Ground Water Monitoring Report Prepared on: January 30, 2023 Phelps Amoco Project Manager: Colton Coolbaugh GRI Project No. 2720 ii EXECUTIVE SUMMARY The former Phelps Amoco site is located along US Highway 64 West, west of the town of Creswell, Washington County, North Carolina. One 1,000-gallon diesel and three 4,000-gallon gasoline USTs and associated pumps and product piping were removed in May 1994; one 6,000-gallon gasoline, two 4,000- gallon gasoline, one 1,000-gallon diesel and one 1,000-gallon kerosene USTs were removed from the site in March 2002. The adjoining properties are agricultural and residential. The risk classification is currently ranked as intermediate due to the historical presence of free product and ground water contamination exceeding the GCL for benzene. Municipal water is available to the surrounding area. On January 10, 2019, A Plume Stability Analysis using the GSI Mann-Kendall Toolkit was completed. The results of the Plume Stability Analysis indicate that benzene concentrations are decreasing in MW-14, while no trend is observed for MW-21. On January 10, 2023, six monitoring wells were gauged, purged and sampled. Concentrations of individual BTEX constituents, naphthalene, MTBE, isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the Maximum Allowable Concentrations (MACs) as specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-14, MW- 21 and MW-22. A concentration of benzene that exceeded the GCL was reported in the ground water sample collected from MW-21. Contaminant mass at the site has decreased by 34.4% since the June 2012 baseline assessment. Based on this information, GRI recommends that soil and ground water sampling in the vicinity of MW-21 should be conducted in order to define a potential soil excavation area. Soil excavation appears to be the most feasible contaminant reduction option due to logistical and safety concerns. Ground Water Monitoring Report Prepared on: January 30, 2023 Phelps Amoco Project Manager: Colton Coolbaugh GRI Project No. 2720 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the January 2023 ground water sampling event at the Phelps Amoco site. The site is located along US Highway 64 West in Creswell, Washington County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 22-850, which was submitted to the North Carolina Department of Environmental Quality (NCDEQ) on November 28, 2022, and was approved as Task Authorization No. 12613-032 on December 1, 2022. State correspondence has been included as Appendix A. The site is currently owned by North Carolina Department of Transportation and formerly operated as a petroleum retail facility. The property is currently part of US Highway 64. One 1,000-gallon diesel and three 4,000-gallon gasoline USTs and associated pumps and product piping were removed in May 1994; one 6,000-gallon gasoline, two 4,000-gallon gasoline, one 1,000-gallon diesel and one 1,000-gallon kerosene USTs were removed from the site in March 2002. A release was confirmed at the site in May 1994. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: The surrounding area is a mixture of agricultural and residential properties. The site is primarily capped with grass and asphalt. The overall topography at the site is embanked due to the highway. Eleven Type II monitoring wells (MW-1 through MW-3 and MW-5 through MW-8 and MW-10 through MW-13) and two Type III monitoring wells (MWD-4 and MWD-9) were installed at the site during previous ground water assessment activities. Monitoring wells MW-10 and MW-11 and water supply wells DW-2 and DW-3 were reportedly destroyed by the NCDOT and therefore were not properly abandoned. Nine additional Type II monitoring wells (MW-14 through MW-22) were installed by GRI to replace monitoring wells abandoned and/or destroyed during CAP implementation activities and NCDOT construction in 2002. In July 2008, GRI personnel conducted an updated receptor survey at the site. One water supply well (WSW-1) was observed during July 2008 updated receptor survey activities, but has since been confirmed as abandoned and/or destroyed during a site visit and meeting with the property owner in June 2009. Municipal water is available to the surrounding properties. No surface water bodies were identified within a 500-foot radius of the site. The site does not lie within a designated wellhead protection area. Adjacent property owner information is presented in Table 3. A CAP for the site developed by TRC Triangle (TRC) proposed remediation using soil excavation followed by natural attenuation and water supply well abandonment. The proposed remediation method was designed to accommodate the North Carolina Department of Transportation (NCDOT) plans to raze the facility and construct a new US Highway 64 over the site. As part of the CAP, the UST system installed in July 1994, associated pumps and product piping, as well as 3,909.89 tons of contaminated soil were removed from the site in March and April 2002 by Coastal Environmental Services, Inc. (CES). 2.0 FREE PRODUCT REMOVAL Free product has historically been present in MW-14 and MW-21. Two AFVR events were conducted at the site between April 2013 and June 2014. A total of 4,175 gallons of fluids, including 2.45 gallons of liquid and vapor phase free product have been recovered during past AFVR events. Free product was not observed during the January 2023 ground water sampling activities. Summaries of the historical AFVR events conducted by GRI are shown in Tables 4 and 5. A cost summary of the events is shown in Table 6. Free product was last observed at the site in May 2013. 3.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On January 10, 2023, six Type II monitoring wells (MW-14, MW-15, MW-17, MW-20, MW-21 and MW-22) were gauged, purged and sampled. No free product was observed during the January 2022 ground water sampling activities. Depths to ground water in the Type II monitoring wells ranged from 1.23 feet to 9.43 feet below the tops of well casings. Ground water elevations ranged from 96.76 to 97.79 feet. Ground water flow direction was convergent toward MW-20 and MW-21 during the January 2023 ground water sampling event. The average horizontal hydraulic gradient was less than 0.01 feet per foot. Concentrations of individual BTEX constituents, naphthalene, MTBE, isopropylbenzene, n-propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-14, MW-21 and MW- 22. A Concentration of benzene that exceeded the GCL was reported in the ground water sample collected from MW-21. A summary of the analytical results for ground water samples collected on January 10, 2023, is presented in Table 8. A Ground Water Quality Map based on the January 2023 data is included as Figure 5. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells during the January 2023 sampling event has been included as Appendix B. The contaminant plume consists of one area (Area 1) based on the benzene concentrations that exceeded the GCL in June 2012 (MW-14 and MW-21). The contaminant mass has been reduced by 34.4% since the baseline assessment. Contaminant mass calculations have been included as Appendix C. A map of the contaminant mass area has been included as Figure 6. The water table has a seasonal high depth to water of approximately 0.75 to 8 feet BGS. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS Free product has historically been observed at the site. Please refer to the project file for additional free product recovery information. Free product has not been observed at the site since 2013. 5.0 PROPOSED REMEDIAL ACTION The former site has been razed and replaced with a major highway. The site risk classification is ranked as intermediate based on the past presence of free product and contaminant concentrations exceeding the GCL for benzene. Free product has not been observed at the site since 2013. Contaminant concentrations remain greater than the GCL for benzene in MW-21. The Mann-Kendall Toolkit for Plume Stability indicated in 2019 that contaminant concentrations in MW-21 were exhibiting no discernable trend. Two AFVR events have been conducted during past site activities, with limited results. More aggressive means of contaminant reduction activities via ground water extraction are limited due to logistical and safety concerns. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Ground Water Monitoring Report Prepared on: January 30, 2023 Phelps Amoco Project Manager: Colton Coolbaugh GRI Project No. 2720 5 Due to MW-21 being the only monitoring well with contaminant concentrations that exceed the GCLs and the shallow depth to ground water at the site, a soil excavation in the immediate vicinity of MW-21 may be feasible. In order to define a potential area of soil excavation, multiple temporary monitoring wells should be installed in the vicinity of MW-21. Ground water samples should be collected from the temporary wells in order to define the benzene GCL plume. Soil samples could be collected during the temporary monitoring well installation activities to define the vertical extent of the proposed soil excavation. 6.0 CONCLUSIONS  On January 10, 2023, six Type II monitoring wells were gauged, purged and sampled. Ground water flow was convergent toward MW-20 and MW-21 with a horizontal gradient of less than 0.01 feet per foot.  Concentrations of individual BTEX constituents, naphthalene, MTBE, isopropylbenzene, n- propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-14, MW-21 and MW-22. The activities were conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
