(PPM) has completed Groundwater Monitoring (GWM) activities at the former Spur Station No. 1211 located at 708 South Goldsboro Street in Wilson, Wilson County, North Carolina. The purpose of the field activities was to obtain current groundwater quality data through the collection and analysis of groundwater samples. PPM was retained by Murphy Oil USA (Murphy) to conduct the GWM, which was conducted in accordance with North Carolina Department of Environment and Natural Resources (NCDENR) Monitoring Guidelines. This report provides a summary of previous investigations conducted at the site and presents analytical results, findings, and conclusions from the recent GWM activities. 2.0 BACKGROUND 2.1 SITE DESCRIPTION The Former Spur No. 1211 is located at 708 South Goldsboro Street in Wilson, Wilson County, North Carolina. The city of Wilson, North Carolina is located within the Neuse River Watershed Area. All area creeks, rivers, and streams are tributaries of the Neuse River. Geographically, the site is located at 35o 43’ 10” N and 77o 55’ 08” W. The site is located west of the intersection of South Goldsboro Street and Bank Street Southwest. The site is relatively flat and gently slopes to the east. The site is improved with an approximately 875 square foot building that is located on the west end of the property and operates as a snow cone stand/restaurant. A paved parking area extends from the store front to South Goldsboro Street. The area to the east of the paved parking area is the former underground storage tank (UST) pit and is a mostly grass and gravel covered area. The former USTs consisted of one 15,000-gallon UST and three 6,000-gallon USTs, all of which were closed by removal in 1991, with the exception of a 6,000 gallon UST that was closed in 1986. NCDENR has classified the site as Residential and ranked the facility as a low risk site. There are currently five active onsite groundwater monitoring wells, MW-3 through MW-6, and MW-8 (MW-1 and MW-2 have been abandoned). There are currently three offsite monitoring wells, MW-9, MW-10, and MW-11, located along the right-of-way of Banks Street (MW-9 and MW-10) and the right-of-way of South Goldsboro Street (MW-11). These features are shown in Figure 1, Site Map, in Appendix A. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 2 Vacant commercial land adjoins the property to the north and northwest. Commercial properties (Kingsmill Construction Company is located northeast of the site, while Petroleum Equipment Services is located east of the site across the intersection of South Goldsboro Street and Banks Street. Garris Evans Lumber Company is located south of the site and a self-serve carwash adjoins the site on the west. An intermittent stream extends from the northeast (under Banks Street) to the southwest, where it enters a tributary of Hominy Swamp, approximately 250 feet southwest of the site. To the west and northwest of the intermittent stream are vacant properties. These features are shown in Figure 2, Area Map, Appendix A. 2.2 SITE HISTORY On February 20, 1986 Murphy Oil registered one 15,000 gallon and two 6,000 gallon USTs in service and one 6,000 gallon UST permanently out of service. The UST pit was located on the northeast portion of the property. Operation of the station ceased on September 30, 1990, when the Lease & Franchise Agreement and Sales Agreement with the station owner was cancelled. Preliminary Site Assessment In January 1991, UTTS Environmental of Ayden, North Carolina, completed a soil assessment at the site, due to a suspected motor fuel release. Five soil samples were submitted for laboratory analysis of Total Petroleum Hydrocarbons (TPH) as kerosene. Two of the soil samples collected [BH-3 (8’-9’) and BH-4 (9’-10’)] exceeded the Risk Based Screening Level (RBSL) for TPH as kerosene. Bore hole BH-3 was located south of the UST pit and BH-4 was located in the center of the UST pit. UST Closure In June 1991, Sunbelt Environmental permanently closed by removal all four of the gasoline USTs, as well as, one 1,000 gallon kerosene tank and the dispensers. A total of thirteen soil samples were collected for laboratory analysis during the UST Closure and analyzed for Total TPH and Total benzene, toluene, ethylbenzene, and xylenes (BTEX). The highest total TPH was from soil sample 11 [534.0 milligrams per kilogram (mg/kg)], which was located in the center of the UST pit. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 3 Comprehensive Site Assessment (CSA) In December 1991, Hazclean Corporation advanced seven soil borings at the site. A total of 17 soil samples were collected from the seven borings for laboratory analysis. The highest TPH concentration was reported as 5,700 mg/kg of kerosene from the soil boring for MW-2. Six of these borings were converted to groundwater monitoring wells (MW-1 through MW-6), all installed to a depth of approximately 14.0 feet below ground surface (BGS). According to the Hazclean report, a deep well was attempted at a location for MW-7 in front of the store, but auger refusal and probable bedrock was encountered at a depth of about 18.0 feet BGS and this well was not installed. A total of six groundwater samples were collected from monitoring wells MW-1 through MW-2. Concentrations of benzene in groundwater exceeded the North Carolina Groundwater Quality Standard (GWQS) in the samples collected from MW-1 through MW-5. The sample collected from MW-2 also exceeded the North Carolina GWQS for concentrations of ethylbenzene in groundwater. Phase II Comprehensive Site Assessment In June 1992, Hazclean conducted a Phase II CSA at the site, based on the need for additional assessment. Four additional monitoring wells (MW-8 through MW-11) were installed at this time. A total of six soil samples, one creek water sample and five groundwater samples (MW-2 and MW-8 through MW-11) were collected for laboratory analysis. None of the soil samples collected exceeded the regulatory limits for TPH in soil. Groundwater samples were analyzed for BTEX, methyl tertiary butyl ether (MTBE), naphthalene, and total lead. Benzene concentrations in groundwater exceeded the GWQS in the samples collected from MW-2, MW-8, and MW-10. Concentrations of MTBE in groundwater exceeded the GWQS in the samples collected from MW-2, MW-8, and MW-11. Naphthalene concentrations in groundwater exceeded the GWQS in the sample collected from MW-8. Concentration of lead in groundwater exceeded the GWQS in the samples collected from MW-2, MW-8, MW-9, and MW-11. Groundwater Monitoring Event In July 1993, RUST Environmental & Infrastructure (RUST E&I) conducted a groundwater monitoring event and collected a composite soil sample from the UST pit. The TPH (gasoline) concentration in the composite soil sample was 31 mg/kg. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 4 Groundwater concentrations of benzene exceeded the GWQS in the samples collected from MW-1 through MW-8, MW-10, and MW-11. Concentrations of ethylbenzene in groundwater exceeded the GWQS in the samples collected from MW-2 through MW-5, MW-8, MW-10, and MW-11. Concentrations of MTBE in groundwater exceeded the GWQS in the samples collected from MW-1, MW-2, MW-8, and MW-10. Corrective Action Plan (CAP) In August 1993, RUST E&I conducted a Corrective Action Plan (CAP) that included an Air Sparge Pilot Test at the site. The test consisted of the installation of one air injection well, one vapor extraction well, and two pressure piezometers installed within the area of monitoring well MW-8. Monitoring well MW-8 was used to determine the efficiency of the air sparge test. The test was conducted in four phases: using a vacuum pump to extract vapors from the extraction well; injecting compressed air into the injection well and measuring the pressure at the piezometers; injecting air into the injection well and actively recovering vapors with a blower; and modifying a piezometer as the extraction well while injecting compressed air into the injection well. The results of the air sparge test were evaluated by collecting a groundwater sample from MW-8 and comparing the results to the results of the July 1993 Groundwater Monitoring Event. The groundwater results showed a 39 percent reduction of benzene concentrations, 58 percent reduction in toluene concentrations, 67 percent reduction of ethylbenzene concentrations, 68 percent reduction of xylene concentrations, and 7 percent reduction of MTBE concentrations. RUST E&I recommended Air Sparging as the remediation method for this site. Monitoring Well Abandonment (MWA)and Soil Removal In September 1993, RUST E&I performed a well abandonment of monitoring wells MW-1 and MW-2. The wells were abandoned to accommodate petroleum contaminated soil removal. Approximately 1,200 cubic yards of soil were removed from the site. A total of 10 soil samples were collected for laboratory analysis of TPH. Soil sample SS-7 (45 mg/kg) exceeded the state action level of 10 mg/kg for TPH gasoline. Soil sample SS-7 was located along the center south wall of the UST pit. Soil samples SS-1 (40 mg/kg), SS-3 (110 mg/kg), SS-5 (100 mg/kg), SS-6 (85 mg/kg), and SS-9 (230 mg/kg) all exceeded the state action level of 40 mg/kg for TPH kerosene. These soil samples are located on all surrounding walls of the UST pit. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 5 Groundwater Monitoring Event On January 29, 1996, RUST E&I completed a quarterly monitoring event. Groundwater samples were collected from MW4, MW-6, MW- 8, and MW-9 and analyzed for BTEX and MTBE. Benzene concentrations exceeded the regulatory limits set by the NCDENR in MW-4, MW-6, and MW-8. Ethylbenzene concentrations exceeded regulatory limits in MW-4 and MW-8. MTBE concentrations exceeded the regulatory limit in MW-8. NCDENR Site Ranking In 1996 the NCDENR ranked the site as 55E (Low Risk) and requested that all assessment activities cease. Limited Site Assessment (LSA) In June 2001 Murphy Oil retained PPM to resample the soil and groundwater at the site and determine if the site was eligible to be granted a No Further Action status. On July 24, 2001, PPM performed the LSA. Soil borings B-1 through B-5 were advanced on site. Free product was not encountered during the site investigation. Benzene, toluene, and total xylene concentrations were below quantification limits (BQL) in all soil samples collected. Alphatics C5-C8 and n-propylbenzene exceeded the MSCC of 72.0 parts per million (ppm) and 2.00 ppm in soil sample B-3 (140 ppm and 2.70 ppm, respectively). Benzene concentrations exceeded the GWQS of 1.00 parts per billion (ppb) in monitoring wells MW-3 (28.0 ppb), MW-5 (20.0 ppb), MW-6 (4.00 ppb), and MW-8 (3.00 ppb). Ethylbenzene concentrations exceeded the GWQS of 29.0 ppb in monitoring wells MW-5 (59.0 ppb), MW-8 (51.0 ppb), and MW-10 (55.0 ppb). Lead concentrations exceeded the GWQS of 15.0 ppb in monitoring wells MW-5 (19.0 ppb), MW-6 (226 ppb), MW-10 (54.6 ppb), and MW-11 (20.7 ppb). Aliphatics C5-C8 exceeded the GWQS of 400 ppb in monitoring wells MW-3 (2,500 ppb), MW-5 (3,100 ppb), MW-6 (1,400 ppb), MW-8 (2,600 ppb), and MW-10 (880 ppb). Aromatics C9-C10 exceeded the GWQS of 200 ppb in monitoring wells MW-3 (440 ppb), MW-5 (470 ppb), MW-6 (300 ppb), and MW-8 (600 ppb). Groundwater flow was toward the northwest at the time of the groundwater sampling. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 6 On September 22, 2003, the NCDENR issued a letter requesting that a Soil Assessment Report (SAR) be submitted. The NCDENR classified the site as Residential with a risk classification of Low. Soil Assessment Report (SAR) In November 2003, PPM conducted a SAR Investigation at the site. The investigation consisted of: the advancement of 10 soil borings to a total depth of 20 feet BGS, the collection of 10 soil samples for laboratory analysis; and the collection of one creek water sample for laboratory analysis. Soil sample results show the highest BTEX concentrations in boring B-6 (1.07 mg/kg) from 10’ to 15’ BGS. None of the soil samples collected exceeded any of the Maximum Soil Contamination Concentration (MSCC). The water sample from the intermittent creek was below detection limits (BDL) for all Chemicals of Concern (COC). 2.3 RISK CLASSIFICATION Part I – Groundwater/Surface Water/Vapor Impacts High Risk 1. Has the release contaminated any water supply well including any well used for non-drinking purposes? NO 2. Is a water supply well used for drinking water located within 1,000 feet of the source area of the release? NO 3. Is a water supply well not used for drinking water (e.g., irrigation, washing cars, industrial cooling water, filling swimming pools) located within 250 feet of the source area of the release? NO 4. Does groundwater within 500 feet of the source area of the release have the potential for future use (there is no other source of water supply other than the groundwater)? NO 5. Do vapors from the release pose a threat of explosion because of accumulation of the vapors in a confined space or pose any other serious threat to public health, public safety or the environment? Does the property contain a commercial (e.g., retail, warehouse, office/business space, etc.) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage, etc.) enterprise, an inactive commercial or industrial enterprise, or is the land undeveloped? YES Describe. The former store building on the site is currently a snow cone stand/restaurant. 4. Do children visit the property? YES Explain. It is very likely that children visit the snow cone stand/restaurant. Is access to the property reliably restricted consistent with its use (e.g., by fences, security personnel or both)? NO Explain. There is no restricted access to the site. 5. Do pavement, buildings, or other structures cap the contaminated soil? NO Describe. The former UST pit area is filled in with soil. If yes, what mechanisms are in place or can be put into place to ensure that the contaminated soil will remain capped in the foreseeable future? The former UST pit area can be covered with pavement. 6. What is the zoning status of the property? The Wilson, North Carolina Zoning Map (revised January 3, 2018), depicts the site as Light Industrial. 7. Is the use of the property likely to change in the next 20 years? NO Explain. The site is surrounded by commercial and industrial properties. Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 1. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The nearest primary residence is approximately 340 feet east-southeast of the source area (former UST pit). Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 9 2. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? The nearest place of public assembly is St. Rose Church of Christ, located approximately 450 feet southeast of the source area. 3. What is the zoning status of properties in the surrounding area? The Wilson, North Carolina Zoning Map (revised January 3, 2018), depicts the north adjacent property as Open Space; the northeast, east, and southeast adjacent properties as Industrial Mixed Use; and the south, southwest, and west adjacent properties as Light Industrial. 4. Briefly characterize the use and activities of the land in the surrounding area. The adjacent properties to the north, northeast, and south are industrial properties. The adjacent properties to the east, southeast, and west are commercial properties. Within a 500-foot radius of the site, there is one residence and one church both located east-southeast of the site. Residential subdivisions are located approximately 620 feet southeast, 1,200 feet south, and 960 feet southwest of the site. 3.0 FIELD ACTIVITIES 3.1 SENSITIVE RECEPTOR SURVEY PPM personnel performed a visual reconnaissance of the properties within an approximate 1,500-foot radius of the site to identify receptors potentially sensitive to a release of petroleum hydrocarbons. Receptors considered potentially sensitive included: • Migration pathways such as utilities, conduits, and backfilled trenches • Biological receptors such as fish, animals, and humans • Natural receptors such as streams, lakes, or other surface bodies of water • Man-made receptors such as water wells, basements, crawl spaces, and underground confined space areas. Underground utilities at the site include water and sewer lines, which extend from the northeast to the southwest within the right-of-way of South Goldsboro Street and from the northwest to the southeast within the right-of-way of Banks Street. Water and sewer connect to the former Spur No. 1211 building from the right-of-way of South Goldsboro Street to the center south portion of the store building. PPM did not identify any biological receptors that appear to be potentially exposed to the release. No areas of stressed vegetation were identified at the site. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 10 The site is located within the Neuse River Watershed Area. Although the Neuse River is located approximately 25 miles south of the site, all of the area creeks, rivers, and streams are tributaries to the Neuse River, which feeds into the Pamlico Sound. A storm drain is located approximately 400 feet northwest of the subject property and drains into an intermittent creek, which extends from the northeast parallel to the northwest property boundary (approximately 70 feet from the site) to Black Creek, which is located approximately 250 feet southwest of the site. A Railroad system is located approximately 20 feet north of the site. All of the features identified on the subject property and adjoining properties are shown in Figure 2, Site Map, Appendix A. No public supply wells or private wells were identified within a one-mile radius of the site. A water tower, used only for elevated storage of the public water supply, is located approximately 1,960 feet northeast of the site. 3.2 GROUNDWATER SAMPLING Groundwater sampling activities were conducted on December 7, 2017. Prior to sample collection, the depth to free product (if encountered) and groundwater was measured with an oil/water interface probe. Monitoring wells MW-4, MW-9, and MW-11 could not be located, therefore; groundwater samples were not collected from the wells during this event. Free product was not detected in any of the monitoring wells during the December 2017 sampling event. The depths to groundwater along with the top of casing elevations were used to calculate the groundwater elevation at the site and determine groundwater flow direction. Each monitoring well was sampled utilizing a peristaltic pump and new polyethylene tubing. During purging, water quality parameters were recorded. Purging was considered complete when either the water quality parameters stabilized or a maximum of one well volume of water was purged and samples were collected. After purging, groundwater samples were collected from monitoring wells MW-3, MW-5, MW-6, MW-8, and MW-10. Each sample was placed in clean, laboratory supplied bottle ware, preserved on ice, and delivered under proper chain-of-custody documentation to Pace Analytical Services, Inc. (Pace) of Huntersville, North Carolina for analysis of volatile organic compounds (VOC) and 1,2-Dibromoethane (EDB) per Environmental Protection Agency (EPA) Method 6200B. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 11 4.0 FINDINGS 4.1 GROUNDWATER ELEVATION A summary of the current and historical groundwater elevation data is provided in Table 1, Summary of Groundwater Elevation Survey Data, Appendix B. Groundwater elevations and flow direction are shown in Figure 3, Groundwater Elevation Contour Map (December 7, 2017), Appendix A. Based on the groundwater elevation data collected during the December 7, 2017 sampling event, groundwater is flowing to the northwest with a hydraulic gradient of 0.065 between MW-5 and MW-8. 4.2 ANALYTICAL RESULTS None of the groundwater samples collected on December 7, 2017 had reported COC concentrations that exceeded their respective Gross Contamination Levels (GCL). The Petroleum Concentrations in Groundwater (December 7, 2017) are shown in Figure 4, Appendix A. Benzene in groundwater exceeded the GWQS of 1.00 micrograms per liter (µg/L) in the samples collected from monitoring wells MW-6 (1.70 µg/L) and MW-8 (1.90 µg/L). The benzene concentrations from this event are provided in Figure 5, Benzene Concentrations in Groundwater (December 7, 2017), Appendix A. Lead in groundwater exceeded the GWQS of 15 ppb in the samples collected from MW-3 (71 ppb), MW-5 (103 ppb), MW-6 (664 ppb), MW-8 (84.8 ppb), and MW-10 (485 ppb). Aliphatics C5-C8 concentrations in groundwater exceeded the GWQS of 400 ppb in the samples collected from MW-3 (759 ppb), MW-5 (575 ppb), MW-6 (545 ppb), and MW-8 (1,020 ppb). These results are provided in Figure 6, Aliphatics C5-C8 Concentrations in Groundwater (December 7, 2017), Appendix A. Aromatics C9-C10 concentrations in groundwater exceeded the GWQS of 200 ppb in the samples collected from MW-6 (228 ppb) and MW-8 (317 ppb). These results are provided in Figure 7, Aromatics C9-C10 Concentrations in Groundwater (December 7, 2017), Appendix A. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 12 Groundwater analytical results from this and previous groundwater monitoring events are summarized in Table 2, Summary of Groundwater Analytical Data, Appendix B. Laboratory reports for the groundwater sampling event are included in Appendix C, Groundwater Analytical Report. 5.0 CONCLUSIONS Based upon the findings of this GWM event, the following conclusions are presented: • Based on the updated zoning and Risk Characterization of the site, the site is located in a mixed/light Industrial area. • Free product was not observed during the December 2017 groundwater monitoring event. The groundwater flow direction was to the northwest based on the groundwater elevation data collected on December 7, 2017. • On-site monitoring well MW-4 and off-site monitoring wells MW-9 and MW-11 could not be located during this event. • Concentrations of benzene in groundwater exceeded the GWQS in MW-6 and MW-8. • Concentrations of lead in the groundwater exceeded the GWQS in MW-3, MW-5, MW-6, MW-8, and MW-10. • Concentrations of aliphatics C5-C8 in groundwater exceeded the GWQS in MW-3, MW-5, MW-6, and MW-8. • Aromatics C9-C10 concentrations in groundwater exceeded the GWQS in MW-6 and MW-8. • The areas of highest impact appear to be in the areas of MW-6 and MW-8, based on the December 2017 analytical data. Monitoring well MW-6 is located in the south corner of the site and MW-8 is located along the center west property boundary. • Off-site monitoring well MW-10 only exceeded for concentrations of lead in groundwater, which could be due to high turbidity in the sample. Former Spur No. 1211 Groundwater Monitoring Report January 23, 2018 13 6.0 RECOMMENDATIONS PPM recommends that the site be re-classified as a Commercial property, based on the current risk classification survey and the fact the site is used solely for commercial purposes and all adjoining properties are either used for commercial or are vacant properties. PPM also recommends that the monitoring wells be abandoned and the site given an unconditional No Further Action (NFA), based on the current groundwater analytical results.
