HomeMy WebLinkAboutRA-7785_39880_CA_RPTS_20151222 EXECUTIVE SUMMARY Red Apple Market #5 is a former petroleum retail facility and convenience store located at 101 East Jefferson Street, in Jackson, Northampton County, North Carolina. The adjoining properties are commercial and municipal. Municipal water is available to the site and surrounding properties. In September 1992, a release was discovered underground storage tank (UST) removal activities conducted at the site. The release was assigned UST Incident Number 9329. On January 11, 2007, a Notice of Residual Petroleum (NRP) was filed on the deed of the subject property; and, on February 22, 2013, a Notice of No Further Action was issued. On November 24, 2015, one 4,000-gallon kerosene UST, one 6,000-gallon gasoline UST, one 10,000- gallon gasoline UST, associated dispensers, and product piping were removed from the site. Based on field observations, no over-excavation activities were conducted in the UST basin, dispensers, or product piping areas. Upon completion of UST extraction activities, confirmation soil samples were collected from the sidewalls of the excavation. No concentrations of requested method constituents that exceeded the soil-to-water Maximum Contaminant Concentrations were reported in the soil samples collected during the UST closure activities. Although ground water was encountered during UST removal, no ground water assessment was conducted because an NRP had been filed on the subject property deed in 2007. Based on these results, a release has not occurred from the UST system that was removed in November 2015. No further assessment is warranted for this site. TABLE OF CONTENTS A. Release Information Date Discovered: In September 1992, a release was discovered at the site during the removal of three (3) 4,000-gallon gasoline USTs and one (1) 1,000- gallon gasoline UST. Estimated Quantity of Release: Unknown Cause of Release: Leaking UST systems Source of Release: Leaking UST systems UST Size/Contents: On November 24, 2015, one 4,000-gallon kerosene UST, one 6,000- gallon gasoline UST, one 10,000-gallon gasoline UST, associated dispensers, and product piping were removed from the site. 3 C. SITE CHECK A site check was not part of the initial abatement activities. D. UST CLOSURE 1. Preparation for Closure: In October 2015, North East Oil Company, Inc. contracted GRI to coordinate and supervise the UST removal activities. GAS was responsible for the removal and proper disposal of the UST system. Prior to closure activities, GRI personnel notified the Northampton County building inspector, however, no permit was required prior to UST removal. A Notice of Intent: UST Permanent Closure or Change-in-Service (UST-3 Form) Form was submitted to the North Carolina Department of Environmental Quality (NCDEQ) Raleigh Regional office on October 12, 2015 and is included as Appendix A. A copy of the Site Investigation Report for Permanent Closure or Change-in-Service of UST Form (UST-2 Form) is included as Appendix B. A copy of the site specific health and safety plan is included as Appendix C. 2. Closure Procedure: On November 24, 2015, one 4,000-gallon kerosene, one 6,000-gallon gasoline and one 10,000-gallon gasoline USTs were uncovered using a track mounted excavator. The USTs were covered with approximately 3 foot of concrete and soil. Upon completion of properly purging the USTs of explosive vapors, the USTs were removed. The USTs were in good condition with no visible pitting or corrosion. The 10,000-gallon UST was approximately 8 feet in diameter by 26 feet 7 inches in length; the 6,000- gallon UST was approximately 8 feet in diameter by 16 feet in length. The 4,000-gallon UST was approximately 64 inches in diameter by 24 feet in length. Subsequent to removal, the USTs were transported off-site. A disposal manifest for the USTs is included in Appendix D. 3. Residual Material: No residual product or water was present in the USTs prior to closure. 4. Release Information: In September 1992, during UST closure, a release was discovered. The release was assigned Incident Number 9329 by NCDENR. On January 11, 2007, an NRP for ground water was filed on the deed of the subject property. On February 22, 2013, the NCDENR issued A Notice of No Further Action for the incident. 5. Soil Excavation Activities: Based on the observations and direction of GRI staff, no contaminated soil was removed from the site during the November 24, 2015 UST closure activities. The excavation boundaries are shown on Figure 2. 4 6. Site Investigation: Since ground water was encountered in the gasoline UST basin, soil samples CS-1 (7’) through CS-4 (7’) were collected along the sidewalls of the UST excavation at depths of approximately seven feet below ground surface. Soil samples CS-1 (7’), CS-3 (7’) and CS-4 (7’) were submitted for laboratory analyses of volatile organic compounds using EPA Method 8260B, semi-volatile organic compounds using EPA Method 8270 as well as VPH and EPH using the MADEP Methods. Soil sample CS-2 (7’) was submitted for analyses of EPA Method 8260 and MADEP Method VPH only. Soil sample SP-1 was collected from the soil stockpile and was submitted for analyses of TPH-GRO and TPH-DRO. All soil samples were collected using either a hand auger or directly from the bucket of the excavator. Soil sample locations have been included on Figure 3. E. FREE PRODUCT INVESTIGATION AND RECOVERY REPORT Free product was not encountered during the November 2015 UST closure activities. F. GROUND WATER INVESTIGATION Although ground water was encountered in the former UST basin, no ground water assessment was warranted because an NRP for ground water was recorded on the deed of the subject property in 2007. G. INITIAL RESPONSE AND ABATEMENT ACTION Initial Response Actions: On November 24, 2015, one 4,000-gallon kerosene UST, one 6,000-gallon gasoline UST, one 10,000- gallon gasoline UST, associated dispensers, and product piping were removed from the site. No residual product or water was present in the USTs prior to closure activities. Petroleum odor was not encountered in the excavation during UST closure activities. The excavation basin was backfilled to grade with clean fill material.  Source Control Actions: One 4,000-gallon kerosene UST, one 6,000-gallon gasoline UST, one 10,000-gallon gasoline UST, associated dispensers, and product piping were removed from the site on November 24, 2015.  Contaminant Migration Control Measures: The release was to the sub-surface; therefore no 5 contaminant migration control measures were necessary.  Measures Taken to Mitigate Fire/Safety Hazards: Prior to closure, the appropriate officials were notified (i.e. Fire Marshal). Free product was not encountered during closure activities. There do not appear to be any immediate fire or safety hazards present as a result of a release.  Measures Taken to Identify and Mitigate Pollution Hazards: The release was to the sub-surface; therefore, no migration control measures were necessary. 2. Initial Abatement Actions:  Contaminated Soil Storage/Treatment and/or Disposal: On November 24, 2015, GRI directed the soil excavation activities. Soil was excavated, loaded and transported to a permitted facility for disposal. H. EXCAVATION OF CONTAMINATED SOIL 1. Extent of Soil Contamination: Petroleum odor was not encountered in the UST basin during closure activities, therefore, excavation activities were limited to removal of the UST system. 2. Excavation Process: The excavation activities were conducted using a track-mounted excavator. GRI directed the equipment operators as to what excavate. 3. Sampling Description: All soil samples were collected directly from the bucket of the excavator by GRI personnel. Samples were collected with clean, disposable latex gloves, immediately placed in laboratory-supplied glassware and placed on ice. I. SOIL AND GROUND WATER SAMPLE RESULTS  Soil: Concentrations of TPH-GRO and TPH-DRO that exceeded the Regulatory Allowable Limits (RALs) were reported in the soil sample collected from stockpile sample SP-1. No concentrations of requested method constituents that exceeded the soil-to-water Maximum Soil Contaminant Concentrations (MCCs) were reported in CS-1 (7’) through CS-4 (7’). A summary of soil sample analytical results is presented as Table 3. A Soil Quality Map has been included as Figure 3. A copy of the laboratory report is included as Appendix E.  Ground Water: Ground water samples were not collected during the November 2015 UST closure activities. 6 J. SUMMARY AND CONCLUSIONS  One 4,000-gallon kerosene UST, one 6,000-gallon gasoline UST, one 10,000-gallon gasoline UST, associated dispensers, and product piping were removed from the site on November 24, 2015.  The site is located in a commercial and municipal area in the Town of Jackson, Northampton County. Municipal water is available to the site and surrounding properties.  Petroleum odor was not present in the UST basin; therefore, over excavation was not conducted.  Concentrations of TPH-GRO and TPH-DRO that exceeded the RALs were reported in the stockpile sample SP-1.  No concentrations of requested method constituents that exceeded the soil-to-water MCCs were reported in CS-1 (7’) through CS-4 (7’).  Although ground water was encountered in the former UST basin, no ground water assessment was warranted because an NRP for ground water was recorded on the deed of the subject property in 2007.  Based on these results, a release has not occurred from the UST system that was removed in November 2015. No further assessment is warranted for this site. K. LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Bertie County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
