Pope & Son, Inc. (Pope), ATC Associates of North Carolina, P.C. (ATC) is pleased to submit the results of the soil sampling activities conducted at the above refenced site on June 3, 2016, as directed in the Notice of Regualtory Requirements (NORR) letter dated December 9, 2015. Background Pope has been performing groundwater monitoring at the site, most recently on an annual basis, since 1999 to track the progress of restoration of groundwater quality by natural attenuation. Monitored natural attenuation (MNA) was the groundwater remedial approach specified in the Corrective Action Plan (CAP) dated November 13, 1998 and approved by the North Carolina Division of Waste Management, Underground Storage Tank Section (NC UST Section) on January 8, 1999. As outlined in the October 8, 2015 “Groundwater Monitoring Report” prepared by Cardno MM&A, concentrations of targeted petroleum constituents in groundwater had reduced to below 15A NCAC 2L groundwater quality standards. Subsequent to review of the October 8, 2015 report, the NC UST Section issued the above-referenced NORR. The NORR stated that historical analysis of soil samples, previously collected in 1998, indicated impacted soils remained at the site with levels of total petroleum hydrocarbons (TPH) exceeding 10 parts per million (ppm). However, the historical soil samples were collected at depths of 3-4 feet (ft) below ground surface (bgs). Groundwater level data collected during several subsequent sampling events, indicated that these samples were collected in the saturated soil. The NORR stated that in order to qualify for “No Further Action”, soil sampling would need to be performed in the unsaturated zone in the area where the highest TPH concentrations were detected in 1998.
