Please find enclosed a report summarizing the Underground Storage Tank (UST) closure for (2)
USTS formerly located at the above referenced facility. The UST Closure consisted of tank
removal, field sampling, and laboratory analyses of the soils and groundwater in the vicinity of
the underground storage tanks. A summary of these activities and our recommendations and
conclusions are contained herein.
In accordance with the North Carolina Administrative code, Title 15A, Chapter 2, Subchapter
2N, this report should be submitted to the Director of the Division of Waste Management. This
report is submitted in accordance with the outline provided in NCDEQ form GW/UST-12. If

E. Site Characteristics
1. Past Releases: A previous releases has been reported at this facility and is
documented under Incident #38040.
2. Facility/UST Status: This facility is currently in operation as a tobacco &
convenience store. The date of last use for the USTs closed under this contract is 4/7/2017.
3. Surrounding Property Use: Commercial/Residential/Undeveloped
4. Site Geology: Native soils consist of sand, silt and clay of varying proportions.
Bedrock was not encountered. Appendix C contains a geologic log of excavation for this
project.
Other pertinent site information is contained on the GW/UST-2 Site Investigation Form
which is included in Appendix A.
II. Closure Procedures
A. Notification and Tank Preparation
NCDEQ: Henry Nemargut Engineering Services notified the NCDEQ UST Section
of the intent to permanently close by submitting a Notice of Intent: UST Permanent
Closure Form GW/UST-3. A copy of this form is included in Appendix B.
Tank Inerting: The USTs were inerted via interior tank cleaning. A LEL/O2 meter was
used to verify that the USTs were inert.
B. Residuals
Approximately 800 gallons of rinse water/residual gasoline was removed from this UST
system on January 29, 2020. Appendix E contains a disposal manifest for the liquids
disposed of from these USTs and product lines.
C. Excavation
The UST closure project at the Mallard Food Shop 17 facility was initiated on January 29,
2020. Following removal of residual liquids from the product lines and interior cleaning

of the USTs, HEPACO excavated and exhumed the UST #T1 from the ground on that date.
UST #T2 was excavated and removed from the ground on January 30, 2020. Following
removal, the USTs were transported by HEPACO to the New Hanover County landfill in
Wilmington, NC for disposal. Figure 2 illustrates the layout of the project site and the
locations of the UST removed during this closure project. Following removal of the USTs,
the excavation was visually inspected for the presence of free product and groundwater.
Water was observed in the excavation at a depth of 2.5’ to 3’ below grade. Free product
was not present in the UST excavation. Petroleum odors were noted in some soils collected
for confirmatory samples from the southwest perimeter of the UST basin. A tank disposal
manifest is included in Appendix E.
D. Contaminated Soil
Overburden soils removed during excavation activities consisted of pea gravel backfill
which did not exhibit elevated PID readings. All overburden soils removed were placed
back into the UST excavation to bridge over the water table encountered in the UST pit.
III. Site Investigation
A. Field Screening Methods
To evaluate the UST excavation area for the presence of petroleum hydrocarbons, soils
surrounding the USTs were screened utilizing a MiniRae Organic Vapor Meter (PID). The
unit was calibrated prior to use in accordance with manufacturer's recommended
procedures with a 100 parts per million (ppm) calibration gas standard. Samples selected
for field screening were sealed into "Ziploc" type bags, agitated and allowed to equilibrate
for a minimum of 15 minutes in order to obtain a representative value of soil off-gases.
B. Soil Sampling
To confirm site conditions, Henry Nemargut Engineering collected samples from in-situ
soils beneath the former UST in accordance with the NCDEQ "Guidelines for Tank
Closure" prepared by the NCDEQ UST Section. Due to the presence of groundwater in
the UST excavation, soil samples were obtained from the perimeter of the pea gravel filled
tank basin from a hand shovel or backhoe bucket at a depth of approximately 2.5’ below
surface, above the water table observed in the tank pit. Piping and dispenser samples were
obtained at depths of 3’ to 4’ from the native soils encountered beneath the pea gravel
piping bedding.
Confirmatory soil samples were submitted to Pace Analytical, Inc. for analysis according
to TPH-GRO. Figure 3 illustrates the sample locations for TPH soil samples collected
during this closure project.

C. Water Sampling
Per discussions with Allison Ward of the NCDEQ WaRO, a water sample was collected
from existing monitoring well MW-13. The well was developed prior to sampling by
removal of 3 well volumes via hand baling prior to sampling. Groundwater was observed
in MW-13 at a depth of 3.04’ below top of casing prior to development and sampling. The
water sample was submitted to Pace Analytical, Inc. for analyses according to Methods
6200B/Pb/VPH. Figure 4 illustrates the location of well MW-13.
D. Quality Control Measures
All samples were packed into new glass jars provided by the certified laboratory. Each
sample was labeled with sample location, analyses to be performed, time, date and the
sampler's name. They were then placed in a cooler and chilled with ice to approximately
4oC in preparation for transportation to the analytical laboratory, utilizing EPA approved
chain of custody procedures. Water and soil samples were collected on January 30, 2020
and stored at 4oC until they were picked up by the lab courier on February 3, 2020. The
samples were delivered to the lab via Fed-Ex on February 4, 2020.
E. Investigation Results
Analyses from soil samples indicate soils remain in place above NCDEQ Action Levels
for TPH-GRO compounds in the southwestern corner of the tank excavation, with a
maximum TPH-GRO level of 4,090 mg/kg noted in sample W5, near monitoring well MW-
14 which has historically contained floating petroleum liquids. The only other sample at
the site above NCDEQ Action Levels was noted in soil sample P3 which exhibited TPH-
GRO compounds at a concentration of 193 mg/kg.
Results from the groundwater sample from MW-13 were below laboratory detection limits
for all 6200B/Pb/VPH compounds. Appendix D contains the laboratory analytical report
and chain of custody for the samples collected at this project site.
IV. Conclusions and Recommendations
A. Conclusions
The UST closure activities for two regulated USTs at Mallard Food Shop 17 have been
completed. From a review of all information gathered during this removal project, Henry
Nemargut Engineering Services, Inc. makes the following conclusions:
o (1) 8,000 gallon & (1) 12,000 gallon gasoline USTs including liquid contents have
been properly closed at 540 NC-55 East in Bridgeton, NC.

C. Limitations

application to the referenced site located in Craven County, North Carolina. The
assessment was conducted based on the scope of work and level of effort desired by the
client. Our findings have been developed in accordance with generally accepted standards
in the practice of UST closures in the State of North Carolina, available information and
our professional judgment. No other warranty is expressed or implied. The data presented
in this report are indicative of conditions that existed at the precise locations sampled and
at the time the samples were collected. Additionally, the data obtained from the samples
would be interpreted as meaningful with respect to the parameters indicated in the
laboratory reports. No additional information can be logically inferred from this data.
