(ATC), on behalf of Circle K Stores, Inc. (Circle K), is submitting this monitoring report for the Circle K Store #2723471 facility located at 4940 U.S. Highway 264 West, Wilson, Wilson County, North Carolina (Incident #33892). Currently, the site is an active convenience store and retail fuel outlet. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY The presence of petroleum-related impacts to soil, above Soil-to-Groundwater Maximum Contaminant Concentrations (STGW-MSCCs), were identified in soil samples SD-10 and SK-30. Soil sample SD-10 was collected near the gasoline dispenser islands and soil sample SK-30 was located near the kerosene product line. It should be noted petroleum-related impacts to soil were not identified above the applicable Residential MSCCs. Horizontally, the extent of impacted soil is in the vicinity of the gasoline dispenser area and the kerosene product line. Vertically, impacted soil extends to the water table. Historical soil analytical data along with a map depicting the locations of the soil samples are provided in Appendix A. Overall, free product has been identified in monitoring well MW-3 and the dissolved contaminant concentration of concern includes dissolved MTBE in monitoring well DW-1. This concentration exceeds the established ten times the 2B Surface Water Standard of 190 micrograms per liter (µg/L). As a consequence of the assessment activities conducted at the facility, the horizontal and vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined and are limited to the vicinity of monitoring well DW-1 and free product appears to be limited to the area of monitoring well MW-3. Based on the most current groundwater analytical data, it appears dissolved MTBE concentrations in monitoring well DW-1 have increased slightly since 2015. A geologic transect and geologic cross-sections with the March 2015 analytical data are included in Appendix B. Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 2 3.0 SITE HISTORY On February 17, 2009, the North Carolina Department of Environmental Quality (NCDEQ) conducted a compliance inspection at the facility. On February 18, 2009, NCDEQ issued a Notice of Violation (NOV) for the site as the premium gasoline underground storage tank (UST) was not in compliance with current NC UST regulations. In the NOV, the following violations were noted: premium UST did not have any spill protection, failure to report a suspected release, and failure to investigate a suspected release. In response to the NOV, ATC personnel initiated site check activities. As part of the site check activities, a soil boring (SB-1) was collected near the premium gasoline UST fill port. The soil analytical data did not detect total petroleum hydrocarbons (TPH) – gasoline range organics (GRO) above the established NCDEQ Action Level of 10 milligrams per kilogram (mg/kg). A Site Check Report was submitted to NCDEQ on July 9, 2009. In response to the findings presented in the Site Check Report, NCDEQ issued a Notice of Regulatory Requirements (NORR) on November 16, 2009, requesting a site check addendum. On January 20, 2010, ATC supervised the installation of monitoring well MW-1. Subsequently, a groundwater sample was collected from well MW-1. Groundwater analytical results of the groundwater sample collected from monitoring well MW-1 indicated dissolved target compound concentrations exceeding established 2L Standards. On September 8, 2010, based on the laboratory analytical results of the groundwater sample, NCDEQ issued a Notice of Regulatory Requirements (NORR) requesting a limited site check in the area of the diesel and kerosene UST systems. ATC advanced forty-seven soil borings at various locations around the site. Laboratory analytical results of the soil samples detected TPH-diesel range organics (DRO) above the established action level in several of the soil samples. A second monitoring well, MW-2, was installed at the site adjacent to the diesel dispensers. Laboratory analytical results of the groundwater sample collected from monitoring well MW-2 did not detect dissolved target compound concentrations above established 2L Standards. A receptor survey was completed during this time and two potable water supply wells Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 3 (one active and one inactive) were identified within 1,500 feet of the site. A Site Check and Receptor Survey Report was submitted to NCDEQ on January 3, 2011. During May 2011, The Pantry installed spill containment sumps at eight of the twelve gasoline dispenser islands. During these activities, petroleum staining and odor was detected in the soil. Between May and June 2011, as part of initial abatement activities, approximately 35.89 tons of petroleum-impacted soil was excavated from the site for off-site disposal. Laboratory analytical results of soil samples detected TPH-DRO and TPH-GRO above the action level for several of the soil samples. During February 2013, The Pantry conducted gasoline piping replacement at six of the gasoline dispensers located on the eastern portion of the property. During these activities, petroleum staining and odor was detected in the soil. As part of initial abatement activities, approximately 200 tons of petroleum-impacted soil was excavated from the site for off-site disposal. Laboratory analytical results of soil samples detected TPH-GRO and TPH-GRO above the action level for several of the soil samples. Based on the soil analytical results, a Phase I LSA was initiated. As part of LSA activities, three monitoring wells were installed and subsequently sampled. Free product was measured in monitoring well MW-3 at a thickness of 0.58 feet. Laboratory analytical results of the groundwater samples collected from the remaining wells detected dissolved target compound concentrations in exceedance of 2L Standards. ATC also conducted a receptor survey which identified one water supply well within 1,000 feet of the site. The well, PW-1, is located approximately 550 feet southwest of the site and is used for drinking purposes. Based on a “high risk” classification of the site, ATC recommended the completion of a Comprehensive Site Assessment (CSA). CSA activities were conducted at the site in February 2015. During CSA activities, six monitoring wells were advanced to delineate impacted groundwater at the site, a comprehensive sampling event was conducted, and slug testing was performed to determine aquifer characteristics. Based on laboratory analytical results, dissolved target compound concentrations Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 4 exceeding 2L Standards were observed in several monitoring wells. A CSA Report was submitted to NCDEQ on May 8, 2015. On August 3, 2015, NCDEQ issued a NORR for deficiencies noted in the CSA report: soil contaminated was not delineated using risk-based analytical parameters and the vertical delineation of petroleum-impacted groundwater above 2L Standards was not completed. An Initial Pre-Corrective Action Plan (CAP) Monitoring Report was submitted to NCDEQ on February 17, 2016. Since February 2016, Aggressive Fluid Vapor Recovery (AFVR) events have been performed on monitoring well MW-3 to address the presence of free product at the site and semi-annual groundwater sampling events have been performed. Biosocks have been installed and maintained in select wells to assist with natural attenuation activities. The site and surrounding area is classified by Wilson County as Business. Properties beyond the site are mainly gas stations, restaurants, and hotels. Adjacent property owner information is included as Table 2. Figure 3 presents a map depicting the surrounding area. During previous assessment activities, two water supply wells were identified within 1,500 feet of the subject facility. One water supply well, PW-1, is located approximately 550 feet southwest of the site and is used for potable purposes. The second water supply well is located 1,500 feet southwest of the site and is currently not in use. Water supply information is summarized in Table 3 and depicted on Figure 3. Public water supplies in the area are provided by the City of Wilson. The City of Wilson obtains its water from two sources, Contentnea Creek and Toisnot Reservoir. Contentnea Creek water is stored in Buckhorn Lake and the downstream Wiggins Mill Reservoir. The Toisnot Reservoir is supplied by the upgradient Lake Wilson. This report documents the installation and maintenance of Biosocks in select monitoring wells and a groundwater sampling event. Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 5 4.0 FREE PRODUCT RECOVERY Due to the lack of measurable free product within monitoring well MW-3, free product recovery activities were not conducted during this report period. 5.0 GROUNDWATER MONITORING 5.1 Geology and Hydrogeology According to the Geologic Map of North Carolina (1985), the site is located within the Coastal Plain Physiographic Region of North Carolina. More specifically, the site is underlain by the Yorktown Formation and Duplin Formation, undivided. The Yorktown Formation is characterized by fossiliferous clay with varying amounts of fine grained, bluish gray, shell material concentrated in lenses. The Duplin Formation is characterized by shelly, medium to coarse grained sand, sandy marl, and limestone and is also bluish gray. It appears the surficial aquifer extends to a depth of 20 feet below ground surface (bgs), the Yorktown aquifer extended approximately 20 to 40 feet bgs, and the Upper Cape Fear aquifer extends from 40 to 80 feet bgs. According to the Soil Survey of Wilson County, North Carolina, prepared by the United States Department of Agriculture Soil Conservation Service, the site lies within the Norfolk loamy sand complex, the Rains sandy loam complex, and the Tatus loam complex. The Norfolk loamy sand complex is classified by 2 to 6 percent slopes, well drained, moderately high to high capacity to transmit water, and originates from loamy marine deposits. The Rains sandy loam complex is classified by 0 to 2 percent slopes, poorly drained, moderately high to high capacity to transmit water, and originates from loamy marine deposits. Finally, the Tatum loam complex is classified by 2 to 6 percent slopes, well drained, very low to high capacity to transmit water, and originates from residuum of weathered metavolcanics and/or argillite. Groundwater movement in the upper portion of the surficial aquifer appears to flow in a northeastern direction across the site. Based on available groundwater data, it appears there is a slight vertical head difference between the shallow and deep monitoring well, which suggest that a vertical exchange of groundwater may occur between the upper and lower portions of the surficial aquifer. Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 6 As part of the CSA, ATC performed a slug test using monitoring wells MW-7, MW-9, and DW-1. Based on the slug test results, the average hydraulic conductivity at the site was calculated at approximately 0.8261 feet per day. 5.2 Biosock Installation and Maintenance On December 28, 2018 and March 5, 2019, ATC personnel installed and maintained Biosocks in monitoring wells MW-2, MW-3, and DW-1 to assist with natural attenuation activities. 5.3 Groundwater Elevations On March 5, 2019, ATC collected static water level measurements from monitoring wells MW-1, MW-2, MW-3, MW-5, MW-6, and DW-1. It should be noted free product was not measured in monitoring well MW-3 on this date. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 4. Current and historical groundwater elevation data are included in Table 5. A groundwater elevation contour map based on the March 2019 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater flow appears to be toward the north/northwest. Historical groundwater flow maps are provided in Appendix C. 5.4 Groundwater Analytical Results On March 5, 2019, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, MW-5, MW-6, and DW-1. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS North America (SGS) in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B including methyl tertiary-butyl ether (MTBE) and isopropyl ether (IPE). A summary of the recent groundwater analytical data is presented in Table 6 and a historical summary of groundwater analytical data is presented in Table 7. Select natural attenuation measurements are provided in Table 8. Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 7 The laboratory analytical results from the March 2019 sampling event did not indicate dissolved target compound concentrations in exceedance of established ten times the 2B Surface Water Standards for any of the monitoring wells sampled. Other dissolved target compound concentrations were detected above laboratory method detection limits (MDLs) in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3. MW-5, MW-6, and DW-1 however, these concentrations were below the established ten times the 2B Surface Water Standards. It should be noted some of the dissolved target compound concentrations were detected above established 2L Standards in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3, and DW-1. Dissolved contaminants of concern, exceeding 2L Standards, are included as Figure 5. It appears dissolved target compound concentrations in the groundwater samples from the monitoring wells being sampled are decreasing through time. During this report period, it appears dissolved benzene has decreased in monitoring wells MW-1, MW-2, MW-3, and DW-1. Also, it appears dissolved MTBE has decreased in monitoring well DW-1. A groundwater concentration trend plot for dissolved MTBE concentrations versus depth to water is included as Figure 6. A copy of the laboratory analytical report is included as Appendix D. 5.5 Water Supply Well Sampling On March 5, 2019, ATC personnel sampled the active water supply well (labeled PW-1) located at 4957 Raleigh Road Parkway. The approximate location of the water supply well is provided in Figure 3. Prior to the collection of the sample, a spigot located at the front of the residence was allowed to run for approximately 10 minutes. The sample was collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS in Scott, Louisiana, and submitted for chemical analysis by EPA Method 6200B. The laboratory analytical results did not detect target compound concentrations above the laboratory method detection limits (MDLs). Water supply well analytical data is included in Table 9. Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 8 6.0 MONITORING PLAN AND SCHEDULE ATC will continue to install and maintain Biosocks in monitoring wells MW-1, MW-2, MW-3, and DW-1 to assist with natural attenuation activities and continue semi-annual groundwater sampling events of select monitoring wells. The next semi-annual groundwater sample event will be scheduled for September 2019. 7.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Circle K Store #2723471 located in Wilson, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following:  Depth to groundwater measurements ranged from 3.85 feet to 7.25 feet below ground surface MW-3 and MW-6, respectively. Based on information obtained during the March 2019 sampling event, groundwater appears to flow across the site in a north/northwesterly direction;  Free phase product was not detected in monitoring well MW-3 during the report period;  Biosocks have been installed and maintained in monitoring wells MW-2, MW-3, and DW-1 to assist in natural attenuation activities;  Based on historical soil analytical data, it appears soil above Residential MSCCs is not present at the facility. Horizontally, the extent of impacted soil is in the vicinity of the gasoline dispenser area and the kerosene product line. Vertically, impacted soil extends to the water table;  Laboratory analytical results of a groundwater sample collected from water supply well PW-1 did not detect dissolved target compound concentrations above laboratory method detection limits;  The laboratory analytical results from the March 2019 sampling event did not indicate dissolved target compound concentrations in exceedance of established ten times the 2B Surface Water Standards;  Other dissolved target compound concentrations were detected at the site above 2L Standards but below ten times 2B Standards; and, Monitoring Report March 15, 2019 NCDEQ Incident No. 33892 Page 9  Based on the most recent groundwater analytical data, it is appears dissolved MTBE concentrations have decreased in monitoring well DW-1 and dissolved benzene concentrations have decreased in monitoring wells MW-1, MW-2, MW-3, and DW-1. Based on the groundwater analytical results, ATC recommends the continued installation and maintenance of Biosocks in monitoring wells MW-1, MW-2, MW-3, and DW-1 to assist with natural attenuation activities and continued semi-annual groundwater sampling events of select monitoring wells. The next semi-annual groundwater sample event will be scheduled for September 2019.
