Information about Release  Date Discovered: May 6, 2002 Estimated Quantity of Release: Unknown Cause of Release: Unknown Source of Release (Dispenser/Piping/UST): Unknown Sizes and contents of UST system(s) from which the release occurred: Former USTs Removed Semi-Annual Sampling Report ii 11/2/2022 Executive Summary 1) The former Hot Spot #6006 site is a rebranded, active, retail gasoline station and convenience store near Salisbury, North Carolina. The site is surrounded by a mixture of residential and commercial properties. A site map is included as Figure 2, Section J. An AS/SVE system at the site had to be taken offline as it had “outlived” the manufacture’s intended lifespan. In prior correspondence the RP has requested that the antiquated AS/SVE infrastructure be removed from the site and NCDEQ representatives concurred. The demobilization of the former remediation system is completed. 2) Pursuant to the current Task Authorization only a select grouping of monitoring wells associated with the subject site were included in the sampling protocol during this scope of work. Samples were collected on October 17, 2022. 3) No free product has been detected at the subject site in 16 years. 4) MW-18 has been damaged below grade by horizontal boring for new utilities in the area. 5) DMW-2R was sampled in lieu of DMW-2A. 6) Comparison of the current sampling event to prior analytical data for the site suggests that overall contaminant trends appear stable spatially and in mass. 7) Sampling for Natural Attenuation parameters was suspended as no definitive indication supporting natural attenuation was observed from evaluating the data. Current and historical field measurements for dissolved oxygen indicate that aerobic degradation may be occurring along the perimeter of the contaminant plume. 8) The overall reduction of the plume’s mass is most likely due to the removal of residual LNAPL from the unsaturated and smear zones. The Soil Vapor Extraction (SVE) system at the subject site operated on a near continuous basis for an extended amount of time and appears to have been successful in stripping petroleum constituents from the vadose zone in the former source area(s). 9) Though there are potential receptors in somewhat close proximity to the plume, none are deemed to be in imminent risk given the site-specific data. Site History and Characterization The Former Hot Spot #6006 site is located at 5710 South Main Street, Salisbury, North Carolina (Figure 1, Section J). The site is a rebranded, active retail gasoline station and convenience store. The site is bordered by Main Street to the west, commercial properties to the north and south, and the North Carolina Rail Commission tracks to the east. A site map is included as Figure 2, Section J. Site-specific stratigraphy generally consists of silty clays. Bedrock was not encountered during the drilling activities. Based on groundwater measurements taken relative to top of casing (TOC), depth to groundwater on site varies little and the site appears to straddle a topographic high (Table B-9, Section K). The Groundwater Contour Map (Figure 4, Section J) indicates that groundwater flow at the subject site is generally to the east. An Air Sparge (AS) and Soil Vapor Extraction (SVE) system was installed between May and June 2007 and the SVE system was operated briefly between July 16 and July 31, 2007, by the previous environmental consultant. On July 30, 2015, during a scheduled O&M visit, the power pole onsite was leaning severely and was deemed to be a safety hazard. Technicians from Duke Energy shut off power to the leaning pole as a safety precaution. On November 18 and 19, 2015, during a scheduled sampling event, the power pole had completely failed and was lying on the ground. Technicians from Duke Energy dismantled the power lines and took possession of the power meter. The use of an SVE/AS system was discontinued at this time. The closest receptor is the decommissioned water supply well, SW-1, located at the site. The closest operational water supply well, down gradient SW-28, is approximately 850 ft away to the south-southeast. Municipal water is available in this area. The contaminant plume is showing signs of reduction in terms of mass and appears to have stabilized spatially. E. Current Site Assessment and Groundwater Sampling Event On October 17, 2022, prior to the sampling event, the select grouping of monitoring wells listed on the Task Authorization #43 were gauged with an oil/water interface probe to determine depth to groundwater measurements and the presence or absence of free product. MW-18 has been damaged below grade by horizontal boring for new utilities in the area. The well is obstructed at approximately 7 feet below ground surface. New utilities have been recently installed in the area. Photos are provided in Appendix I. Based on correspondence with NCDEQ in June 2022 and the subsequent preapproval, DMW-2R was sampled in lieu DMW-2A. No product was detected in the wells. All wells were purged 3-casing volumes prior to sample collection. Samples were collected using a bailer. Groundwater Sampling Logs are provided in Appendix I. Groundwater table elevations have decreased by an average of roughly three and a half feet in comparison to the measurements taken in April 2022. Once collected, samples were immediately placed on ice in a cooler. Groundwater samples were submitted for laboratory analyses according to TA #43 guidelines. Sample collection time, date, and method of analysis information is provided in the Groundwater Analytical Data and respective Chain of Custody in Appendix I. A summary of the detected compounds from the groundwater analytical report is provided as Table B-4 in Section K. In wells where higher levels of contaminants were present, the contaminant levels remained relatively stable from the previous analyses. A Groundwater Analytical Map is provided as Figure 5 in Section J. Groundwater Analytical Data and Chain of Custody form are provided in Appendix I. The highest overall level of groundwater contamination is present in MW-14 which is assumed to be near a source area. Semi-Annual Sampling Report 2 11/2/2022 The site is located in Salisbury which is located near the transition between the Western and Central Piedmont Provinces of North Carolina which is also known as the Kings Mountain Sheer Zone. The regional geology of the western piedmont is comprised of the Inner Piedmont block, the Smith River allochthon, and the Sauratwon Mountain window. The Inner Piedmont block encompasses the Inner Piedmont belt and the Chauga belt and consists of a composite stack of thrust sheets containing a variety of gneisses, schists, amphibolites, sparse ultramafic bodies, and intrusive granitoids. The central piedmont in North Carolina includes the Carolina Slate Belt, the Charlotte Belt, the Kings Mountain Belt, and the Milton Belt. The site is located in the Charlotte Belt which is predominantly plutonic with compositions ranging from granite to gabbro. Intrusive rocks comprise most of the belt in the type area which is the segment around Charlotte. The Clover Pluton is included in the type section and is identified as a coarse-grained granite. The structure of the Charlotte Belt is difficult to determine due to the abundance of post-deformational plutons. (Geology of the Carolinas, Horton & Zullo, 1991) In the Blue Ridge and Piedmont, the clayey, weathered-bedrock mantle accepts and yields water slowly but stores most of the two provinces’ groundwater. Shallow, bored wells commonly pump water from the contact zone between the weathered mantle and the bedrock, yielding about 5 gpm (gallons per minute), and are the most vulnerable to drought. Wells drilled into the bedrock obtain water from fractures connected to the weathered- bedrock mantle average about 300 feet in depth, and commonly yield about 20 gpm. (South Carolina State Water Assessment, Second Edition Wachob, Park, & Newcome, 2009) F. Free Product Removal Free product was not detected in any of the monitoring wells during this scope of work and has not been detected at the subject site since 2006. Sampling Logs are provided in Appendix I. Current and Historical Groundwater Elevations are provided in Table B-9, Section K. G. Monitored Natural Attenuation Sampling for Natural Attenuation parameters was suspended as no discernable trends were recognized while evaluating the data sets. Current and historical field measurements for dissolved oxygen indicate that aerobic conditions are present site wide. At present, given site specific data, monitored natural attenuation should be considered as a viable remediation technique. H. Conclusions Compared to the previous sampling event in the Spring of 2022 water table elevations have decreased by an average of three and a half feet. Historically, the surficial aquifer fluctuates seasonally and the site straddles a topographic high. The contaminant plume appears to have stabilized in mass. This stabilization may be attributed to the removal of residual LNAPL from the vadose zone and hence eliminating the source of the dissolved phase. It is also inferred that aerobic microbial activity is aiding in the reduction of the contaminants at the subject site. This is evidenced by dissolved oxygen levels that are decreased in wells where contamination is present (MW-14) when compared to background levels in clean wells (MW-17). Though there are potential receptors in somewhat close proximity to the plume, none are deemed to be in imminent risk given the site-specific data. Trends in the analytical data indicate that Monitored Natural Attenuation may be an acceptable remediation technique now that the plume is further defined and shows signs of a decreasing mass.
