(ATC) was retained by Circle K (formerly The Pantry, Inc.-Pantry) to perform free product recovery activities and a groundwater sampling event at the Pantry #3213 located at 3209 South Memorial Drive in Greenville, North Carolina. Currently, underground storage tanks (USTs) are not known to be located on-site. The site location is shown on Figure 1 and the site details are shown on Figure 2. This report presents a summary of the October 2015, December 2015, and February 2016 aggressive fluid vapor recovery (AFVR) events and the laboratory analytical results of the March 2016 groundwater sampling event. 2.0 SITE BACKGROUND Former Pantry #3213 (DBA Dob’s Store/former Dodge’s Store) is currently occupied by a restaurant and financial services office and is located at 3209 South Memorial Drive, Greenville, Pitt County, North Carolina. The site formerly contained one 10,000-gallon gasoline underground storage tank (UST), two 8,000-gallon gasoline USTs, and one 2,000-gallon kerosene UST removed from the site on October 30 and 31, 2003. One 8,000-gallon gasoline UST was noted to have been permanently closed on April 7, 1992. A release was discovered in October 1991 when free product was found in some of the observation wells on site. A leaking product line was discovered through tightness tests. A Comprehensive Site Assessment (CSA) was completed by Clark Environmental Services on October 13, 1992, and a Corrective Action Plan (CAP) was submitted on October 14, 1992. Because of a build-up of vapors in a sewer line running along the western edge of the property, a sanitary sewer vapor removal system was put into place in May 1992. A vacuum sparge system was put into place in 1993 to remediate contaminated soil and groundwater. In June 1996, a second release was discovered from another product line. An estimated 5,000 gallons of free product was lost from the leak. Since the release that occurred in 1996 became co-mingled with the original 1991 release, it was placed under the 1991 release incident number. A CAP Addendum was submitted on January 15, 1997, and has been under review at the North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), UST Section, Central Pantry #3213 – Active Remediation Monitoring Report March 16, 2016 NCDEQ Incident No. 7105 2 Office since that date. In a Groundwater Monitoring Report submitted by Clark Environmental on October 9, 1998, it is noted that monitoring wells MW-18, MW-24, and MW-25 are listed as having been destroyed, though the date and circumstances are unspecified. Under the “Risk-Based Corrective Action Rule” (Rule 15A NCAC 2L .0115), which became effective on January 2, 1998, the site was classified as high risk due to the presence of the free product and vapors in the sewer. In February 1999, Pantry assumed store and UST operations from Progressive Oil Company and subsequently transferred environmental services to SEI Environmental, Inc. and SEI Engineering and Geological Services, P.C. (SEI). In August and September 2000 and March 2001, aggressive fluid vapor recovery (AFVR) was conducted in five separate events at the site. The AFVR events were successful in removing approximately 2,499 gallons of contaminated groundwater, 187.92 pounds of petroleum vapors, and 43 gallons of free product. In May 2003, SEI recommended discontinuing sampling of five (MW-6, MW-8, and MW-19 through MW-21) monitoring wells because they are extraneous to the delineation of the groundwater contaminant plume. Concentrations for these five wells had been below laboratory detection limits since 1996. During the week of June 2 through 6, 2003, a MMPE event was conducted. The MMPE event was successful in removing approximately 3,050 gallons of contaminated groundwater, 200 gallons of free product, and 31.62 pounds of petroleum vapors. On October 30 and 31, 2003, one 10,000-gallon gasoline UST, two 8,000-gallon gasoline USTs, and one 2,000-gallon kerosene UST were removed from the subject site. Soil samples collected during the tank closure indicated that several compounds were detected at concentrations exceeding the established Pantry #3213 – Active Remediation Monitoring Report March 16, 2016 NCDEQ Incident No. 7105 3 DWM Reportable Concentrations for total petroleum hydrocarbons (TPH) as gasoline and TPH as diesel. SEI submitted an Underground Storage Tank Closure Report on November 26, 2003. On October 6, 2004, SEI collected groundwater samples from twelve of the seventeen existing groundwater monitoring wells on site. Three of the monitoring wells (MW-2, MW-5 and MW-7) were destroyed during UST closure activities. On August 20, 2004, SEI replaced monitoring wells MW-2 and MW-7 with monitoring wells MW-2A and MW-7A to 15 feet below land surface (bls). Monitoring well MW-2A was not sampled due to the presence of free product. In January 2005, a MMPE event was conducted. The MMPE event was successful in removing approximately 1,400 gallons of contaminated groundwater, and 200 gallons of free product. In October 2009, MDSA completed a Free Product Bail Down Test at the site. Based on the test, the true product thickness in the area of MW-2 is 0.66-feet. An estimated 2,500-gallons of free product is present in the subsurface. In February 2010, the NCDENR requested the installation of three additional wells and a MMPE event be completed for the site. On April 19, 2010, three additional Type II monitoring wells (MW-23 through MW-25) were installed on the site. This report documents the results of the October 2015, December 2015, and February 2016 AFVR events and the laboratory analytical results for the March 2016 groundwater sampling event. 3.0 AGGRESSIVE FLUID VAPOR RECOVERY (AFVR) EVENTS On October 26, 2015, ATC conducted an AFVR event using monitoring wells MW-4 and MW-25. Prior to the start of the AFVR event, free product was measured in well MW-4 at a thickness of 0.22 feet and well MW-25 at a thickness of 0.47 feet. At the end of the event, a total of 475 gallons of mixed groundwater and free product was recovered. During the event, a total of 1.413 pounds of free product was recovered in the form of vapor emissions (equivalent to 0.2513 gallons). Pantry #3213 – Active Remediation Monitoring Report March 16, 2016 NCDEQ Incident No. 7105 4 On December 15, 2015, ATC conducted an AFVR event using monitoring wells MW-4 and MW-25. Prior to the start of the AFVR event, free product was measured in well MW-25 at a thickness of 0.05feet. Free product was not measured in well MW-4. At the end of the event, a total of 387 gallons of mixed groundwater and free product was recovered. During the event, a total of 0.106 pounds of free product was recovered in the form of vapor emissions (equivalent to 0.0188 gallons). On February 8, 2016, ATC conducted an AFVR event using monitoring wells MW-4 and MW-25. Prior to the start of the AFVR event, free product was measured in well MW-4 at a thickness of 0.02 feet and in well MW-25 at a thickness of 0.02 feet. At the end of the event, a total of 403 gallons of mixed groundwater and free product was recovered. During the event, a total of 2.458 pounds of free product was recovered in the form of vapor emissions (equivalent to 0.4374 gallons). Table 1 details the field data recorded and Table 2 summarizes the calculations of total emissions converted into gallons. Appendix A includes the Vacuum truck blower specs and the waste manifests of the fluids collected and disposed of by Eastern Environmental Management, LLC. It should be noted on October 26, 2015, at the request of NCDEQ, ATC personnel checked sump wells SW-3, SW-4, and SW-5 for the presence of free product. Each sump well was measured with an electronic oil/water interface probe. Free product was not measured in any of these wells. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Groundwater Levels Groundwater levels were measured during the recent groundwater sampling event performed on March 9, 2016. An oil/water interface probe was used to gauge depth-to-water and free product thickness, if encountered, from the top of each well casing. Depth to groundwater measurements ranged from4.93 feet below ground surface (bgs) to 5.61 feet bgs from the top of casing in monitoring wells MW-24 and MW-4, respectively. Free product was measured in well MW-25 at a thickness of 0.02 feet. Monitoring well construction details are summarized in Table 3 and groundwater elevation data from the March 2016 sampling event is included in Table 4. A groundwater elevation contour map is included as Figure 3. The contour map indicates that groundwater generally flows south across the site, which is consistent with historical measurements. It should be noted, at the request of NCDEQ, ATC attempted to locate monitoring well MW-10 during the October 26, 2015 AFVR event. It appears the parking lot has been paved with asphalt and the well could not be located, even with the use of a metal detector. 4.2 Free Product Free product was measured at 0.02 feet in well MW-25 during the March 2016 groundwater sampling event. Historic free product thickness data is summarized in Table 6. 4.3 Groundwater Quality Groundwater samples were collected from monitoring wells MW-1, MW-4, and MW-24 during the March 2016 groundwater sampling event. Monitoring well MW-25 could not be sampled as it contained free product and monitoring well MW-10 could not be located. A disposable polyethylene bailer was used to purge a minimum of three well volumes from the monitoring wells prior to sample collection. Samples were placed in laboratory supplied sample containers and shipped on ice via overnight courier to Con-test Analytical Laboratory (Contest) in East Longmeadow, Massachusetts. Groundwater samples were analyzed for volatile organic compounds by EPA Method 6200B. Laboratory analytical results did not detect dissolved target compound concentrations above respective Gross Contaminant Levels (GCLs) in the groundwater samples collected from monitoring wells MW-1, MW-4, and MW-24. Free product was measured in well MW-25 at a thickness of 0.02 feet. Analytical results for the monitoring well samples collected in March 2016 are summarized in Table 7. Historical groundwater analytical data are summarized in Table 8. A free product plume map is provided in Figure 4. A copy of the laboratory analytical report is included in Appendix B. Pantry #3213 – Active Remediation Monitoring Report March 16, 2016 NCDEQ Incident No. 7105 6 5.0 SUMMARY During this reporting period, ATC supervised four AFVR events and completed a groundwater sampling event. Based on the results of these activities, the following conclusions are made: · Approximately 862 gallons of free product and impacted groundwater were recovered during the three AFVR events. Based upon mass-removal calculations, approximately 0.71 gallons of VOC’s were removed as vapor; · Attempts to locate monitoring well MW-10 were not successful; · Free product was not measured in sump wells SW-3, SW-4, or SW-5; · Groundwater flow at the site is toward the south; · Measurable free product was detected in monitoring well MW-25 during the March 2016 groundwater sampling event; and, · Laboratory analytical results did not detect dissolved target compound concentrations above GCLs in the groundwater samples collected from monitoring wells MW-1, MW-4, and MW-24. Based on the groundwater analytical results, ATC recommends conducting monthly AFVR events to include wells MW-4, if free product is measured, and MW-25. Additionally, absorbent socks will be placed and maintained within these wells. Furthermore, ATC recommends continued semi-annual groundwater monitoring.
