Introduction This report has been prepared on behalf of Products (SE) Pipe Line Corporation (PPL) and presents groundwater monitoring results for PPL’s Salisbury Pump Station facility (Site) located in Salisbury, North Carolina. The groundwater monitoring program was implemented in accordance with the Corrective Action Plan (CAP), prepared by URS Corporation-North Carolina (URS, December 2006), for the Site. Groundwater monitoring was conducted at the Site on April 13-14, 2021 and this sampling event was the 29th sampling event performed post-CAP submittal. This report summarizes the field activities conducted at the Site and the groundwater monitoring results. 1.1 Site Location The Site is located at 1615 Jake Alexander Boulevard West in Salisbury, Rowan County, North Carolina. The Site operates as a petroleum pump station and is located immediately west of Jake Alexander Boulevard. Portions of the Rowan Mills and Salisbury USGS topographic maps (showing the Site and surrounding areas) are provided as Figure 1. A Site map is provided as Figure 2. Site features include a control room building, storage building/garage, sump tanks, booster pumps, ancillary piping and valves, a 14-inch fuel pipeline, a 26-inch gasoline pipeline, both currently in service, and a 10-inch pipeline that was taken out of service in 1974 that currently houses fiber optic lines along with inactive shipper pipelines to the former Exxon and Shell petroleum terminals. The Site buildings and process equipment are surrounded by a chain link fence and locking gate. Properties immediately adjacent to the Site include a radio station and transmission towers to the south, wooded area and pipeline right-or-way to the west, Food Lion corporate offices and warehouse to the north-northwest (a portion of which included the razed former Exxon petroleum terminal, North Carolina Department of Environmental Quality (NCDEQ) Incident Number 8391), a former auto service garage to the north, and commercial/retail buildings to the east of Jake Alexander Boulevard. The properties within 1,500 feet of the Site are commercial or light industrial. Local topography consists of gently rolling hills with elevations ranging from approximately 650 to 750 feet above mean sea level (ft amsl). Surface water drainage at the Site is to the southeast toward Draft Branch Creek (a tributary of Grants Creek) which is located approximately 2,500 feet south of the PPL property. Regional surface water flow is to the northeast. One water supply well is located within 1,500 of the Site. In a letter dated January 13, 2016, NCDEQ approved to remove this well from the sampling program. Currently, no high or intermediate risk criteria apply; therefore, a low risk classification is warranted, and confirmed in NCDEQ’s email correspondence dated March 20, 2017. 1.2 Site History In early August 2003, petroleum-impacted soil was discovered while performing maintenance activities near the Sump Tank Area in the western portion of the fenced facility. On August 19, 2003, PPL personnel advanced five hand auger soil borings to depths ranging from one to five feet below ground surface (ft bgs) near the sump tank area. Petroleum odors were present in two soil borings and a sheen of light non- aqueous phase liquid hydrocarbons (LNAPL) was observed on the groundwater surface in three of the borings. Based on the field studies performed after identification of soil/groundwater impacts, culminating with the submittal of the Comprehensive Site Assessment (URS Corporation, April 2005), the key findings regarding impacts at the Site at the time were:  The groundwater flow direction at the Site was predominantly to the southeast. 2021 Annual Groundwater Monitoring Report July 2021 AECOM1-2  The evaluation of slug test results from MW-3, MW-9, and MW-17 showed hydraulic conductivity (k) values ranging from 0.16 feet per day (ft/day) to 0.38 ft/day, transmissivity ranging from 1.12 ft²/day to 2.66 ft²/day, and groundwater seepage velocity ranging from 0.02 ft/day to 0.04 ft/day.  Petroleum-impacted groundwater was detected in the uppermost hydrogeologic unit beneath the Site. Groundwater sampling results from the monitoring wells showed that benzene, ethylbenzene, naphthalene, and isopropyl ether (IPE) are present in concentrations above the North Carolina Administrative Code Title 15A, Subchapter 2L Groundwater Standards (2L Standards).  Two separate petroleum hydrocarbon groundwater plumes were identified beneath the PPL facility. One plume, coming from the north, is associated with the former Exxon Terminal facility located adjacent to the northwest property boundary of the Site. The second plume is in the vicinity of the sump tank area in the western portion of the Site. The two plumes are differentiated by the presence of IPE and naphthalene, respectively.  The extent of groundwater impact, associated with the sump tank area, was defined horizontally and vertically and is confined to the PPL property. 2021 Annual Groundwater Monitoring Report July 2021 AECOM2-1 2. Field Activities The field activities conducted at the Site during the monitoring period included collection of groundwater elevation measurements and sampling of select monitoring wells. 2.1 Groundwater Gauging Depth-to-groundwater measurements were collected from each monitoring well prior to sampling on April 13, 2021. The groundwater-level measurements were collected with a Heron oil-water interface probe. The groundwater-level measurements were then converted to groundwater elevations using survey data. Groundwater flow direction and hydraulic gradients are discussed in Section 3.1. Monitoring well construction details are presented in Table 1. The monitoring wells were found to be in good shape with no repairs needed at this time. 2.2 Groundwater Sampling Procedures Groundwater sampling activities were performed at the Site on April 14, 2021. Hydrasleeve™ samplers were deployed on April 13, 2021 in select monitoring wells. Groundwater samples were collected via Hydrasleeve™ samplers on April 14, 2021 for laboratory analysis from select monitoring wells. Approval for the use of Hydrasleeve™ samplers was granted by NCDEQ in an April 29, 2014 correspondence. Groundwater samples were collected in laboratory-supplied containers and were immediately placed in a cooler and stored on ice with a trip blank. A completed chain-of-custody record was provided with each sample cooler in order to maintain a record of all personnel who had control of the samples. Samples collected in the field remained in the presence of a project representative until shipment via overnight courier to Eurofins TestAmerica in Pensacola, Florida. The groundwater samples were analyzed for benzene, toluene, ethylbenzene, total xylenes (BTEX), isopropyl ether (IPE), and naphthalene by United States Environmental Protection Agency (USEPA) Method 8260D. Subsequent to groundwater sample collection, groundwater parameters (including temperature, pH, specific conductance, dissolved oxygen, and oxidation reduction potential) were measured in-situ using a Yellow Springs Instrument (YSI) Pro-Plus water quality meter. The interface probe and water quality meter were properly decontaminated prior to use in each monitoring well. Site personnel wore new nitrile gloves, changed between each well, for sample collection. 2021 Annual Groundwater Monitoring Report July 2021 AECOM3-1 3. Groundwater Monitoring Results 3.1 Groundwater Flow Direction and Gradient Groundwater-level measurement data was collected on April 13, 2021 from each Site monitoring well. The depth-to-groundwater measurements and the converted groundwater elevations are both listed in Table 2. LNAPL was not detected during the April 2021 gauging event. Groundwater elevations ranged from 685.52 ft amsl in MW-19 to 692.44 ft amsl in MW-1. The groundwater elevation data was used to construct a groundwater contour map for the April 2021 event as shown on Figure 3. Based on the information presented in Figure 3,groundwater flow is to the southeast, which is generally consistent with land surface topography (Figure 1). The horizontal hydraulic gradient between monitoring wells MW-2 and MW-18 during the April 2021 groundwater monitoring event is approximately 0.015 ft/ft. The groundwater flow direction and horizontal hydraulic gradient are consistent with historical data. 3.2 Groundwater Field Parameters On April 14, 2021, pH, specific conductance, temperature, dissolved oxygen, and oxidation reduction potential were measured in-situ with a water quality meter. These groundwater quality parameters are presented in Table 3. 3.3 Groundwater Analytical Results The laboratory results from the April 2021 groundwater samples were compared to the 2L Standards and are summarized on Table 4. Benzene exceeded the 2L Standard in one monitoring well (MW-15) at 270 micrograms per liter (µg/L). No other COCs were detected above the applicable 2L Standard. Groundwater analytical results for April 2021 are shown on Figure 4. The constituent concentrations of the April 2021 data are generally within the recent historical ranges of each monitoring well. Site monitoring well concentrations exhibit a decreasing or a constant trend. The associated laboratory analytical report is provided in Appendix A. Groundwater impacts are defined horizontally and vertically and are confined to the Site. 3.4 Data Quality Assurance / Quality Control AECOM validated analytical results associated with the April 2021 groundwater monitoring event at the Site. The data review process was modeled after the USEPA Contract Laboratory Program National Functional Guidelines for Superfund Organic Methods Data Review (EPA, June 2008) with changes and allowances made to conform to analytical methodology and based on available information in the laboratory report. Qualitative and quantitative limitations associated with the analytical results were determined based on the results of specific quality control criteria. An evaluation of accuracy was determined from the review of spike recoveries. Analytical data representativeness and comparability were evaluated from the review of blank results (laboratory and trip blanks), and sample preservation, storage, and holding time compliance. Sensitivity was evaluated by comparing reported detection limits to project-specific reporting limit objectives. The completeness check of the laboratory deliverable verified that results for all target analytes were reported by the laboratory. All sample concentrations that are less than the reporting limit, but greater than the method detection limit are estimated. Qualified data are valid and usable for their intended purpose. In performing the data validation, AECOM assumed that the data reported by the laboratory are complete, compliant, and an accurate representation of the raw data. Criteria for acceptability of data were based upon available Site information, analytical method requirements, guidance documents, and professional judgment. 2021 Annual Groundwater Monitoring Report July 2021 AECOM4-1 4. Conclusions Based on the data obtained from the groundwater sampling event in April 2021, the following conclusions have been made:  LNAPL was not detected in any Site monitoring well.  Groundwater flow is generally toward the southeast at a gradient of 0.015 ft/ft, consistent with previous monitoring events.  The analytical results from the April 2021 monitoring event are generally within the recent historical ranges for each monitoring well and exhibit decreasing or constant trends.  Monitoring well MW-15 exceeded the 2L Standard for benzene (270 µg/L). No other 2L exceedances were reported.  Groundwater impacts are defined horizontally and vertically and have been limited to PPL’s property since work started at the Site in 2004. Unless NCDEQ disagrees, for the reasons outlined above AECOM intends to move forward with Site closure via deed restriction.
