GRI Project No. 5659 ii EXECUTIVE SUMMARY Westover Service Station is located at 801 West Queen Street in Edenton, Chowan County, North Carolina. The site is currently owned and operated by Douglas and Delinah Baird as a deli, general store and petroleum retail facility. The site was formerly operated by North East Oil Company, Inc. as a convenience store and petroleum retail facility. During UST closure activities conducted in November 1994, a release was confirmed. Currently, one 3,000-gallon gasoline and one 1,000-gallon gasoline USTs are active at the site. According to available data, one 500-gallon gasoline UST, one 1,000-gallon gasoline UST and one 550-gallon “ghost tank” of unknown content were removed from the site in November 1994. The adjoining properties are a mixture of single family residential and commercial properties. According to the information determined during receptor survey activities, two non-potable water supply wells were identified within 1,500 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. Receptor information was updated for the site on April 12, 2021. The two water supply wells noted during the previous receptor survey were not found during the April 2021 survey. Pembroke Creek is located approximately 290 feet north of the site. Pembroke Creek is designated as a Class B; NSW surface water. The site does not lie within a designated wellhead protection area. On October 11, 2021, ten Type II monitoring wells and one Type III monitoring well were gauged, purged and sampled. MW-11 was not found and was not sampled. Concentrations of individual BTEX constituents, naphthalene, isopropylbenzene, methylene chloride, n-propylbenzene, 1,2,4- trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-2, MW-3, MW-6 and MW-7. Concentrations of toluene that exceeded 10 x the 2B Surface Water standard were reported in the ground water samples collected from MW-1, MW-2 and MW-3. All of the reported contaminant concentrations were less than the GCLs. The contaminant mass at the site has increased by 88% since the April 2021 sampling event. A GSI Mann- Kendall Toolkit for Plume Stability Analysis was completed for the monitoring wells with toluene above 10 x the 2B Surface Water standard. The contaminant plume is stable in MW-1 and MW-2 and is probably decreasing in MW-3. Based on this information, the risk classification for the site should be reevaluated. GRI Project No. 5659 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the October 2021 updated receptor survey and ground water sampling event at the Westover Service Station site; located at 801 West Queen Street in Edenton, Chowan County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 21-600, which was submitted to NCDEQ on September 23, 2021, and was approved as Task Authorization No. 13279-02 on September 28, 2021. State correspondence has been included as Appendix A. The site is currently owned by Douglas and Delinah Baird and is operated as a general store, deli and petroleum retail facility. During UST closure activities conducted in November 1994, a release was confirmed. Currently, one 3,000-gallon gasoline and one 1,000-gallon gasoline USTs operated by Douglas Baird are active at the site. According to available data, one 500-gallon gasoline UST and one 1,000-gallon gasoline UST operated by E. T. Four, Inc. (North East Oil Company, Inc.) were removed from the site in November 1994. During the November 1994 UST closure activities, one 550-gallon “ghost tank” of unknown contents was removed from the site. Please note, separate Facility ID Numbers were assigned to the UST systems owned by E. T. Four, Inc. (North East Oil Company) and Douglas Baird. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. GRI Project No. 5659 2 The site and surrounding area are a mixture of single family residential and commercial properties. The site is primarily capped with concrete and asphalt. The overall topography at the site is relatively flat. Pembroke Creek is located approximately 290 feet north of the site. Eleven Type II monitoring wells (MW-1 through MW-9, MW-11 and MW-12) and one Type III monitoring well (MW-10) were installed at the site during previous ground water assessment activities. According to available information, based on the site reconnaissance conducted by CES in July 2002, two domestic water supply wells were identified within 1,500-feet of the site. On April 12, 2021, receptor information was updated for the site. The two water supply wells observed during the 2002 receptor survey were not located in April 2021. The site does not lie within a designated wellhead protection area. Pembroke Creek, located within a 500-foot radius of the site, is classified by NCDEQ as a Class B; NSW surface water. Municipal water is available to the site and surrounding properties. Adjacent property owner information is presented in Table 3. A Site Vicinity Map showing the adjacent properties has been included as Figure 2. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 3. According to the NCDEQ incident database and available information, a CAP has not been completed for this incident. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On October 11, 2021, ten Type II monitoring wells (MW-1 through MW-9 and MW-12) and one Type III monitoring well (MW-10) were gauged, purged and sampled in accordance with the NCDEQ guidelines. Depths to ground water in the Type II monitoring wells ranged from 3.55 feet to 6.62 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells ranged from 94.09 feet to 94.42 feet. Ground water flow was generally to the north/northwest with a horizontal gradient of less than 0.01 feet per foot. The vertical gradient between paired wells MW-3 and MW-10 was approximately 0.02 feet per foot in the downward direction. Please note, the depth to water in MW-6 is considered to be anomalous and was not considered when calculating the hydraulic gradient or ground water flow direction across the site. Well construction and gauging information is presented in Table 4. A Water Table Surface Map based on the Type II monitoring wells is included as Figure 4. Concentrations of individual BTEX constituents, naphthalene, isopropylbenzene, methylene chloride, n-propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1, MW-2, MW-3, MW-6 and MW-7. All of the reported contaminant concentrations were less than the GCLs. Concentrations of toluene that exceeded 10 x the 2B Surface Water standard were reported in the ground water samples collected from MW-1, MW-2 and MW-3. A summary of the analytical results for ground water samples collected on October 11, 2021 is presented in Table 5. A Ground Water Quality Map based on the October 2021 data is included as Figure 5. A contaminant specific isoconcentration map for toluene is included as Figure 6. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the October 2021 sampling event has been included as Appendix B. The contaminant plume was divided into one area (Area 1) based on the toluene concentrations during the April 2021 ground water sampling event. The contaminant mass at the site has increased by 88% since April 2021. A map of the contaminant mass area has been included as Figure 7. A chart depicting the overall trend in contaminant mass and water column height is shown below: The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a seasonal high depth to water of approximately 2.5 to 7 feet BGS. Since a CAP has not been prepared for the site, contaminant reduction milestones have not been established. A GSI Mann-Kendall Toolkit for Plume Stability Analysis was completed for monitoring wells at the site with reported toluene concentrations that exceeded 10 x the 2B Surface Water standard. The toluene plume is stable in MW-1 and MW-2 and is probably decreasing in MW-3. A copy of the GSI Mann-Kendall Toolkit for Plume Stability Analysis is included as Appendix D. 3.0 FREE PRODUCT REMOVAL Free product has not been observed at the site. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS No natural attenuation monitoring plan is currently in place at the site. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
