INTRODUCTION
The purpose of this Periodic Monitoring Report is to present the results of recent monitoring
events performed at petroleum release sites located at Marine Corps Air Station Cherry Point
(MCAS Cherry Point). Monitoring and reporting is being performed in accordance with the
MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point
Environmental Affairs Department. A listing of sites for which sampling results are included in
this Periodic Monitoring Report is presented in Table I and locations of these sites are shown
on Figure I and Figure II.
This Periodic Monitoring Report is designed such that all data and information pertaining to any
individual site is contained entirely within one section of the report and each section is devoted
entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the
respective site. Each section begins with an Executive Summary which provides information
about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved-
phase plumes, potential receptors, and remediation at the site. Each Executive Summary is
supported by several site-specific tables and figures.

1.8 Remediation

1.9 Observations and Comments
1.9.1 Historical: Since the initial system start-up (late 2007/early 2008), the remedial
system had remained operational; however, Operation and Maintenance (O&M)
evaluations determined the skimmer pump system had become inefficient at
removing the residual free-phase product in the subsurface. CATLIN developed
and the Air Station submitted a Corrective Action Plan Addendum (CAPA) to
NCDEQ, which recommended removing the remaining free-phase product with
surfactant injection and recovery event(s). NCDEQ approval of the CAPA was
received in December 2010. CATLIN prepared and the Air Station submitted the
injection permit application package to the NCDEQ UIC Branch and it was
approved in October 2011. CATLIN prepared a Workplan to perform the surfactant
injection and recovery event(s) to be completed by SDC and CATLIN.
A surfactant injection and recovery pilot test was performed in February 2012.

Following the pilot test, two surfactant injection and recovery events were
performed at the site, one in April 2012 and one in August 2012. Free product
reappeared in two on-site monitoring wells (99GW05 and 99GW07), following the
August 2012 surfactant injection and recovery event. Free product was
consistently detected in the two above-stated monitoring wells from September
2012 through January 2014. To address the recurrence of free-phase product in
monitoring wells 99GW05 and 99GW07 an additional surfactant injection and
recovery event was conducted in February 2014 followed by a nutrient/bacteria
injection in March 2014. Free product remained absent from monitoring well
99GW05 during the monthly gauging events (February through June 2014)
following the February 2014 surfactant activities. However, free-phase product
returned in monitoring well 99GW07 from April through June 2014 during the
monthly gauging events. The surfactant injection and recovery events were
generally successful at reducing the extent of free-phase product; however, free-
phase product remained at the site and additional surfactant injection and recovery
was not recommended.
To address the recurrence of free-phase product in monitoring well 99GW07, an
Aggressive Fluid Vapor Recovery (AFVR) event was conducted at monitoring well
99GW07 on July 17, 2014. Free product was again detected in monitoring well
99GW07 in August 2014. Therefore, an additional AVFR event was conducted at
this well on October 2, 2014. Free product reappeared in this well and also
appeared in monitoring well 99GW01 in October 2014. Two additional AFVR
events were conducted at monitoring wells 99GW01 and 99GW07 on October 30,
2014 and November 24, 2014. These two events recovered 5.80 gallons and
79.01 gallons of free-phase product, respectively. Although a significant amount
of free-phase product was recovered during these two events (84.81 gallons),
free-phase product was again detected in December 2014 at 99GW01 and
99GW07 at thicknesses of 0.81 feet and 0.04 feet, respectively.
Gauging data from January through March 2015 indicated free-phase product was
consistently detected in monitoring wells 99GW01 and 99GW07; therefore, a fifth
AFVR event was conducted at these two wells on March 24, 2015 which
recovered approximately 30 gallons of free-phase product.
Gauging data from April 2015 through June 2016 again revealed free-phase
product was consistently detected in these two monitoring wells. AFVR events
had been successful at removing significant volumes of free-phase product at the
subject site; however, it was determined that this technology would most likely be
unsuccessful in removing all residual free-phase product in the areas of 99GW01
and 99GW07. Therefore, it was decided that excavation of the contaminated
“smear zone” and zone of residual free-phase product in the areas of these two
monitoring wells be conducted. Excavation activities were conducted in July 2016.
Monitoring wells 99GW01 and 99GW07 were removed during the excavations and
were replaced in the same locations after backfilling of the excavations occurred.
Please note, the documented JP5 spill occurred at the subject site on January 27,
2003 and it was estimated that 120 gallons of fuel was released to the ground
surface with approximately 25 gallons flowing into a storm drain. Therefore, it is

estimated that approximately 95 gallons of fuel was released into the soil at the
subject site. An emergency response action removed approximately 40 cubic
yards of fuel contaminated soil subsequent to the release. A review of the
historical free-phase product recovery data indicates that approximately 130
gallons of free-phase product has been recovered from the subsurface at the
subject site. This removal total is a combination of the skimmer pump system
which recovered 15 gallons of free-phase product over it’s operational period
(December 2007 through April 2012) and subsequent AFVR events (July 2014
through March 2015) which recovered approximately 115 gallons of free-phase
product. Per the above information, the quantity of fuel released (120 gallons) was
just an “estimate” and a larger quantity of fuel may have been released.
Monthly gauging data from August 2016 through August 2017 revealed no
measureable free-phase product in any on-site monitoring wells including
99GW01R and 99GW07R. Therefore, it appears the excavation activities were
successful at removing the residual free-phase product that remained in the area
of wells 99GW01 and 99GW07. Also, dissolved-phase groundwater sampling
events were conducted in August 2016 and May 2017 and the results from these
sampling events documented that the dissolved-phase groundwater contamination
at the subject site is limited in horizontal extent and the concentrations of
contaminants are only slightly above the 2L GWQSs and no concentrations are
approaching any of the GCLs. Therefore, in the August 2017 PMR that was
submitted to the NCDEQ Washington Regional Office, it was recommended that
the subject site be considered for NFA Status with a Groundwater LUR.
1.9.2 Current: The NCDEQ Washington Regional Office reviewed the August 2017
PMR and agreed with the recommendations. In a letter dated November 30, 2017
the NCDEQ Washington Regional Office requested that a NRP with a
Groundwater LUR be completed for the subject site. The NRP and LUR, in
addition to well abandonment activities, should be completed at the subject site by
early March 2018.
