Septemher 16, 2004 Incident# Y329 CES # 01-105 This report is prepared for Eastern Fuels, Inc .. to summarize an Aggressive Fluid Vapor Recovery (AFVR) event conducted at the Red Apple Market #5 Underground Storage Tank (UST) site. In Si..!ptcmber 1992. Coastal Environmental Services, Inc., (CES) conducted UST closure and assessment activities in conjunction with the removal of one 1000-gallon gasoline and three 4,000-gallon gasoline USTs. Soil in the immediate vicinity of tank was analyzed JOr total petroleum hydrocarbons (TPI-1) by methods 3550/5030. The contaminated soil was excavated vertically and horizontally until groundwater was encountered and laterally until TPH concentrations were below the laboratory detection limit. A new UST system was then installed (Appendix A). CES conducted a Phase I Groundwater Quality Assessment (August 1993) and a Phase II Clroundwatcr Quality Assessment (October 1994) at the subject facility. On Febmary 26, 2004 the NCDENR issued a Notice of Regulatory Requirements (NORR) to Eastern Fuels, Inc requesting a Phase II Limited Site Assessment (Phase II LSA). A Phase II LSA was submitted August 2004. Following review of the report. the NCDENR issued a NORR requesting the assessment, removal and cleanup of contaminated soil and free product. The following report addresses the assessment, removal and cleanup of free product prcfonned on September I, 2004. The Red Apple Market #5 has been dosed, the USTs have been pumped of contents and the site is currently for sale. 2.0 Field Activities The AFVR recovery set up included connection to monitoring well, MW-1 and observation data was collected from monitoring wells, MW-4 and MW-2. Light Non- Aqueous Phase Liquids (LNAPL) was detected in monitoring well, MW-1 with approximately 3.30 feet of the liquid during Limited Site Assessment activities. September 16. 20().J Incident II 9329 CES # 0/-105 personnel met at the site at approximately 8:00 am. Vacuum was applied to the product well, MW-1, while pressure gauges were applied to observation wells MW-2 and MW-4. A summary of the groundwater analytical data can be !(mnd within Table 1 and a summary of monitoring well data can be found within Table 2. The field data is included in Appendix A. Vacuum truck specifications arc presented in Appendix B. The well construction records arc provided in Appendix C. 2.1 Product Recovery Well Results Before recovery began. depth to product was measured to approximately 8.35 feet below land surface and depth to water was measured to approximately 9.20 below land surl~tce. After recovery had ceased, depth to water was measured to approximately 8.27 feet below land surface. Product was apparently not detected within the monitoring well after the recovery event. Truck vacuum gauge readings ranged from 22 to 27 inches of mercury. Stack velocity readings were measured using a pilot tube and stack emissions were measured !Or temperature and relative humidity. Temperature measurements ranged from 225 "F to 253 "F and relative humidity measurements ranged from 17% to 36.5%. Stack velocity readings remained a stable 50 feet per minute (ft/min) alter the initial reading of 450 ft./min. Total petroleum vapors (TPV) were measured using a GasTech detector calibrated with hexane concentration of 24% LEL (lower explosive limit) in air. The measurement ranged from 95 parts per million (ppm) to 100 ppm, although the TPV measurements averaged 95 ppm. !'axe 2 I I I I I I I I I I I I I I I I I I Aggressive Fluid Vapor Recrll'el}' Red Apple Markel #5 NC //11:1' !58 )achon. September 16, 200./ /ncide/11 # 9329 CES # 01-105 Water level measurements taken form the two observation wells during recovery remained consistent at 9.3 feet below land surface \Vithin monitoring well. MW-4 and 8.8 feet below land surface within monitoring well. MW-2. 3.0 AFVR Results The recovered Huids were first measured and then ofT loaded to the CES Engineering Waste Water Treatment Facility in Murfreesboro, North Carolina. The disposal manifest is included in Appendix D. Approximately 150 gallons of contaminated groundwater were recovered during the AFVR event. Calculations indicate approximately 21.99 pounds of petroleum vapors were emitted during the recovery event. The total cost of the event, including field supervision, AFVR costs (mobilization, well head hook up, max rate and waster water disposal), and free product level check was approximately $2,743.00. Assuming a gasoline density of 6.0 pounds per gallon, 21.99 pounds of petroleum vapors equate to approximately 3.67 gallons of gasoline in the form of vapor emissions. Approximately 3.67 gallons of gasoline in the form of vapor emissions were produced during the AFVR event. The cost of this event was approximately $747.82 per gallon of gasoline (vapors) recovered. Calculations arc presented in Appendix E. 4.0 Conclusions and Recommendations All monitoring wells should be monitored for free product. If free product is detected. another AfVR event should be scheduled. Page 3 I I I I I I I I I I I I I I I I I I I Aggressh·e Fluid Vapur Recm·ery Red Apple ,\1urket #5 NC //11:1' /58 Jackson ..
