GRI Project No. 5079 i EXECUTIVE SUMMARY The P & K Mart site is located at 1510 Goldsboro Street in Southern Pines, Wilson County, North Carolina. The property operates as a petroleum retail facility and convenience store. The site is covered by concrete and asphalt. One 12,000-gallon diesel and three 12,000-gallon gasoline USTs are in use at the site with thirteen associated gasoline dispenser islands. Please note that one 12,000-gallon diesel UST and one 12,000-gallon kerosene UST are in temporary closure. The surrounding properties are commercial, residential, office and public/institutional. In 1993, the site was occupied by Winoco #6-Wilson which reported a release (Incident 19233). The site was classified as low risk; and, in 2014, the incident was closed after a Notice of Residual Petroleum was filed for ground water. On October 29, 2018, a non-passing Line Tightness Test (Helium) was reported for a diesel dispenser and associated product line. Therefore, a site check was required by NCDEQ. On March 21, 2019, GRI conducted a site check in the area of the diesel dispenser and associated product line. Soil borings SB-1-3’ (located at the diesel dispenser) and SB-1-3’ (located along the product line) were advanced to approximately 3 feet below ground surface. Contaminant concentrations exceeded the applicable soil quality standards in the soil samples collected from the soil borings. On November 13, 2019, an updated receptor survey was conducted. No water supply wells were observed in 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties. No surface water bodies were identified within a 500-foot radius of the site. The site is not located in a wellhead protection area. On November 14, 2019, one monitoring well (GMW-1) was installed adjacent to the diesel dispenser. A Soil sample was collected from 5-feet bgs during the installation of GMW-1. The soil-to-water maximum contaminant concentrations specified in T15A NCAC 2L.0202 were below the concentrations of individual BTEX constituents, MTBE, C5-C8 aliphatics and C9-C10 aromatics reported in soil sample GMW-1 -5’. The Residential Soil Cleanup levels were below the concentration for C5-C8 aliphatics in soil sample GMW-1- 5’. On December 2, 2019, a ground water sample was collected from GMW-1. The Maximum Allowable Concentrations were below the concentrations of individual BTEX constituents, MTBE, naphthalene, isopropybenzene, n-propybenzene, 1,2,4-trimethylbnzene, TAA, TBA, 2,4-dimethylphenol, 1- methylnaphthalene, 2-methylnaphthalene, and phenol were reported in the ground water sample collected from MW-1. The Gross Contamination Levels (GCLs) were below the concentration for benzene in the ground water sample collected from GMW-1. Information about Release  In 1993, a release was reported at the site which was closed when a Notice of Residual Petroleum for ground water was filed in 2014.  A release was discovered on April 3, 2019.  An unknown amount of product was released to the subsurface from a non-passing helium test for the diesel dispenser and associated product piping.  One 12,000-gallon diesel and three 12,000-gallon gasoline USTs are in use at the site. Please note that one 12,000-gallon diesel UST and one 12,000-gallon kerosene UST are in temporary closure. (Table 2). Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The nearest residence is approximately 75 feet south of the source area. 10 What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? The Bread of Life Family Worship is located approximately 750 feet southeast of the source area. 11. What is the zoning status of properties in the surrounding area? The surrounding areas are GC-General Commercial, NMX-Neighborhood Mixed Use, GR6-General Residential Medium Density, and RMX- Residential Mixed Use. 12. Briefly characterize the use and activities of the land in the surrounding area. The area surrounding the site is primarily residential with few businesses. 2. RECEPTOR INFORMATION 1. Water Supply Wells: An updated receptor survey was conducted on November 14, 2019. No water supply wells were found in 1,500-foot radius of the site. No wells were identified within the site vicinity. A Site Location Map is provided as Figure 1 and a Site Vicinity Map showing property boundaries for the site and surrounding properties has been included as Figure 2. 2. Public Water Supplies: Are public water supplies available within 1,500 feet of the source area of the release? Explain: Municipal water is available to the site and the surrounding properties. Water lines run along the public streets in the area. Public water is supplied by Wilson County Water Department. 3. Surface Water: Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. No water surface bodies were identified within 500 feet of the site. 4. Wellhead Protection Areas: Identify all planned or approved wellhead protection areas in the vicinity of the source area. This information must be shown on the USGS topographic map. Wellhead protection areas are defined in 42 USC 300h-7(e). On December 19, 2019, GRI personnel accessed the website http://www.arcgis.com/apps/Viewer/index.html?appid=474002dcbc6f4945be0b771d229c9356 to identify wellhead protection areas in the vicinity of the subject site. The site is not located within a wellhead protection area. 5. Deep Aquifers in the Coastal Plain Physiographic Region: The site is located within the Coastal Plain Physiographic Region. The site is underlain by the Yorktown aquifer. The Yorktown confining unit is present in the vicinity of the site. 6. Subsurface Structures: No structures with basements were observed during the November 2019 receptor survey activities. Underground utilities are not likely to intersect the seasonal high-water table. 7. Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site are presented in Table 3. Property boundaries are shown on Figure 2. Property cards for the adjacent property owners are attached as Appendix A. 3. SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Coastal Plain Physiographic Province of North Carolina. The Coastal Plain is part of an extensive geologic province that roughly parallels the Atlantic Ocean and continues northward and southward through the neighboring states. The site is located within the Yorktown Formation which consists of fossiliferous clay with varying amounts of fine-grained sand, blush gray, shell material commonly concentrated in lenses; mainly in area north of Neuse River. The surficial aquifer at the site is the Yorktown aquifer. Soil encountered during the monitoring well installation activities was primarily fine sand and clay silt. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. SITE INVESTIGATION In 1993, the site was occupied by Winoco #6-Wilson which reported a release (Incident 19233). The site was classified as low risk; and, in 2014, the incident was closed after a Notice of Residual Petroleum (NRP) was filed for ground water. A copy of the NCDEQ Incident Report is included in Appendix B. On October 29, 2018, a non-passing Line Tightness Test (Helium) was reported for a diesel dispenser and associated product line. On March 21, 2018, GRI conducted a site check at the subject site. Soil borings SB-1-3’ located at the diesel dispenser and SB-1-3’ located along the product line were advanced to approximately 3 feet below ground surface (bgs). The Regulatory Action Levels (RALs) and/or soil-to- water Maximum Contaminant Concentrations (MCCs) were below the concentrations of GRO, benzene, toluene, ethylbenzene, xylenes and/or MTBE reported in soil samples SB-1-3’ and SB-2-3’. The residential Soil Contaminant Levels (SCLs) were below the concentrations of benzene for SB-1-3’. Based on these results, additional assessment was required. A copy of the Notice of Regulatory Requirement has been included in Appendix B. On November 14, 2019, one monitoring well (GMW-1) was installed by a North Carolina licensed well contractor in the former location of SB-1-3’. GMW-1 was installed to a total depth of 14 feet bgs and was completed with a 10-foot screen set to bracket the water table at the time of installation. The location of GMW-1 is shown on Figure 3. Well construction and gauging information is presented in Table 4. A copy of the well construction record has been included as Appendix C. On December 2, 2019, the depth to ground water in GMW-1 was 9.98 feet below the top of well casing. Gauging data from the December 2019 gauging event has been included in Table 4. Soil Sampling: On March 21, 2019, during Site Check activities, soil samples SB-1-3’ and SB-2-3’ were collected and submitted for laboratory analyses of gasoline-range Total Petroleum Hydrocarbons (TPH-GRO) by EPA Method 5030/8015C and BTEX by EPA Method 8260B. The applicable RAL and/or soil-to-water MCCs were below the concentrations of GRO, benzene, toluene, ethylbenzene xylenes and/or MTBE were reported in the soil samples collected from SB-1-3’ and SB-2-3’. The residential SCLs were below the concentrations of benzene for SB-1-3’. On November 14, 2019, a soil sample (GMW-1-5’) was collected at 5-feet during the installation of monitoring well GMW-1. The soil sample was submitted for analysis of volatile organic compound (VOCs) by EPA Method 8260B, semi-VOCs by EPA Method 8720B, and volatile and extractable petroleum hydrocarbons (VPH and EPH) by the MADEP methods. The soil-to-water MCCs were below the concentrations of individual BTEX constituents, MTBE, C5-C8 aliphatics, and C9-C10 aromatics reported in soil sample GMW-1-5’. A copy of the soil sampling data collected is shown below: 2. Ground Water Sampling: On December 2, 2019, GMW-1 was gauged, purged, and sampled. The collected ground water samples were submitted for analysis of VOCs by EPA Method 6200 + 5 oxygenates and semi-VOCs by EPA Method 625. The MACs were below the reported concentrations of individual BTEX constituents, MTBE, naphthalene, isopropybenzene, n-propybenzene, 1,2,4-trimethylbnzene, TAA, TBA, 2,4- dimethylphenol, 1-methylnaphthalene, 2-methylnaphthalene, and phenol in GMW-1. The benzene concentration was below the GCL. No free product was observed at the site. A Ground Water Quality Map has been included as Figure 5. A summary of the ground water analytical data has been included in Table 6. A copy of the laboratory report ground the December 2019 ground water sampling event has been included as Appendix D. Quality Control: The soil and ground water samples were immediately placed in laboratory-supplied containers after collection, which were then placed in iced coolers. A new disposable bailer was used to sample the monitoring well and new nitrile gloves were worn during soil and ground water sampling. CONCLUSIONS AND RECOMMENDATIONS  The site is an active convenience store and petroleum retail facility. Land use in the area consists of residential and commercial properties.  A previous release reported in 1993 (Incident 19233) was closed after an NRP for ground water was filed.  On November 14, 2019, an updated receptor survey was conducted. No water supply wells were located within a 1,500-foot radius of the site. Public water is available to the subject site and to all surrounding properties. No surface water body was identified within a 500-foot radius of the site. The site is not located within a wellhead protection area.  On November 14, 2019, GMW-1 was installed adjacent to the non-passing diesel dispenser.  A soil sample was collected at 5-feet bgs during the installation of GMW-1. The soil-to-water MCCs were below the concentrations of individual BTEX constituents, MTBE, C5-C8 aliphatics, and C9-C10 aromatics were reported in soil sample GMW-1-5’. The residential SCLs were below the concentrations for C5-C8 aliphatics in soil sample GMW-1-5’.  The MACs were below the reported concentrations of individual BTEX constituents, MTBE, naphthalene, isopropybenzene, n-propybenzene, 1,2,4-trimethylbnzene, TAA, TBA, 2,4- dimethylphenol, 1-methylnaphthalene, 2-methylnaphthalene, and phenol in GMW-1. The benzene concentration was below the GCL.  Based on this information, the site risk should be classified as intermediate and additional monitoring wells should be installed to define the extent of the GCL ground water contamination plume. 6. LIMITATIONS This report has been prepared for the exclusive use of P&K Mart LLC for specific application to the referenced site in Wilson County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
