INTRODUCTION
The purpose of this Periodic Monitoring Report is to present the results of recent monitoring
events performed at petroleum release sites located at Marine Corps Air Station Cherry Point
(MCAS Cherry Point). Monitoring and reporting is being performed in accordance with the
MCAS Cherry Point UST Closure and Management Program adopted by MCAS Cherry Point
Environmental Affairs Department. A listing of sites for which sampling results are included in
this Periodic Monitoring Report is presented in Table I and locations of these sites are shown
on Figure I and Figure II.
This Periodic Monitoring Report is designed such that all data and information pertaining to any
individual site is contained entirely within one section of the report and each section is devoted
entirely to one site. Therefore, each section serves as a stand-alone monitoring report for the
respective site. Each section begins with an Executive Summary which provides information
about location, monitoring, groundwater hydraulics, free-phase product plumes, dissolved-
phase plumes, potential receptors, and remediation at the site. Each Executive Summary is
supported by several site-specific tables and figures.

5.8 REMEDIATION
Status: System shut down January 17, 2013 to facilitate site closure. AFVR
events conducted: June 24, 2014; October 29, 2014; December 11, 2014 and
April 7, 2015. On March 9, 2016 the SVE system was restarted and well
59GW26 was converted to an SVE well. In mid-August 2018 the SVE system
was again shut down due to a lack of any detectable free-phase product.
Type: SVE; free-phase product removal via two solar skimmer pumps. AFVR.
Progress: System off
Construction Contractor: Shaw
Operating Contractor: ITMS/GES
5.9 OBSERVATIONS AND COMMENTS
Historical: The SVE system was shut down on January 17, 2013 to determine if
free-phase product would reappear (last detection was June 2012). Gauging
data from January through June 2013 indicated no recurrence of free-phase
product. Quarterly closure sampling was initiated in February and May 2013 at
the subject site. Gauging data from July through December 2013 indicated no
recurrence of free-phase product. Also, quarterly closure sampling was
continued in August and November 2013. Analytical results from the four
quarters of closure sampling indicated no exceedances of the GCLs and
contaminant concentration trends were stable. Therefore, “No Further Action”
status was recommended for the subject site.
Gauging data from January 2014 again indicated no recurrence of free-phase
product. Therefore, CATLIN completed and MCAS Cherry Point submitted a
Site Closure Report in April 2014 to the NCDEQ which requested that the site be
MCAS Cherry Point FY-20; 220001VOL1.RPT45 CATLIN Engineers and Scientists
CATLIN Project No. 220001 August 2020
designated as “No Further Action” status with a Notice of Residual Petroleum for
soil and groundwater. In May 2014 the NCDEQ responded by approving the site
closure request. In anticipation of site closure activities (i.e. monitoring well
abandonment), SDC/GES was tasked to gauge the wells at the site for one final
event. The gauging results from this final event on May 30, 2014 indicated 0.03
feet of free-phase product in well 59GW31. Therefore, site closure activities
were halted. An AFVR event was conducted on June 24, 2014 at wells 59GW26
and 59GW31 to address residual levels of free-phase product.
Monthly gauging activities continued during the Second Semester 2014 and
revealed that free-phase product remained absent at well 59GW31; however,
well 59GW26 continued to contain measureable thicknesses of free-phase
product (September through December 2014). In October and December 2014
AFVR events were conducted at well 59GW26 and these events recovered
approximately 0.6 gallons of free-phase product.
During the First Semester 2015 monthly gauging activities revealed that free-
phase product was consistently detected in well 59GW26 from January through
April 2015. Therefore, an additional AFVR event was conducted at this well on
April 7, 2015 which yielded approximately three gallons of free-phase product.
Monthly gauging data from May and June 2015 also indicated free-phase
product was present in this well.
Monthly gauging activities continued in the Second Semester 2015 and revealed
that free-phase product continued to persist in well 59GW26. Therefore, an
additional AFVR event was attempted in October 2015; however, upon starting
the AFVR event the vacuum truck blower failed; therefore, no measureable
product was recovered during this event. As free-phase product continued to
persist in well 59GW26 alternative remedial approaches were being evaluated.
Also, groundwater sampling had not been conducted at the subject site since
August/November 2013; therefore, a groundwater sampling event was
conducted in September 2015. Analytical results from the September 2015
groundwater sampling event revealed an overall declining trend in contaminant
concentrations.
Monthly gauging data from January and February 2016 revealed that free-phase
product continued to persist in well 59GW26. Therefore, it was decided to
convert monitoring well 59GW26 to an SVE well and restart the SVE system in
an attempt to remediate the residual levels of free-phase product in the area of
59GW26. These modifications were implemented and the SVE system was
restarted on March 9, 2016. Also, the semi-annual sampling of the lower
surficial monitoring wells was conducted in February 2016. The groundwater
sampling results revealed a continuing overall declining trend in contaminant
concentrations. Monthly gauging activities for the Second Semester 2016
revealed that free-phase product was detected in well 59GW26 from September
through November 2016. The shallow wells at the subject site were sampled in
August 2016 and results revealed a continuing overall declining trend in
contaminant concentrations.
MCAS Cherry Point FY-20; 220001VOL1.RPT45 CATLIN Engineers and Scientists
CATLIN Project No. 220001 August 2020
Monthly gauging activities for the First Semester 2017 revealed that free-phase
product was not detected in any on-site wells. The deep wells at the subject site
were sampled in February 2017 and results revealed a continuing overall
declining trend in the dissolved-phase contaminant concentrations. Monthly
gauging activities for the Second Semester 2017 revealed that free-phase
product was detected in 59GW26 in July and October 2017 during “weekly”
gauging events. The shallow wells at the subject site were sampled in August
2017 and results revealed that contaminant concentrations were relatively low
and no levels were approaching any of the established GCLs. The shallow
dissolved-phase plume shifted slightly towards the northwest as compared to the
August 2016 plume location. However, there are numerous shallow wells to the
northwest of the current plume that could be sampled to ensure that any plume
migration is adequately tracked.
Monthly and weekly gauging activities for the First Semester 2018 revealed that
free-phase product was not detected in any on-site wells. The deep wells at the
subject site were sampled in February 2018 and results revealed a continuing
overall declining trend in the deep, dissolved-phase contaminant concentrations.
Due to the lack of any measurable free-phase during the First Semester 2018 it
was recommended that the SVE system be shut down which was completed in
August 2018. If measureable, free-phase product reappeared at the subject site
then passive recovery of free-phase product was recommended. Monthly and
weekly gauging activities for the Second Semester 2018 revealed that free-
phase product was detected in one well, 59GW26 (0.01 feet) only in October
2018. The shallow wells at the subject site were sampled in August 2018 and
results revealed shallow, dissolved-phase contaminant concentrations were fairly
stagnant and not significantly increasing or decreasing.
Monthly gauging activities for the First Semester 2019 revealed that free-phase
product was detected in one well, 59GW26 (0.01 feet) only in May and June
2019. No passive recovery of product was conducted in the First Semester
2019. Also, it should be noted that the buildings at the subject site are planned
for demolition within the next few years. Therefore, an excavation of any gross
contamination and residual free-phase product may be easily accessible during
this upcoming demolition project.
Monthly gauging activities for the Second Semester 2019 revealed that free-
phase product was detected in one well, 59GW26 (0.05 feet) in August through
October 2019. No passive recovery of product was conducted in the Second
Semester 2019.
In August 2019 an “annual” groundwater sampling event of both the shallow and
deep wells was conducted at the subject site. The results from the sampling
event indicated detections of Naphthalene and MADEP compounds above the
2L Standards; however, no concentrations were approaching any of the
established GCLs. Also, contaminant concentrations are declining and plume
extents are stable or shrinking.
Current: Monthly gauging activities for the First Semester 2020 revealed that
MCAS Cherry Point FY-20; 220001VOL1.RPT45 CATLIN Engineers and Scientists
CATLIN Project No. 220001 August 2020
free-phase product was not detected in any of the wells gauged. Free-phase
product was last detected in 59GW26 (0.05 feet) in October 2019. No passive
recovery of product was conducted in the First Semester 2020; however, passive
recovery of free-phase product will be conducted if a recoverable thickness is
measured in any on-site wells in the Second Semester 2020. Also, as stated
above, the buildings at the subject site are planned for demolition within the next
few years. Therefore, an excavation of any gross contamination and residual
free-phase product may be easily accessible during this upcoming demolition
project if necessary.
Monthly gauging of select wells will continue for the Second Semester 2020. If
free-phase product remains absent from on-site wells through October 2020 then
a request for No Further Action with Land Use Restrictions will be
recommended. The next annual groundwater sampling event of select on-site
wells is planned for August 2020.
