(AECOM) prepared this Groundwater Monitoring Report for activities conducted at the 7-Eleven Store No. 19847 (Site), located at 1610 South Croatan Highway, Kill Devil Hills, North Carolina. The Site has been classified as high risk due to the presence of nearby irrigation wells. The Site is currently used as a 7- Eleven convenience store only; site underground storage tanks (USTs) were removed in February 2013. On January 14, 2016, ten (MW-2R, MW-3R, MW-4 to MW-10, and DW-1) on- and off-site monitoring wells were sampled. Groundwater samples were analyzed for volatile organic compounds (VOCs). During sampling, five VOCs were detected above their respective Title 15A North Carolina Administrative Code 2L Groundwater Standards (2L Standards) in wells MW-3, MW-5, and/or MW-10: benzene, naphthalene, isopropylbenzene, n- propylbenzene, and total xylenes. No other compounds exceeded the 2L Standards during the January 2016 sampling event. Groundwater concentrations of VOC compounds in wells MW-3 and MW-5 have remained stable with a decreasing trend through the January 2016 sampling event. Since August 2012, prior to the removal of the site USTs, concentrations of benzene, naphthalene, toluene, 1,2,4-trimethylbenzene and total xylenes in MW-3 have decreased by more than an order of magnitude. The groundwater flow direction during the January 16, 2016 event was to the east, with a gradient of approximately 0.003 feet per foot. This is consistent with historical observations of site groundwater flow. AECOM attempted to contact two nearby property owners to sample their irrigation wells. AECOM was unable to successfully contact the property owner at 1617 Wrightsville Avenue or 1620 South Memorial Boulevard. Historically, the property owner at 1617 Wrightsville Avenue refused access. Based on the VOC concentrations detected in off-site monitoring well MW-10, AECOM recommends continued semi-annual sampling. Executive Summary AECOM Environment 1-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 As required by the North Carolina Departmental of Environmental Quality (NCDEQ) in correspondence dated September 25, 2015 (also included in Appendix A), AECOM Technical Services of North Carolina, Inc. (AECOM) conducted a site-wide groundwater monitoring event at the 7-Eleven Store No. 19847 (Site), located at 1610 S. Croatan Highway, Kill Devil Hills, North Carolina (NC) (Figure 1-1 and Figure 1-2). A release was discovered during the in-place abandonment of underground storage tank (UST) #2 on April 10, 2012 (AECOM, 2012a). On April 10, 2012, strong petroleum odors were observed during the installation of two soil borings, one of which was converted into a groundwater monitoring well. A suspected release was reported to NCDEQ on April 11, 2012. The release was confirmed with the receipt of analytical data, received April 18, 2012. In February 2013, the three USTs were removed, including UST #2. Petroleum odors and soil staining were observed, and a sheen of non-aqueous phase liquid was observed in the tank field following the removal of the USTs. Pinhole leaks were observed in the walls of the fiberglass USTs. 2 Site Information AECOM Environment 3-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 The following sections provide information on the USTs operated at the Site and follows the general outline established in Guidelines for Assessment and Corrective Action for UST Releases. 3.1 Underground Storage Tank Systems UST owner operator and other responsible party information are provided in Table 3-1. A summary of current and former USTs maintained at the Site is provided below and summarized in Table 3-2. Three 10,000-gallon USTs were installed on-site in 1985. UST #2 was removed from service in May 2011 due to false leak detection warnings, and was abandoned in place on April 10, 2012. A suspected release was reported to NCDEQ on April 11, 2012. The three USTs were removed from the Site on February 6, 2013. The USTs were single-walled fiberglass, with single-walled fiberglass piping and under dispenser containment. Since installation, the USTs contained gasoline. At the time of removal, pinhole leaks were observed in the side of the USTs. Based on observations made during the February 2013 tank removal, all three of the USTs may have contributed to the release. AECOM has not conducted previous (pre-2012) investigations at this site. No reports of previous site investigations (pre-2012) are known. 3.2 Aboveground Storage Tank Systems No aboveground storage tank systems (ASTs) are currently present on-site. Based on available information, no ASTs have historically been present at the Site. 3.3 Historical Release Information No historical releases, prior to the release discovered during the 2012 UST abandonment activities, are known. 3.4 Site Characteristics and Land Use The location of the Site is shown on a portion of the United States Geological Survey 7.5-minute topographic map of the Kill Devil Hills, NC (1984) Quadrangle (Figure 1-1). The layout of the Site is found on Figure 1-2. The Site is currently an active 7-Eleven convenience store located on the east side of South Croatan Highway (US-158). The majority of the Site is occupied by the 7-Eleven building and paved parking area, with some grassy area along the southern side of the Site. A drainage ditch is located along the west side of the Site. The Site and surrounding properties are located within the Town of Kill Devil Hills and Dare County. Use of the Site and surrounding properties is consistent with business and residential areas in an urban setting. The Site and properties located within the Town of Kill Devil Hills generally receive municipal water from the Town of Kill Devil Hills, which receives its water from Dare County Water Department. Properties located within Dare County receive municipal water from Dare County or private wells. No potable wells have been identified within 1,500 feet of the Site (AECOM, 2012b), and municipal water (from the Town of Kill Devil Hills) is available to properties within 1,500 feet of the Site. 3 Site History and Characterization AECOM Environment 3-2 7-Eleven #19847 Groundwater Monitoring Report February 2016 Two irrigation wells have been identified within 500 feet of the Site: − 1617 Wrightsville Avenue (approximately 250 feet southeast of the tank field) – The well was installed in 2000 to a depth of 75 feet below ground surface (bgs) and is used for irrigation. Based on site reconnaissance, the well may be located in a small structure adjacent to the residence; however, the well location could not be confirmed as the resident was not at home during the site reconnaissance. The approximate location of the structure is shown on Figure 3-1. − 1620 South Memorial Boulevard (approximately 400 feet southeast of the tank field) – The well was installed in 2001 to a depth of 50 feet bgs and is used for irrigation. No well-related structures were identified during the February 2013 reconnaissance; a presumed location of the well is shown on Figure 3-1. Two additional irrigation wells were identified within 1,000 feet of the Site based on information provided by Mr. Charles Spry (owner of 1617 Wrightsville Avenue) and confirmed by discussions with representatives of the property owners. One irrigation well is present at Nags Head Hammocks, located at 1801 Croatan Highway and approximately 750 feet cross-gradient from the Site, and one irrigation well is present at Wings, located at 1405 South Croatan Highway and approximately 650 feet cross-gradient of the Site. The information on private wells is summarized on Table 3-3. 3.5 Site Geology and Hydrogeology The Site is located within the Coastal Plain physiographic province. Based on observations made during the installation of the six site monitoring wells, subsurface soils consist predominantly of brown to gray fine sand (Unified Soil Classification System [USCS] symbol SP) to 20 feet bgs. A layer of poorly sorted sand (USCS symbol SW) was observed at deep well DW-1 from a depth of 20-25 feet, below which brown-gray fine sand continued to a depth of 53 feet. A gray clay layer containing shell material (USCS symbol CL) was encountered from 53-54 feet bgs. Below the clay layer, the brown-gray fine sand continued until the monitoring well boring was terminated at 70 feet bgs. Petroleum odors and elevated photo ionization detector readings were noted during the installation of MW-5 and DW-1. No odor, staining, or other evidence of petroleum contamination was observed during the installation of wells MW-2R and MW-6, located north and west of the tank field, respectively. The Site topography is generally flat. Historically, groundwater has been encountered between roughly 1.5 feet bgs and 4.5 feet bgs. Aquifer testing was attempted in August 2013 during the CSA phase, but was not completed due to the quick recharge of the Site monitoring wells. Based on Site lithology and literature values, the hydraulic conductivity of the surficial aquifer was estimated to be approximately 0.0032 centimeters per second or 9 feet per day (AECOM, 2013b). Assuming the shallow wells to be fully penetrating (aquifer thickness of 12 feet) and using aforementioned literature value for hydraulic conductivity, the calculated transmissivity is 1.17 centimeters squared per second or 108 square feet per day. Groundwater flow was determined to be eastward toward the Atlantic Ocean. The hydraulic gradient was approximately 0.003 feet per foot (ft/ft) in January 2016. Based on liquid level data, it appears that the gradient flattens out across the former tank field, which is likely related to the presence of fill material. 3.6 Current Status of Remediation To address the subsurface contamination, 102,617 gallons of petroleum-impacted water was removed from the tank field wells and well MW-3 and 351.69 tons of petroleum-impacted soils were removed from the subsurface. These initial abatement measures were conducted with approval from NCDEQ during UST removal. The following post-excavation activities have been conducted at the Site as part of the groundwater monitoring investigation: − In October 2012, monitoring well MW-3 was over-drilled and replaced with a 4-inch diameter well (MW-3R). − In July 2013, monitoring wells MW-2R and MW-6 were installed to replace monitoring wells MW-1 and MW-2, which were destroyed during the UST removal. AECOM Environment 3-3 7-Eleven #19847 Groundwater Monitoring Report February 2016 − In July 2013, monitoring wells MW-5 and DW-1 were installed to further characterize site groundwater conditions. − In May 2014, monitoring wells MW-7 to MW-9 were installed off-site. − In January 2015, monitoring well MW-10 was installed off-site. AECOM Environment 4-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 Site activities were conducted in accordance with the Region 4 United States Environmental Protection Agency (EPA) Environmental Investigations Standard Operating Procedures and Quality Manual. 4.1 Groundwater Sampling A groundwater sample was collected from each of the 10 site groundwater monitoring wells (MW-2R to MW-10 and DW-1) on January 14, 2016. Prior to sampling, each well was gauged using an oil/water interface probe. Figure 1-2 shows the monitoring well locations. The elevation summary for the wells is provided in Table 4-1. Dedicated disposable bailers were used to purge and sample monitoring wells MW-2R to MW-10. Due to the depth of monitoring well DW-1, a monsoon pump was used to purge the well, and a dedicated disposable bailer was used to sample the well. Three well volumes were purged from each monitoring well prior to sample collection. The purging was performed on all wells prior to any sampling activities. Sampling occurred in the same order as purging to allow groundwater turbidity in each well to reduce prior to sample collection. The samples were collected directly in laboratory prepared containers for shipment to the laboratory as described in the preceding section. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method SM 6200B. Samples were sent to Test America of Nashville, TN for analysis. 4.2 Water Supply Well Sampling NCDEQ correspondence dated September 25, 2015 required the sampling of the two water supply wells identified within 500 feet of the Site (1617 Wrightsville Avenue and 1620 South Memorial Boulevard). The property owner at 1617 Wrightsville Avenue and 1620 South Memorial Boulevard could not be reached prior to the January 2016 groundwater sampling event to confirm the well’s operational status and obtain permission to sample the well. Historically, the property owner at 1617 Wrightsville Avenue refused access. No private wells were sampled during the January 2016 sampling event. 4 Field Activities AECOM Environment 5-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 5.1 Gauging Results On January 14, 2016, groundwater was encountered between 1.77 feet bgs (MW-9) to 3.66 feet bgs (DW-1). Groundwater flow was estimated to be toward the east, with a gradient of approximately 0.003 ft/ft (Figure 5-1). Groundwater gauging data and monitoring well details are summarized on Table 4-1. 5.2 Groundwater Sampling Results The following compounds were detected above their Title 15A North Carolina Administrative Code 2L Groundwater Standard (2L Standard) in one or more wells: − Benzene exceeded its 2L Standard of 1 microgram per liter (µg/L) in well MW-3R (33.4 µg/L), MW-5 (27.6 µg/L), and MW- 10 (36.5 µg/L). − Isopropylbenzene exceeded its 2L Standard of 70 µg/L in well MW-10 (85 µg/L). − Naphthalene exceeded its 2L Standard of 6 µg/L in well MW-3R (91.4 µg/L), MW-5 (161 µg/L), and MW-10 (449 µg/L). − n-Propylbenzene exceeded its 2L Standard of 70 µg/L in wells MW-3R (73.8 µg/L), MW-5 (75.6 µg/L), and MW-10 (226 µg/L). − Total xylenes exceeded its 2L Standard of 500 µg/L in wells MW-10 (595 µg/L). Eight compounds were only detected below 2L Standards in one or more wells: ethylbenzene, methyl tert-butyl ether, n- butylbenzene, sec-butylbenzene, p-isopropyltoluene, toluene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene. No VOC compounds were detected in the samples collected from monitoring wells MW-4, MW-6, MW-7, MW-8, and MW-9 during the January 2016 monitoring event. Analytical results are summarized in Table 5-1. Figures 5-2 to 5-5 include isoconcentration maps for benzene, xylene, naphthalene, and n-propylbenzene respectively. Laboratory analytical reports are included in Appendix B. 5.3 Groundwater Concentration Trends Groundwater concentrations of VOC compounds in wells MW-3/MW-3R and MW-5 have generally decreased. Overall, concentrations of benzene, naphthalene, toluene, 1,2,4-trimethylbenzene, total xylenes, and volatile petroleum hydrocarbon (VPH) compounds in MW-3/MW-3R have decreased by approximately an order of magnitude since installation of this well in 2012. Mann-Kendall analysis of the trends concentrations of benzene, ethylbenzene, naphthalene, and xylenes in well MW- 3/MW-3R and MW-5 are “decreasing” or “probably decreasing.” VPH compounds were not analyzed during the January 2016 groundwater monitoring event. Trend graphs for MW-3R and MW-5 are included as Appendix C. In January 2016, the maximum detected concentrations were in off-site monitoring well MW-10. Since the installation of MW- 10 in January 2015, concentrations of most compounds have generally fluctuated, with overall decreases of benzene, ethylbenzene, and xylene concentrations but increases of isopropylbenzene, naphthalene, and n-propylbenzene. Additional monitoring events are required to determine contaminant trends at this location. 5.4 Private Water Well Sampling Results As discussed in Section 4.2, no private wells were sampled during the January 2016 sampling event. 5 Results AECOM Environment 5-2 7-Eleven #19847 Groundwater Monitoring Report February 2016 5.5 Soil Sampling Results Historical soil sampling results are included on Table 5-2. Petroleum-impacted soils were unable to be excavated on the eastern side of the Site due to the presence of underground utilities. AECOM Environment 6-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 Based on the January 2016 groundwater sampling event, the following conclusions are made: − Groundwater flow is expected to be toward the east. − The plume is delineated to 2L Standards vertically and to the west, south, and east. − Multiple compounds exceeded 2L Standards in monitoring wells MW-3R, MW-5, and MW-10. − Overall, concentrations have decreased since the 2013 removal of the site USTs. This suggests that the removal of the USTs and more than 300 tons of petroleum-impacted soils is aiding natural attenuation. − The two nearby irrigation wells were not available for sampling during this event. AECOM has been unable to contact the property owners at 1617 Wrightsville Avenue and 1620 South Memorial Boulevard. AECOM recommends the following: − Sample the site monitoring wells in July 2016. − Sample the off-site irrigation wells, if access is granted by the property owners. − Submit a semi-annual groundwater monitoring report by September 15, 2016. 6 Conclusions and Recommendations AECOM Environment 7-1 7-Eleven #19847 Groundwater Monitoring Report February 2016 AECOM, 2012a. 20-Day Report, 7-Eleven Store No. 19847, 1610 S.
