(ATC), on behalf of Cenama, LLC (Worsley), is submitting this sampling report for the Former Craven Oil facility located at 1915 Glenburnie Road, New Bern, North Carolina (Incident #17830). A site topographic map is presented as Figure 1 and site map is presented as Figure 2. Currently, the site operates as an active retail fuel outlet and convenience store. This report includes the laboratory analytical results for the groundwater sampling events of February 8, 2017 and February 14, 2017. 2.0 SITE BACKGROUND Historically, the facility operated as a bulk aboveground storage tank (AST) facility. The former ASTs were owned by Worsley Companies, Inc. (Worsley) of Wilmington, North Carolina. At an unknown date, the site’s AST systems were removed. Site activities conducted to date have included the installation and sampling of seven Type II and one Type III monitoring wells, soil samples collected during soil assessment activities and monitoring well construction, and aquifer slug tests. Interim remedial actions have included the excavation of approximately 1,155 tons of petroleum-impacted soil from the subject facility. Previous reports submitted include: Comprehensive Site Assessment (CSA) Report, dated November 1999, Clark Environmental Services, P.C. (CES); CSA Report Addendum, dated June 16, 2000, Delta Environmental Consultants, Inc. (Delta); Corrective Action Plan (CAP) and addendum, dated December 29, 2000, and October 3, 2001, by Delta; Groundwater Monitoring Reports submitted between May 2002 and March 2007 by Delta; Groundwater Monitoring Reports submitted by Environmental Services & Solutions, PLLC (ESS) submitted March 2009 and August 2010. In August 2010, Worsley awarded an environmental services contract to ATC for continuing environmental services at the site. This report describes the groundwater sampling results for the February 8, 2017 and February 14, 2017 sampling events. Groundwater Monitoring Report March 13, 2017 NCDEQ Incident No. 17830 Page 2 3.0 GROUNDWATER MONITORING 3.1 Groundwater Elevations On February 8, 2017, ATC collected static water level measurements from monitoring wells MW-1, MW-2, MW-4A, MW-6, MW-7A, and T-1A. Monitoring wells MW-3A and MW-5A could not be located on this date. Therefore, on February 14, 2017, ATC installed temporary monitoring well TW-3A (replacement for well MW-3A) to collect a groundwater sample from this area. The temporary well was installed to an approximate depth of ten feet below ground surface. On this date, monitoring well MW-5A was located and measured. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 1. Current and historical groundwater elevation data are included in Table 2. A groundwater elevation contour map is included as Figure 3. Groundwater flow appears to be south across the site, which is consistent with historical groundwater flow. 3.2 Groundwater Analytical Results On February 8, 2017, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-4A, MW-6, MW-7A, and T-1A. On February 14, 2017, groundwater samples were collected from monitoring well MW-5A and temporary well TW-3A. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to Con-Test Analytical Laboratory (Contest), in East Longmeadow, Massachusetts, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B including methyl tertiary-butyl ether (MTBE) and isopropyl ether (IPE), Massachusetts Department of Environmental Protection (MADEP) volatile petroleum hydrocarbons (VPH), and MADEP extractable petroleum hydrocarbons (EPH). A summary of the recent groundwater analytical data is presented in Table 3 and a historical summary of groundwater analytical data is presented in Table 4. The laboratory analytical results from the February 2017 sampling event indicates target compound concentrations were detected above established Title 15A NCAC 2L.0202 (2L) Groundwater Monitoring Report March 13, 2017 NCDEQ Incident No. 17830 Page 3 standards in the groundwater samples collected from wells MW-1, TW-3A, MW-4A and MW-7A. Dissolved contaminants of concern are depicted on Figure 4. It should be noted dissolved target compound concentrations in the groundwater sample collected from well MW-1 have historically been below laboratory method detection limits; however, dissolved target compound concentrations were detected above 2L Standard for dissolved benzene, naphthalene, and C9-C22 aromatics. This well appears to be located hydraulically downgradient of the currently active gasoline dispensers. Additionally, monitoring well MW-6 was listed on each laboratory report/chain-of-custody as being sampled during each sampling event; however, this is in error. Monitoring well MW-6 was sampled on February 8, 2017 and monitoring well MW-5A was not located on this date. On February 14, 2017, monitoring well MW-5A was located and subsequently sampled; however, it was incorrectly labeled as well MW-6 on the chain-of-custody and subsequent laboratory report. The laboratory results have been reported as the results for well MW-5A. A copy of the laboratory analytical report is included as Appendix A. 4.0 CONCLUSIONS ATC has performed a groundwater sampling event at the former Craven Oil facility in New Bern, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: · Depth to groundwater measurements in the shallow aquifer ranged from 1.41 feet to 3.36 feet below ground surface in MW-6 and MW-1, respectively. The inferred shallow groundwater flow direction across the site is to the south. · Free product has not been associated with the release. · The site is not located within a designated wellhead protection area. · The site is connected to the public water supply system. The surrounding properties have the option of being connected to the public water supply system. Groundwater Monitoring Report March 13, 2017 NCDEQ Incident No. 17830 Page 4 · Target compound concentrations were detected above established 2L standards in the groundwater samples collected from wells MW-1, TW-3A, MW-4A, and MW-7A. · Dissolved target compound concentrations appear to be decreasing at the facility through time. · It appears an off-site release may be impacted the monitoring wells associated with the Craven Oil release. Based on the above information, ATC recommends NCDEQ look into the possibility of an off-site source impacting the groundwater at the site (based on the groundwater analytical data obtained from well MW-1). NCDEQ should consider issuing a Notice of No Further Action for Incident Number 17830.
