219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 INTRODUCTION The purpose of this Periodic Monitoring Report is to present the results of recent monitoring events performed at petroleum release sites located at Marine Corps Air Station Cherry Point (MCAS Cherry Point). Monitoring and reporting is being performed in accordance with the MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point Environmental Affairs Department. A listing of sites for which sampling results are included in this Periodic Monitoring Report is presented in Table I and locations of these sites are shown on Figure I and Figure II. This Periodic Monitoring Report is designed such that all data and information pertaining to any individual site is contained entirely within one section of the report and each section is devoted entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the respective site. Each section begins with an Executive Summary which provides information about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved-phase plumes, potential receptors, and remediation at the site. Each Executive Summary is supported by several site-specific tables and figures. Range of Measured Water Table Elevations: Ranges from 14.82 feet in well 72GW62 to 19.57 feet in well 74GW23 during the Third Quarter monitoring event and from 14.48 feet in well 72GW63 to 19.27 feet in well 74GW23 during the Fourth Quarter monitoring event. Significant Changes from Previously Reported Data: None. 6.4 FREE PRODUCT PLUME Free Product Present: No Free Product Thickness Measured: During the Third and Fourth Quarter 2019 sampling events, 36 and 37 wells were gauged each event, respectively, of which none contained measurable thicknesses of free-phase product. See Tables 6.1A, 6.1B and 6.1C. Plume Size and Location: See Figures 6.1A and 6.1B. Free product was last detected in monitoring well 74GW16 in April 2013. 6.5 DISSOLVED-PHASE PLUME Plume Concentrations: See Tables 6.2A through 6.3C. Plume Size and Location: See Figures 6.2A through 6.3B. Significant Changes from Previously Reported Data: SM 6200B (The EPA Method 602 analytical list was utilized until the First Semester 2013 sampling event, where it was replaced with the full SM 6200B analytical list) During the First Quarter (February 2019) and Second Quarter (May 2019) monitoring events (in which both shallow and deep wells were sampled), SM 6200B contaminant concentrations exceeding their respective 2L Standards were revealed in these wells as follows: 1,1-Dichloroethane (both 74GW16 and 74GW23 in February and only 74GW16 in May), Benzene (72GW52A, 74GW16 and 74GW23 in February and only 72GW52A and 74GW23 in May), Isopropylbenzene (74GW23), Naphthalene (74GW16), Tricholoroethene (72GW52A and 74GW29) and Total Xylenes (74GW23). During the Third Quarter (August 2019) monitoring event (in which both shallow and deep wells were sampled), SM 6200B contaminant concentrations exceeding their respective 2L Standards were revealed in these wells as follows: 1,1-Dichloroethane (74GW16), Benzene (72GW52A, 74GW16 and 74GW23), Isopropylbenzene (74GW23), Naphthalene (74GW16), Toluene (74GW23), Tricholoroethene (72GW52A and 74GW29), Total Xylenes (74GW23) and Vinyl Chloride (74GW16). During the Fourth Quarter (November 2019) monitoring event (in which both shallow and deep wells were sampled), SM 6200B contaminant concentrations exceeding their respective 2L Standards were revealed in these wells as follows: 1,1-Dichloroethane (74GW16), Benzene (72GW52A, 74GW16 and 74GW23), Isopropylbenzene (72GW33, 72GW52A and 74GW23), Naphthalene (74GW16), Toluene (74GW23), Tricholoroethene (72GW52A and 74GW29), Total Xylenes (74GW23) and Vinyl Chloride (74GW16). EPA Method 610 by EPA Method 625 During both the First Quarter (February 2019) and Second Quarter (May 2019) monitoring events as well as during the Third Quarter (August 2019) and Fourth Quarter (November 2019) monitoring events, monitoring well 74GW16 revealed contaminant concentrations of Naphthalene above the 2L Standard. Jones revealed no vapor issues at either Building 130 or Building 140. However, vapors were discovered in Building 131 during a previous Air Sparge testing. Since this discovery, modifications have been made to the AS and SVE system to alleviate the problem. Significant Changes from Previously Reported Data?: None. 6.8 REMEDIATION Status: AS/SVE system was shut down in the beginning of January 2019 to facilitate site closure. Type: AS/SVE, and natural attenuation Progress: Ongoing Construction Contractor: J.A. Jones Operating Contractor: ITMS/GES 6.9 OBSERVATIONS AND COMMENTS Historical: The Air Station O&M contractor ITMS (previously SDC Group, Inc.) has historically operated the AS/SVE system. The AS/SVE system operated until early December 2013 at which time the air sparge system was shutdown due to water accumulating in the SVE lines which renders the SVE system ineffective to remove vapors from the air sparging. An investigation into the source of water entering the SVE lines began in early 2014. Additional system improvements such as reconfigured control logic and air flow regulators have been implemented to optimize system operation. In addition, replacement of the ball valves and installation of sight glasses at the AS/SVE wells has been implemented to aid in the reduction of water accumulating in the SVE lines. Since air sparge operations have not been consistent over an extended time MCAS Cherry Point FY-19; 219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 period, CATLIN continues to evaluate total system operations and has been monitoring the high benzene concentrations in well 74GW23. Groundwater samples from well 74GW23 have indicated Benzene concentrations between approximately 10,000 ug/L to 20,000 ug/L from 2009 to 2013. The groundwater sample from well 74GW23 in August 2014 indicated Benzene at a concentration of 6,820 ug/L which was a decrease in the historical concentrations, but the concentration is still above the GCL (5,000 ug/L) for this compound. Also, due to the high levels of contamination in this sample and the sample from well 74GW16 the laboratory had to dilute these samples and analyze them a second time. Unfortunately, the re-analysis was conducted beyond the “hold” time for the SM 6200B method and therefore the reported results for these two wells are suspect. To address this situation, these shallow wells were resampled during the semi-annual sampling event in March 2015. The analytical results from March 2015 for the groundwater sample from well 74GW23 revealed Benzene at a concentration of 8,620 ug/L which is a decrease in the historical concentrations of 10,000 to 20,000 ug/L, but the concentration was still above the GCL (5,000 ug/L) for this compound. The investigation of the source of water entering the SVE lines was completed in the First Semester 2015 but the results were inconclusive. Pressure testing of the system was conducted and the results of the pressure testing of the system indicated there are leaks in the piping system(s); however, these areas are inaccessible and can not be easily repaired. Therefore, attempting to fix the leaks in the system was determined to be cost prohibited; rather, a detailed plan was developed to restart the AS system in a staggered pattern and at specific pressures. The restarting of the AS/SVE system commenced on July 1, 2015. Between July and Mid-October 2015 continual adjustments were implemented in operating the AS/SVE. Over this time period the AS/SVE system operated periodically. By Mid-October 2015 the proper adjustments were made and from Mid-October through December 2015 the AS system operated effectively at the subject site. As of December 2015, the AS system was operating for approximately 11 hours per day, seven days per week. The AS system operated for approximately 11 hours per day, seven days per week during all of 2016 (January through December 2016), except for routine down time for any operation and maintenance activities. Also, the AS system operated for approximately 11 hours per day, seven days per week during the First Semester 2017 (January through June 2017). During the Second Semester 2017 (July through December 2017) the AS system operated for approximately 12 hours per day, seven days per week. The AS system operated for approximately 12 hours per day, seven days per week for all of 2018 (January through December 2018), except for routine down time for any operation and maintenance activities and weather shutdowns (i.e. Hurricane Florence in September 2018). The system operation appeared to be positively influencing dissolved-phase contaminant concentrations based on their declining trend. Based on the declining trend in dissolved-phase contaminant concentrations, it MCAS Cherry Point FY-19; 219001VOL1.RPT44 CATLIN Engineers and Scientists CATLIN Project No. 219001 February 2020 was decided that the AS/SVE system should be shut down. The AS/SVE system was shut down in the beginning of January 2019 to facilitate pursuing NFA at the subject site. Current: The Benzene concentration in monitoring well 74GW23 is the main regulatory driver at the subject site. The Benzene concentration in this well over the past four years is as follows: • August 2015 = 10,900 ug/L • February 2016 = 4,590 ug/L • August 2016 = 9,310 ug/L • February 2017 = 11,200 ug/L • August 2017 = 3,700 ug/L • February 2018 = 4,900 ug/L • August 2018 = 137 ug/L • November 2018 = 229 ug/L • February 2019 = 287 ug/L • May 2019 = 836 ug/L • August 2019 = 4,600 ug/L • November 2019 = 2,760 ug/L As documented above, the Benzene concentration in well 74GW23 in February 2018 was 4,900 ug/L which was just below the GCL for Benzene of 5,000 ug/L. Therefore, AS system adjustments were implemented in an attempt to increase the influence in the vicinity of this monitoring well. The adjustments stated above appear to have been successful as the August 2018 and November 2018 sampling results revealed a significant decrease in the Benzene concentration in well 74GW23. Based on the significant reduction in the Benzene concentration in well 74GW23, the AS/SVE system was shut down in early January 2019. In addition, it was decided to implement quarterly sampling to track any significant contaminant rebound after system shut down. Quarterly sampling was planned for February, May, August and November 2019. The Benzene concentrations in well 74GW23 during the four quarterly sampling events in 2019 indicate that the concentrations have been below the GCL and there is a declining trend in contaminant concentrations. Based on the quarterly sampling results, the NCDEQ WaRO was contacted in November 2019 to request NFA with a Groundwater LUR. The NCDEQ WaRO responded in an email on 12/4/2019 indicating that NFA with a Groundwater LUR could be implemented at the subject site. Also, historically (around 2006) the NCDEQ Incident Numbers for Site 130 and Site 3996 were combined (Incident #31591). However, to achieve NFA with a Groundwater LUR for Site 3996 the incidents would need to be split for these two sites. In an email from 12/13/2019 the NCDEQ WaRO agreed to split the two sites back into separate incident numbers. Site 3996 will remain NCDEQ Incident Number 31591 and Site 130 will now be NCDEQ Incident Number 38785. No additional sampling is planned at the subject site for the First Semester 2020 and implementation of the NRP and Groundwater LUR will begin.
