SITE HISTORY AND SOURCE CHARACTERIZATION 1. Site Operations and History Table 1 includes a summary of the underground storage tank (UST) owner/operator information and Table 2 includes site UST system information. Figure 2 illustrates the UST dispenser canopy, line layout and approximate area of excavation. 2. Contaminant Source Inventory According to NCDOT, a gasoline line leak was discovered in 2010 during a UST system pressure test. Soils around the identified leak were excavated and the line leak was repaired. 3. Previous Investigations and Initial Abatement NCDOT submitted a “24-Hour Release and UST Leak Reporting Form (UST 61 Form)” to the North Carolina Department of Environmental Quality (NCDEQ), previously the North Carolina Department of Environment and Natural Resources (NCDENR), on September 2, 2010. CATLIN conducted a Limited Site Assessment (LSA) investigation and submitted a LSA report dated August 19, 2011, to NCDEQ. Since the submittal of the LSA, CATLIN has conducted several groundwater sampling events at this site. Results from these sampling events were submitted to NCDEQ in subsequently prepared reports. 4. Site Characteristics Currently, potable water is available to the subject site and surrounding properties (within a 1,000 foot radius) from a public municipal water system. There are no water supply wells within 250 feet of the source area. Initially, during the LSA investigation, sixteen water wells were identified as shown on Figure 1B. Interviews with occupants and subsequent follow-up with the Town of Williamston indicate there are currently three (3) potable wells within the 1,000 foot radius. Water supply well information is summarized in Section C of this report. Potable wells are identified on the table in Section C of this report and their locations are illustrated on Figure 1B. 5. Surface Water The nearest natural surface water body is an intermittent, unnamed stream approximately 1,200 feet northeast of the site (refer to Figure 1A). C. RECEPTOR INFORMATION Currently there are three (3) potable water supply wells within 1,000 feet of the source area. These wells (numbers 5, 10 and 16) are identified on Figure 1B and are indicated in bold on the following table. Public water is available for surrounding properties; however, utilization of the water supply system is voluntary at this time. Based on the distance of well 16 from the project site, the current municipal water supply line location and the orientation of the well (in a side gradient groundwater flow direction), it was determined in an email correspondence dated December 31, 2015, that potable well 16 could be left in place and only wells 5 and 10 needed to be disconnected in order to request the site be re-ranked to a Low Risk Site. D. SUMMARY OF FIELD ACTIVITIES CATLIN installed two shallow, Type II, monitoring wells on October 9, 2018, and conducted a groundwater sampling event on October 12, 2018. Field activities during the sampling event included collection of water-level measurements and groundwater samples from all accessible monitoring wells. Figure 2 illustrates the monitoring well locations. Monitoring Well Installation Shallow, Type II, monitoring wells MW05 and MW06 were installed on October 9, 2018, by a North Carolina licensed well driller utilizing hollow stem augers. The new wells were installed upgradient if potable wells 5 and 10. Each well was installed approximately 12 feet below land surface (BLS) with a screened interval from approximately 2 to 12 feet BLS. Following monitoring well isntallations, the monitoring wells were developed by over pumping and surging. The locations and top of casing elevations were surveyed using traditional survey techniques (rod and level). Monitoring well construction information is summarized on Table 3 and the well construction records and monitoring well logs are included in Appendix B. The monitoring well locations are illustrated on Figure 2. Groundwater Gauging CATLIN personnel gauged all monitoring wells for depth to water and potential free- product thicknesses to determine the groundwater flow direction using an electronic oil-water interface probe. To prevent cross contamination, the interface probe was decontaminated with a phosphate-free soap and water solution and rinsed with de- ionized water between each well. Section E discusses the gauging results. Groundwater Sampling CATLIN personnel collected groundwater samples from all monitoring wells via new disposable bailers and string. To prevent cross contamination, a new disposal bailer and string were used for each monitoring well. Prior to collecting a groundwater sample, a minimum of three well volumes (or a minimum of one well volume if the well was bailed dry due to minimal recharge rates) were removed. NCDOT; 211010_2018_MR CATLIN Engineers and Scientists CATLIN Project No. 211010 5 November 2018 Once CATLIN removed the required volume of groundwater from the well, a groundwater sample was collected directly from the bailer into the appropriate laboratory provided glassware for laboratory analysis. The groundwater samples were collected in general accordance with the following procedures:  Chemical preservatives, where applicable were added to sample bottles by the laboratory;  Sample bottles were labeled prior to sample collection with date and time of sample collection;  Caps were secured on bottles;  Sample containers were kept of ice (<4oC) during transportation to the laboratory. All groundwater samples were transported, under appropriate Chain-of-Custody (CoC) documentation, to Pace Anaytical Services, Inc (Pace). The groundwater samples were analyzed per Standard Method (SM) 6200B. Section E discusses the laboratory analytical results. E. SUMMARY OF FIELD RESULTS Groundwater Gauging Table 3 summarizes current and historical groundwater gauging data. Groundwater contours were computer generated in AutoCAD. The depths to groundwater in the shallow (Type II) aquifer monitoring ranged from 1.51 feet to 4.86 feet below top of casing. Surficial groundwater contours for the previous sampling event (September 2017) and current sampling event (October 2018) are illustrated on Figures 3A and 3B, respectively. The October 2018 surficial groundwater migration trend is primarily towards the east. Historically, the groundwater migration trend has been to the west. No free-phase product was detected during the October 2018 sampling event or any prior sampling events. Groundwater Sampling Pace analyzed the groundwater samples per SM 6200B. Table 4 summarizes the current laboratory analytical data, while Table 5 summarizes the historical laboratory analytical data. Figure 4 illustrates the most recent analytical results. The complete laboratory analytical report is provided in Appendix A. Laboratory results per SM 6200 revealed dissolved Benzene concentrations in the groundwater samples collected from MW01 (344 micrograms per liter [ug/L]) and MW05 (1.6 ug/L) above the North Carolina Administrative Code Title 15A 2L Groundwater Quality Standards (2L GWQS) of 1 ug/L. In addition, MW01 NCDOT; 211010_2018_MR CATLIN Engineers and Scientists CATLIN Project No. 211010 6 November 2018 contained a dissolved Naphthalene concentration (26.7 ug/L) above the 2L GWQS of 6 ug/L. No other contaminant concentrations were detected above their respective 2L GWQS. Historically, groundwater contaminant concentrations above the 2L GWQS have been detected in the groundwater samples collected from MW01, MW02 and MW04. Concentrations in these wells have generally decreased since the initial sampling event in May 2011. Monitoring well MW05 was sampled for the first time in October 2018 and contained a Benzene concentration slightly above the 2L GWQS. F. CONCLUSIONS AND RECOMMENDATIONS 1. Conclusions Based on the findings of this monitoring report, the following conclusions are made:  Historically, no free-phase product has ever been detected when gauging or sampling the site.  Groundwater volatile contaminant concentrations were detected above corresponding 2L GWQS in the groundwater sample collected from MW01 and MW05 (Benzene and/or Naphthalene).  Laboratory analytical results did not reveal any groundwater contaminant concentrations above the GCLs. Historically, no GCL exceedances have been reported at this site.  Groundwater volatile compound concentrations have clearly decreased over time.  The groundwater migration trend was towards the east in October 2018, which is generally in the opposite direction as the historical groundwater trend. 2. Recommendations CATLIN recommends continuing with annual groundwater sampling until water supply wells 5 and 10 are disconnected/abandoned. In addition, based on the slightly elevated Benzene concentration in newly installed monitoring well MW05, CATLIN recommends collecting an additional groundwater sample in January 2019. If a Benzene concentration is detected above the 2L GWQS in the January 2019 sample, CATLIN recommends collecting a sample from potable well 5 (see Figure 1B). LIMITATIONS The field and groundwater data evaluated as part of this investigation only provides isolated data points and may not represent conditions at every location in the project area. Analyses and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions. Conclusions and recommendations of this investigation and report are based on the best available data in an effort to comply with current regulatory requirements.
