According to the information determinedduringreceptorsurveyactivities,apotablewatersupplywellwasidentifiedwithin1,000feet ofthesite,however,thewellappearstobeup-gradientoftherelease.Publicwaterisavailabletothe siteandsurroundingpropertieswithina1,500-footradiusofthesite. ACorrectiveActionPlanhasnotbeencompletedfortheincident. BetweenNovember6and15,2019,soilexcavationactivitieswereperformedintheareasofMW-1,MW- 2,MW-3andMW-4.Atotalof736.14tonsofcontaminatedsoilwereremovedfromthesiteinNovember 2019.Atotalof239.66tonsofoverburdensoilweresurveyedandreturnedtotheexcavationareaas backfill. OnFebruary23,2021,fiveTypeIImonitoringwells(MW-1RthroughMW-4RandMW-13)weregauged, purgedandsampledperNCDEQguidelines.Nofreeproductwasobservedinthemonitoringwellsprior tosampling.ConcentrationsofindividualBTEXconstituents,MTBE,naphthalene,isopropylbenzene,di- isopropylether,n-propylbenzene,1,2,4-trimethylbenzeneand/or1,3,5-trimethylbenzenethatexceeded theMaximumAllowableConcentrations(MACs)asspecifiedinT15ANCAC2L.0202werereportedinthe groundwatersamplescollectedfromMW-1RthroughMW-4RandMW-13.Concentrationsofbenzene thatexceededtheGrossContaminationLevel(GCL)werereportedinthegroundwatersamplescollected fromMW-3RandMW-4R. Thetotalcontaminantmasshasincreasedbyapproximately25%sincetheJanuary2020groundwater samplingevent. ThesiteiscurrentlyownedbyRaemonaL.McCrayandwasformerlyoperatedbyNorthEastOilCompany, Inc.asapetroleumretailfacility.Thepropertyisnowvacant.Five4,000-gallongasolineUSTswere removedfromthesiteinNovember1994,confirmingarelease.USTowner/operatorinformationand USTsysteminformationareincludedasTables1and2,respectively.TheRegisteredTankReportisshown below: Thesiteandsurroundingareaareamixtureofmulti-familyresidential,singlefamilyresidential,and commercialproperties.Thesitecontainsonebuildingandisprimarilycappedwithgrass,concreteand asphalt.Theoveralltopographyatthesiteisrelativelyflat.Twenty-sixTypeIImonitoringwells(MW-1 throughMW-5andMW-7throughMW-27)andtwoTypeIIImonitoringwells(MWD-6andTW-1)were installedatthesiteduringpreviousgroundwaterassessmentactivities.ASiteMapshowingthelocations ofthemonitoringwellsandthestructureson-sitehasbeenincludedasFigure2. DuringtheNovember2019soilexcavation,atotalof736.14tonsofcontaminatedsoilwasremovedfrom thesite.Approximately239.66tonsofoverburdensoilwasreturnedtotheexcavationbasinasbackfill. ACorrectiveActionPlanhasnotbeendevelopedforthisincident. 2.0PRESENTATIONOFCURRENTSITEASSESSMENTINFORMATION/COMPARISONTOHISTORICAL ASSESSMENTINFORMATION OnFebruary23,2021,fiveTypeIImonitoringwells(MW-1RthroughMW-4RandMW-13)gauged,purged andsampledperNCDEQguidelines.Pleasenote,MW-5wasnotlocatedandisassumedtohavebeen destroyedduringtheNovember2019excavationactivities.Nofreeproductwasobservedduringthe February2021groundwatersamplingactivities.DepthstogroundwaterintheTypeIImonitoringwells rangedfrom2.34feetto3.09feetbelowthetopsofwellcasings.GroundwaterelevationsintheTypeII monitoringwellsrangedfrom96.74feetto98.32feet.Groundwaterflowwasgenerallytothesoutheast withahorizontalgradientofapproximately0.01feetperfoot.Theverticalgradientwasnotcalculated, since MWD-6 and TW-1 havebeen destroyed and/or abandoned. Freeproductwasnotdetectedatthesiteduringthecurrentgaugingandsamplingevent. 4.0NATURALATTENUATION/NATURALSOURCEZONEDEPLETIONSTATUS MMPEandsoilexcavationeventshavebeenconductedatthesiteastheprimarymethodofcorrective action.SinceaCAPhasnotbeendevelopedfortheincident,nonaturalattenuationmonitoringplanis currentlyinplaceatthesite. 5.0CONCLUSIONS ·OnFebruary23,2021,fiveTypeIImonitoringwellsweregauged,purgedandsampled.Please note,MW-5wasnotlocatedandisassumedtohavebeendestroyedduringtheNovember2019 soilexcavationactivities.Freeproductwasnotobserved.Groundwaterflowwasgenerallyto thesoutheastwithahorizontalgradientofapproximately0.01feetperfoot. ·Concentrations ofindividual BTEX constituents, MTBE, naphthalene, isopropylbenzene, di- isopropylether,n-propylbenzene,1,2,4-trimethylbenzeneand/or1,3,5-trimethylbenzenethat exceededtheMACswerereportedinthegroundwatersamplescollectedfromMW-1Rthrough MW-4RandMW-13.AconcentrationofbenzenethatexceededtheGCLwasreportedinthe groundwatersamplescollectedfromMW-3RandMW-4R. ·Thecontaminantmassatthesitehasincreasedby25%sinceJanuary2020. ·Basedonthisinformation,theriskclassificationforthesiteshouldremainintermediaterisk.The soilexcavationactivitiesappeartohavebeensuccessfulinremovingfreeproductfromthesite. ·Semi-annualgroundwatersamplingshouldcontinueatthesiteuntilcontaminantconcentrations arereducedtobelowtheGCLs.ThenextsamplingeventistentativelyscheduledforAugust2021. AMobileMultiPhaseExtractioneventcouldbeconductedatthesiteinordertocontinueto reducethecontaminantmassinthevicinityoftheNovember2019excavationbasin. 6.0LIMITATIONS ThisreporthasbeenpreparedfortheexclusiveuseofNorthEastOilCompany,Inc.forspecificapplication tothereferencedsiteinWashingtonCounty,NorthCarolina.Theassessmentwasconductedbasedon thescopeofworkandlevelofeffortdesiredbyNCDEQandwithresourcesadequateonlyforthatscope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment.Nootherwarrantyisexpressedorimplied.
