Five tanks were used at the site to store petroleum product (Drawing 2). Two tanks were 10,000 capacity tanks (T-1 and T-4) and were used to store gasoline and diesel product. The tanks measured 32 feet long and eight feet in diameter. Two tanks were 8,000 capacity tanks (T-2 and T-3) and were used to store gasoline product. The tanks measured 25 feet long and eight feet in diameter. Tank 5 was a 4,000 capacity tank and was 24 feet long and five feet in diameter and previously used to store diesel. The tanks were fiberglass and in good condition and were removed on February 23 and 24, 2021. It is our understanding soil impact was identified in at the site as a result of an environmental investigation in 1993. The release was assigned UST Incident 10421. A no further action letter was issued in 2006 for the incident. 2.0 UST CLOSURE AND INTIAL ABATEMENT ACTIVITIES Prior to tank removal, a permit to remove the five tanks was obtained from the City of Raleigh. In addition, an UST 3 Notice of Intent form was sent to the NC UST Section in January 2021 (see Appendix A). On March 18, 2021, an UST 2 form was sent to the NC UST Section’s Permitting Branch via email. The bulk of the petroleum product was removed by others prior to between February 8 and 11, 2021. Between February 15, 2021 and February 17, 2021 steps were taken to remove the dispensers and lines associated with the tanks. After the petroleum product had been removed from the tanks by others, steps were taken to pressure wash the interior of the tanks and simultaneously inert the tanks on February 23, 2021. Subsequent to approval from the City of Raleigh Fire Marshall, the tank removal activities commenced on February 24, 2021. Oakes then began the removal of the 4,000 gallon kerosene and 10,000 gallon diesel USTs. The remaining USTs were then removed accordingly. Soils above and around the sides of the tanks were removed using a track-hoe. Limited petroleum odors were noted during the removal process. The excavation for the tanks measured approximately 60 feet long by 38 feet wide and 11 feet deep. Once the tanks, product lines and dispensers were removed, soil samples were collected from beneath the tank locations (Drawings 3). The samples for the USTs are as follows: S1-1, S1-2, S1-3, S1-4, S2-1, S2-2, S2-3, S3-1, S3-2, S3-3, S4-1, S4-2, S4-3, S4-4, S5-1, S5-2 and S5-3. The samples for the product lines are as follows: LS-1 thru LS-17. The samples for the dispensers are as follows: DS-1, DS-2, DS-3, DS-4, DS-5, DS-6 and DS-7. Soil samples were submitted to Cohesion for the analysis of TPH as diesel (DRO) and TPH GRO according to EPA Method 3550 and 5035 using the state approved Ultraviolet Fluorescent analytical technology. Phase I Limited Site Assessment April 9, 2021 70 West BP Site Page 2 Regarding the 41 closure samples collected for the USTs, product lines and dispensers, TPH concentrations were detected in six soil samples (DS-7, LS-2, S1-3, S5-1, S5-2 and S5-3) above the North Carolina UST Sections cleanup value of 50 milligrams per kilogram (mg/kg) for gas and/or 100 mg/kg for diesel. TPH as gas was identified at concentrations of 50.8 mg/kg (LS-2), 99.5 mg/kg (S1-3), 270 mg/kg (S5-1) and 193 mg/kg (S5-2). In addition, TPH as diesel was identified at concentrations of 114 mg/kg (DS-7), 307 mg/kg (S1-3), 2,314 mg/kg (S5-1), 471 mg/kg (S5-2) and 284 mg/kg (S5-3). Based on the presence of TPH as GRO and/or DRO in the above mentioned soil samples the submitted samples were analyzed according to approved analytical methods to determine concentrations of compounds which comprise gasoline and or diesel. In addition the samples were analyzed for the presence of volatile petroleum hydrocarbons (VPH) and/or extractable petroleum hydrocarbons (EPH). Soil sample LS-2 was analyzed for volatile organic compounds (VOCs) according to SW-846 Methods 8260 and VPH. Soil samples S1-3, S5-1 and S5-2 were analyzed for VOCs, semi VOCs (SVOCs) according to SW 846 Method 8270 and VPH/EPH. The remaining soil samples DS-7 and S5-3 were analyzed for SVOCs and EPH. Based on the analytical results no VOCs, SVOCs and/or VPH/EPH were detected at a concentration in excess of the Soil-to-Groundwater Maximum Soil Contaminant Concentration (MSCC), except the following. EPH compounds were detected above the soil-to-groundwater MSCCs in soil samples DS-7, S5-1 and S5-3, but were below the residential MSCCs. Based on the soil confirmation analytical results, Phase I Limited Site Assessment (LSA) activities have been performed at the site. The results of the Phase I LSA are presented below. 3 RECEPTOR SURVEY The following details the results of the receptor survey conducted in March and April 2021. A completed Risk Classification and Land Use Form is attached in Appendix A. 3.1 Water Supply Wells MSE personnel visited the site on March 31, 2021 to determine the location of water-supply wells within a 1,500-foot radius of the site. A visual survey was conducted by Mr. Evan Pollard to locate well houses and water meters. Letters were mailed to property owners within a 500-foot radius of the site and adjoining property owners (Appendix A). Based on the limited survey responses and site visit, MSE confirmed that no water-supply wells are located within 1,000 feet of the source area. 3.2 Public Water Supply City water supply is available to all residents and businesses in the area. Phase I Limited Site Assessment April 9, 2021 70 West BP Site Page 3 3.3 Surface Water According to the USGS topographic map of the site (Drawing 1), an unnamed creek is located northeast of the site and a large creek is located to the north and east. The closest surface water feature is located approximately 900 to 1,000 feet northeast of the site. 3.4 Wellhead Protection Areas According to the North Carolina Division of Public Health, Public Water Supply Section (Public Water Supply) website, there is one wellhead protection plans currently approved for Wake County in Rolesville, North Carolina and is not within 1,500 feet of the site. 3.5 Coastal Plain Physiographic Province According to the Geologic Map of North Carolina (1986), published by the North Carolina Department of Environment and Natural Resources, the site is not in the Coastal Plain Physiographic Province. 3.6 Subsurface Structures Underground utilities, including water, electrical, and product lines are present on the site. 3.7 Surrounding Land Use Nearby properties are used for commercial and residential purposes. MSE has prepared a map showing the adjacent parcels and their associated parcel numbers (Drawing 3). Table 1 summarizes the contact information for the owners of these adjacent parcels. 4 SITE GEOLOGY AND HYDROGEOLOGY Shallow soils consist of tan sandy silt to 30 feet below land surface (BLS). Hard rock was encountered from 30 feet BLS to 80 feet BLS during well installation activities. No water was present in the temporary monitoring well after an extended period of time. 5 SOIL AND GROUNDWATER INVESTIGATION 5.1 Soil Sampling Activities On March 25, 2021, an attempt to install a temporary well at the site was conducted. The boring was advanced to 30 feet using direct-push technology. At 30 feet rock was encountered and the boring could not be advanced further and water was not present after a period of time. To determine the concentrations of chemical specific compounds at monitoring well TW-1, two soil samples (TW-20 and TW-30) were collected from the boring at a depth of 20 and 30 feet BLS. The 10 foot depth samples were collected and analyzed at the time of the UST removal activities. The soil samples were placed in pre-labeled laboratory provided glassware, packed on ice, and transported under chain-of-custody protocol to Environmental Conservation Laboratories (ENCO), of Cary, North Carolina. Soil sample TW-20 collected from the TW-1 boring was analyzed for the presence of volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) according to MADEP method.
