(ATC), on behalf of Cenama, LLC (Worsley), is submitting this sampling report for the Former Craven Oil facility located at 1915 Glenburnie Road, New Bern, North Carolina (Incident #17830). A site topographic map is presented as Figure 1 and site map is presented as Figure 2. Currently, the site operates as an active retail fuel outlet and convenience store. This report includes the laboratory analytical results for the groundwater sampling event of June 29, 2016. 2.0 SITE BACKGROUND Historically, the facility operated as a bulk aboveground storage tank (AST) facility. The former ASTs were owned by Worsley Companies, Inc. (Worsley) of Wilmington, North Carolina. At an unknown date, the site’s AST systems were removed. Site activities conducted to date have included the installation and sampling of seven Type II and one Type III monitoring wells, soil samples collected during soil assessment activities and monitoring well construction, and aquifer slug tests. Interim remedial actions have included the excavation of approximately 1,155 tons of petroleum-impacted soil from the subject facility. Previous reports submitted include: Comprehensive Site Assessment (CSA) Report, dated November 1999, Clark Environmental Services, P.C. (CES); CSA Report Addendum, dated June 16, 2000, Delta Environmental Consultants, Inc. (Delta); Corrective Action Plan (CAP) and addendum, dated December 29, 2000, and October 3, 2001, by Delta; Groundwater Monitoring Reports submitted between May 2002 and March 2007 by Delta; Groundwater Monitoring Reports submitted by Environmental Services & Solutions, PLLC (ESS) submitted March 2009 and August 2010. In August 2010, Worsley awarded an environmental services contract to ATC for continuing environmental services at the site. This report describes the groundwater sampling results for June 29, 2016 sampling event. Groundwater Monitoring Report August 6, 2016 NCDEQ Incident No. 17830 Page 2 3.0 GROUNDWATER MONITORING 3.1 Biosock Installation and Maintenance On September 24, 2015, December 22, 2015, and March 31, 2016, ATC personnel installed new Biosocks in monitoring wells MW-4A and MW-7A to assist with natural attenuation activities. 3.2 Groundwater Elevations On June 29, 2016, ATC collected static water level measurements from monitoring wells MW-4A and MW-7A. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 1. Current and historical groundwater elevation data are included in Table 2. Due to only two monitoring wells being measured for depth to water, a groundwater elevation contour map could not be generated. Based on historical groundwater level measurements, groundwater flows east across the site. 3.3 Analytical Results On June 29, 2016, groundwater samples were collected from monitoring wells MW-4A and MW-7A. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to Con-Test Analytical Laboratory (Contest), in East Longmeadow, Massachusetts, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B including methyl tertiary-butyl ether (MTBE) and isopropyl ether (IPE). A summary of the recent groundwater analytical data is presented in Table 3 and a historical summary of groundwater analytical data is presented in Table 4. The laboratory analytical results from the June 29, 2016 sampling event indicates target compound concentrations were not detected above established Title 15A NCAC 2L.0202 (2L) standards in the groundwater samples collected from monitoring wells MW-4A and MW-7A. A copy of the laboratory analytical report is included as Appendix A. Groundwater Monitoring Report August 6, 2016 NCDEQ Incident No. 17830 Page 3 4.0 CONCLUSIONS ATC has performed a groundwater sampling event at the former Craven Oil facility in New Bern, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Depth to groundwater measurements ranged from 2.27 feet to 2.36 feet below ground surface in MW-4A and MW-7A, respectively. The inferred shallow groundwater flow direction across the site is to the east. • Free product has not been associated with the release. • The site is not located within a designated wellhead protection area. • The site is connected to the public water supply system. The surrounding properties have the option of being connected to the public water supply system. • Dissolved target compound concentrations appear to be decreasing at the facility. Based on the above information, ATC recommends the removal of Biosocks from the monitoring wells during September 2016. A comprehensive semi-annual groundwater sampling event should be performed December 2016 to confirm the absence of target compound concentrations above 2L Standards. At that time, the issuance of a Notice of No Further Action will be requested.
