(Best) is pleased to provide this Initial Abatement Report for the spill site located at I-40 East Exit 154 in Statesville, North Carolina (see Figure 1). The purpose of the assessment was to confirm that soil containing diesel fuel and motor oil exceeding the state action limits had been removed from the site. 1 Introduction The spill occurred on February 18, 2023, when an east bound tractor trailer ran off the right side of the highway and struck a guardrail. The accident released an undetermined amount of diesel fuel and approximately 12 gallons of motor oil. The diesel fuel and motor oil pooled in a drainage ditch on the shoulder of the ramp. Absorbent materials were used at the time of the accident to recover as much of the diesel fuel and motor oil as possible and prevent the spilled petroleum products from flowing into a catch basin. 2 Soil Excavation On February 23, 2023, Best monitored the excavation of the diesel fuel and motor oil contaminated soil performed by Ultimate Environmental of Mount Airy, North Carolina (Ultimate). Ultimate removed the impacted soil using a skid steer and track hoe then loaded the soil onto dump trucks. During the excavation, soil samples were inspected for evidence of contamination. The excavation was terminated when it appeared that all
