(GFL) received a Notice of Regulatory Requirements1 letter dated January 30, 2023 from the North Carolina Department of Environmental Quality (NCDEQ). The letter states that the Division of Waste Management (DWM) confirmed a release or discharge of petroleum near 4836 Stewart Road, in Wade, North Carolina, and based on information received on January 16, 2023 has determined GFL as the responsible party for the assessment and cleanup of the release or discharge. In late December of 2022, a residential waste collection vehicle released an unknown amount of hydraulic fluid at the above referenced location. After receiving the above reference letter, GFL contacted Smith Gardner Inc. to assist with an initial assessment and additional corrective actions. 1.1 Regulatory Framework The initial response and remediation actions were performed in accordance with 15A NCAC 02L .0504, Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement, as well as Comprehensive Tables for Corrective Action Guidelines. Analytical methods for sampling following the release consist of EPA Method 8270 (EPA 8270) and Method for the Determination of Extractable Petroleum Hydrocarbons (MADEP EPH) per Table 3 Approved Soil Analyses Methods for Petroleum UST Closures, Over-Excavation and Site Checks in the Comprehensive Tables for Corrective Action Guidelines. 1.2 Initial Site Assessment 1.2.1 Site Characterization GFL personnel met with Lou Krasuski of Smith Gardner Inc. (S+G) on February 6, 2023 to initially assess the release and develop a remediation plan. It was determined the residential waste collection vehicle ruptured a hydraulic line outside of a residence while on a collection route, releasing an unknown amount of hydraulic fluid causing an “initial release”. The collection vehicle then pulled north on Stewart Road approximately 150’ as to not block the residence driveway. While waiting for a tow truck, an unknown amount of hydraulic fluid leaked from the line causing a “secondary release”. Cumberland County GIS2 indicates an Eastover public watermain running parallel to Stewart Road. NC OneMap3 shows zero (0) public water supply wells within a 2.5-mile radius of site. Ditch Remediation Initial Abatement Action Report April 2023 Page 2 1.2.2 Free Product Investigation Two areas of discolored grass were noted at the locations of the releases, as well as an oily sheen on standing water within the ditch between the two releases. GFL personnel placed oil absorbent socks within the ditch to capture any remaining hydraulic fluid on the surface. On February 8, 2023, preliminary samples were taken at the site. To determine if soils had been impacted as well as to receive disposal approval, two (2) discrete composite samples of the initial spill locations and downstream locations were collected. Each soil sample was collected via a hand auger from a depth between six (6) to 10 inches below grade. Soil samples “P01 pre-ex” and “P02 pre-ex” were analyzed using EPA 8270 and MADEP EPH as indicated in Table 3 Approved Soil Analyses Methods for Petroleum UST Closures, Over-Excavation and Site Checks4 for their identified constituents by Waypoint Analytical (Waypoint), a North Carolina certified laboratory. To receive disposal approval from the Ann Street Subtitle D MSW Landfill (Ann St.), located in Fayetteville, North Carolina, the preliminary samples were also analyzed via a Toxicity Characteristic Leaching Procedure (TCLP). The results indicated the soil to be remediated was non-hazardous and approved for disposal at the Cumberland County Ann Street landfill. Results are summarized in Appendix 1, the full laboratory report is attached as Appendix 2. 1.2.3 Summary of Initial Response and Abatement Actions Following the release, GFL immediately contacted ERTS, a corporate partnered environmental response group, to respond to the release. Standing hydraulic fluid was cleaned up and removed, and properly disposed of. Oil absorbent was then placed in areas of the spills to soak up any remaining hydraulic fluid. Oil absorbent socks were also placed within the ditch to capture any remaining hydraulic fluid that may convene downstream. It was determined approximately 300-feet of ditch, approximately four feet wide, and six (6) to 12-inches deep would be remediated and replaced with clean fill material. 2.0 REMEDIATION Capital Construction Company (CapCon) mobilized to the site on March 7, 2023 to conduct the ditch remediation. A four-foot-wide area, varying six (6) to twelve (12) inches deep, within a 300’ section of ditch along Stewart Road was excavated for remediation purposes. A total of approximately 25 cubic yards of material was removed from the ditch and adjacent spill locations. Soils remaining in the ditch after removal were sampled to evaluate whether all impacted soils were removed. Soil sample collection and analysis is summarized in Section 3.0 below. The remediated material was then replaced with clean fill material that came from the Cumberland County Ann Street facility. The compacted clean material was then reseeded and a single net erosion control blanket stapled on top of the remediated areas. 3.0 SOIL SAMPLING During the remediation, S+G personnel mobilized to the site. To evaluate soil quality and determine if contaminated soils had been removed, five (5) grab samples were taken as shown on the attached Figure 1. Each soil sample was collected via a hand auger from a depth of approximately 12 to 18-inches below grade. Soil samples “Post-01” through “Post-05” were then analyzed via Waypoint, using EPA 8270 and MADEP EPH for their identified constituents. Results were was onsite to conduct soil samples. A total of five soil samples were taken in the remediation area as well as downstream. 3.1 Results Data was compared to both Soil-to-Water Maximum Contaminant Concentration and Residential Soil Cleanup Levels of the Maximum Soil Contaminant Concentration Levels (MSCCs)5. Of the constituents analyzed, only aliphatic C-19 to C-36 were detected in one soil sample after site remediation. The detected concentration is well below the residential soil clean-up levels. 4.0 CONCLUSION Site remediation activities, including initial spill clean-up followed by soil removal and replacement along a section of the drainage ditch where the spill occurred have been successful. Sampling of soils remaining after soil removal (and prior to placement of clean soil) indicate only one constituent (aliphatic C-19 to C-36) detected in the remaining soils. The concentrations of this constituent were well below residential clean-up goals.
