Cedar Rock Environmental, P.C. (Cedar Rock) is pleased to submit this report describing activities and
results for the in-place abandonment of the onsite UST located at 640 Stirewalt Road in China Grove, North
Carolina. The UST abandonment was performed on August 19, 2022. Included in this report are project
documents consisting of a disposal manifest and photographic documentation. This report should be kept
with other documents pertaining to the residential property.
Soil contamination was detected beneath the UST during a site inspection performed on July 11, 2022. The
release was reported to the Department of Environmental Quality (DEQ) using a UST-61 form on July 14,
2022. Cedar Rock collected a water sample from the onsite water supply well on August 3, 2022. The
results of the laboratory analyses of this water sample detected no groundwater contamination exceeding
any applicable standards. A copy of the laboratory results is included in Appendix A. Based on these
results, the State will allow closure of the release incident with a “Low Risk” land use classification.
Although the State no longer requires further assessment of the contamination, the State does require the
filing of a Notice of Residual Petroleum (NRP) prior to conveying the property to another party. The NRP
includes land use restrictions prohibiting any disturbance of site soils within a specified radius of the
estimated extent of soil contamination and prohibits the installation of any new or replacement water supply
wells on the property without prior written approval from the State. Cedar Rock is in the process of filing
the NRP. The DEQ will issue a Conditional Notice of No Further Action (NFA) letter within the next few
days. Upon receipt of proof that the local officials and adjacent property owners have been notified of the
release by receiving a copy of the Conditional NFA letter, and that the NRP has been filed, the DEQ will
reissue the NFA letter with no conditions to officially close out the petroleum release incident.

1.0 INTRODUCTION
Cedar Rock Environmental, P.C. (Cedar Rock) was contacted by Mr. William Wyatt of China
Grove, North Carolina to abandon in-place an underground storage tank (UST) located at 640
Stirewalt Road in China Grove, North Carolina. The UST was first inspected on July 11, 2022.
An inactive UST was observed to be located as shown in the Site Map. Both the fill and vent pipes
of the UST were observed to be intact with the vent pipe being angled over to against the
foundation wall. The depth to the top of the UST is approximately 13 inches below land surface
(bls) on the western end and 25 inches bls on the eastern end. The UST has a length of about 92
inches with a diameter of approximately 41.25 inches and a capacity of about 560 gallons. The
UST was measured to contain approximately 60 gallons of fluid. White flagging was installed to
mark the ends of the UST (see Photo 1). No other USTs on the property were discovered using a
metal detector to survey along the outside perimeter of the house where USTs would usually be
located. Two copper fuel delivery/return lines were observed in the basement extending about 4
feet up the wall where they were cut and crimped. No petroleum odors or stains were observed in
the basement.
Once the orientation of the UST was determined, a soil boring was performed at the western end
of the tank using a 3.25-inch diameter stainless steel hand auger. The boring was advanced to a
depth of approximately 5.5 feet bls, about 1.8 feet below the bottom of the UST. A strong
petroleum odor and local discoloration was observed in the soils from a depth of approximately
4.5 to 5.5 feet bls suggesting significant leakage from the UST has occurred. The native soils
underlying the tank consist of an orange-brown micaceous sandy silt.
The property is currently serviced by an active water supply well located 147 feet south and cross
gradient of the UST. Because this well is located within 150 feet of the petroleum release, the
property would be initially classified as “High Risk” by the State. No other water supply wells
were observed within 150 feet of the release.
2.0 PROJECT
DEQ agreed that if a water sample collected from the onsite well detected no petroleum
compounds, the risk classification for the property would be downgraded to “Low Risk”, allowing
for the abandonment of the UST. Cedar Rock collected a water sample from the onsite water
supply well on August 3, 2022 and submitted the sample for laboratory analyses using EPA
Methods 625 BNA, 602 + xylenes, and MADEP methods VPH and EPH. The results of the
laboratory analyses of this water sample detected no groundwater contamination exceeding any
applicable standards. A copy of the laboratory results is included in Appendix A. Based on these
results, the State should allow closure of the release incident with a “Low Risk” land use
classification.
The in-place abandonment of the UST was performed on August 19, 2022. The abandonment
consisted of the hand excavation of the soils overlying the western end of the UST to expose the
topside of the tank. A hole approximately 1.5 feet in diameter was then cut on the top of the UST
to allow for removal of the tank contents, cleaning and visual inspection of the UST interior, and
subsequent filling. The tank was pressure washed to remove all residual petroleum sludge.

Residual oil in the fuel lines was also removed by vacuum. The fuel lines were removed from the
basement area. Approximately 90 gallons of fluid and sludge (including rinsate) were removed
from the UST. The fluid disposal manifest for the tank contents is included in Appendix B.
After the interior of the UST was cleaned, the tank was then entirely filled with an excavatable
flowable fill cement slurry. Once filled, the exposed portion of the UST was then covered with
site soils (see Appendix C - Photographic Documentation).
