NARRATIVE

Based on the field and laboratory findings documented in the Site 3996 Periodic
Monitoring Report dated February 2020 by CATLIN Engineers and Scientists
(CATLIN), the North Carolina Department of Environmental Quality (NCDEQ)
concluded that the project site met the criteria for Industrial/Commercial Land Use
and Low Risk classification. In order to achieve an Industrial/Commercial Land Use
and Low Risk classification, all soil sample analysis results must be compliant with
applicable Industrial/Commercial Maximum Soil Contaminant Concentrations
(MSCCs), all groundwater samples must be compliant with applicable Gross
Contaminant Levels (GCLs), and no free-phase product may be present.

Although groundwater contaminants were below the GCLs certain groundwater
constituents were detected at concentrations above the 2L Groundwater Quality
Standards (GWQS). Also, soil contaminants were below the Industrial/Commercial
MSCCs; however, certain constituents were detected at concentrations above the
Residential MSCCs. Therefore, in accordance with the NCDEQ, Waste
Management Section’s Conditional Notice of No Further Action of November 5,
2020 for the USMCAS/Building 3996 Site the attached Notice of Residual Petroleum
(NRP) (Attachment A) and Land Use Restriction (LUR) (Attachment B) were
required to achieve No Further Action (NFA) status at the subject site.
