Day Report guidelines, the UST system information has been summarized in Table 2. A copy of the Registered Tank Report is shown below: 3. Comprehensive Description of the Release: Geological Resources, Inc. (GRI) initiated UST closure activities at the site on March 10, 2020. The UST system consisted of one 12,000-gallon gasoline UST. During UST closure activities, no contaminated soil was observed within the UST basin. 4. Description of the Site Characteristics: The Village Marina, LLC site is a marina, motel and gift shop located at 57980 NC Highway 12 in Hatteras, Dare County, North Carolina (Figure 1). The site is bordered to the south and by NC Highway 12 and to the west by Gulf Stream Way. A site map has been included as Figure 2. 5. Summary of Initial Abatement Actions, Assessment Activities, and Corrective Actions: Prior to closure, the appropriate officials were notified by GRI (i.e. Fire Marshal and NCDEQ). A copy of the UST-3 Notice of Intent form is included as Appendix B. One 12,000-gallon gasoline UST was removed from the site on March 10, 2020. Ground water was encountered in the UST basin at approximately 3.25 feet below grade. No over-excavation was conducted in the former UST basin. A copy of the Site Investigation Report for Permanent Closure or Change-in-Service of UST (UST-2A) Form has been included as Appendix C. INITIAL RESPONSE AND ABATEMENT ACTIVITIES 1. Removal of Regulated Substances from UST: Prior to the initiation of the UST closure activities the USTs were emptied. A copy of the liquid disposal manifest will be included in the Initial Abatement Action Report (IAAR). 2. Source Control Actions: One 12,000-gallon gasoline UST was removed from the site on March 10, 2020. 3. Contaminant Migration Control Measures: The release was to the subsurface. No petroleum affected soil was removed from the site. 4. Measures Taken to Mitigate Fire/Safety Hazards: The Dare County Fire Department approved Mid Atlantic Petroleum Services Inc.’s tank inertion methods and removal procedures. Prior to closure, the atmosphere of the UST was checked with an LEL/02 meter; once the UST atmosphere reached less than 10% LEL, the tank was removed. There did not appear to be any immediate fire or safety hazards present as a result of the release. Photos of the UST closure activities are shown below: 5. Measures Taken to Identify and Mitigate Pollution Hazards: The release was to the subsurface. No petroleum affected soil was removed from the site. 6. Contaminated Soil Storage/Treatment and/or Disposal: No contaminated soil was removed from the site. C. SOURCE INVESTIGATION Mid Atlantic Petroleum Services, Inc. contracted GRI to conduct closure activities of one 12,000-gallon gasoline UST. The removal activities were conducted at the site on March 10, 2020. The UST was located in the one UST basin and covered with concrete and soil. The 12,000-gallon UST measured 8 feet in diameter by 31 feet 11 inches in length. The UST was visually inspected and appeared to be in good condition. The UST was constructed of steel. The UST was transported off site for proper disposal. A UST disposal manifest will be included in the IAAR. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. 20-Day Report Prepared on: March 23, 2020 Village Marina, LLC Project Manager: William Regenthal GRI Project No. 5246 3 During excavation activities, GRI personnel collected soil samples for on-site analyses by Rapid Environmental Diagnostics (REDLab) for total petroleum hydrocarbons gasoline range organics (TPH-GRO) and diesel range organics (TPH-DRO) using North Carolina accepted QED Environmental Systems ultraviolet fluorescence (UVF) technology. The on-site analyses were used to screen excavated soil to determine the extent of over-excavation activities. Soil samples (UST-1-3’ through UST-8-3’) were collected from the UST basin and stockpile samples (ST-1 through ST-7) were submitted for on-site analyses by REDLab for TPH-GRO and TPH-DRO. Based on the UVF results, petroleum contamination was not observed and the overburden soil was returned to the excavation as backfill upon the removal of the UST and soil excavation activities. Based on the field observations and UVF results, no over-excavation activities were conducted in the UST basin. All soil samples were collected using either a hand auger or directly from the bucket of the excavator. Soil sample locations are shown on Figure 3. 2. SUMMARY AND CONCLUSIONS  The Village Marina, LLC site is located in Hatteras, Dare County, North Carolina. The site is a marina, motel and gift shop.  One 12,000-gallon gasoline UST was removed from the site on March 10, 2020.  Ground water was encountered in the UST basin at approximately 3.25 feet below grade.  UST closure soil samples were collected from the overburden and along the UST basin sidewalls and were submitted for on-site analyses of TPH-GRO and TPH-DRO.  Based on field observations and UVF results, no over-excavation activities were conducted.  Additional information will be provided in the IAAR.
