Initial Abatement Report Prepared on: March 22, 2023 Precision Tune Auto Care Project Manager: William Regenthal GRI Project No. 6108 ii EXECUTIVE SUMMARY Precision Tune Auto Care was formally a vehicle repair, lube and maintenance facility. The site is located at 3104 Raeford Road in Fayetteville, Cumberland County, North Carolina. The adjoining properties are commercial. Municipal water is available to the site and surrounding properties. On February 27, 2023, the building located on the site was demolished. The concrete capping the site was also removed between February 27 and March 7, 2023. On March 1, 2023, one oil-water separator was removed from the site. On March 1, 2023, contaminated soil beneath a former hydraulic lift cylinder was excavated until visual contamination was removed and DRO values were less than the RALs. During the February and March 2023 abatement activities, ground water was not encountered. Therefore, a soil sample was collected from beneath the oil-water separator and submitted for analyses of TPH-GRO and TPH-DRO using a mobile UVF laboratory and for laboratory analyses of VOCs using EPA Method 8260, SVOCs using EPA Method 8270, MADEP Methods VPH and EPH, and TCLP metals. Based on the field observations, no over-excavation activities were conducted in the vicinity of the former oil- water separator. Concentrations of chromium that exceeded the residential SCL were reported in the soil samples collected from CS-1-7’ and BG-1-8’. BG-1-8’ was collected from an area isolated from any suspected contamination and used as a background soil sample for the site. Based on this information, chromium is likely naturally occurring at the site and is not the result of petroleum contamination. On March 1, 2023, contaminated soil in the vicinity of a former hydraulic lift reported in the Phase II ESA report was excavated. Soil samples were collected and analyzed on site once visual contamination was no longer present. Confirmation samples CS-2-8’ through CS-6-7’ were collected from each of the over- excavation side walls and from the base of the excavation. Each confirmation sample was submitted for analyses of TPH-GRO and TPH-DRO using the mobile UVF laboratory and also for laboratory analyses using EPA Method 8270 and MADEP Method EPH. All reported sample concentrations were less than the established standards. All petroleum contaminated soil excavated during the March 2023 abatement activities was transported to E S & J Enterprises land farm. Based on the soil sample results, contamination at the site was sufficiently mitigated. Concentrations of chromium are likely naturally occurring and appear to not be the result of a petroleum release. UST Owner and Operator Information: No USTs were present at the site during March 2023 abatement activities. An underground oil-water separator was observed and removed on March 1, 2023. 2. UST System Information: No UST system was observed at the site during March 2023 abatement activities. During the abatement activities, an oil-water separator was removed from the site. 3. Non-UST Information No ASTs were at the site. 4. Comprehensive Description of the Release: Based on historical reports, a release was confirmed in April 2022, upon receipt of the laboratory report for soil samples collected during Phase II ESA activities. Soil contamination in the vicinity of former hydraulic lift cylinders was observed during past ESA activities. 5. Description of the Site Characteristics: The Precision Tune Auto Care site was demolished during this scope of work and is currently a vacant lot located at 3104 Raeford Road in Fayetteville, Cumberland County, North Carolina (Figure 1). A site map has been included as Figure 2. 6. Summary of Initial Abatement Actions, Assessment Activities, and Corrective Actions: GRI initiated initial abatement activities at the site between February 28 and March 1, 2023 after an oil- water separator was discovered during demolition activities. B. DEMOLITION On February 27, 2023, GRI personnel demolished the building that was located at the site. Demolition activities were conducted using a track mounted excavator and bobcat. Following the demolition of the building, the concrete capping the site the was removed between February 27, 2023, and March 7, 2023. All materials produced during the demolition activities were transported to the Ann Street land fill. A summary of demolition debris truckloads is presented in Table 1. A demolition permit is included as Appendix A. OIL-WATER SEPARATOR REMOVAL AND HYDRAULIC LIFT CYLINDER ABATEMENT 1. Preparation for UST Closure: Prior to abatement activities, the appropriate officials were notified by GRI (i.e. Fire Marshal). A copy of the site-specific health and safety plan used during UST closure activities site is included as Appendix B. A copy of the Fayetteville Fire Permit is included as Appendix C. 2. Closure Procedure: On February 28, 2023, 75 gallons of liquid were pumped from the oil-water separator. On March 1, 2023, the oil-water separator was removed from the site. Following removal basin was backfilled with processed fill. The oil-water separator was visually inspected and appeared to be in good condition with no obvious defects. The oil-water separator was transported to the Ann Street landfill for disposal along with associated demolition debris. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Residual Material: The oil-water separator was emptied of contents during site activities; a disposal manifest for the liquids recovered during site activities has been included as Appendix D. 4. Release information: A release in the vicinity of the former hydraulic lift cylinders was confirmed during March 2022 Phase II ESA activities. A release from the oil-water separator was not confirmed during the March 2023 closure activities. 5. Soil Excavation Activities: All excavated soil removed from beneath the former hydraulic lift and the former oil-water separator basin during closure activities was transported from the site for proper disposal. Approximately 227 tons of soil were removed during site activities; soil disposal manifests have been included as Appendix E. 6. Site Investigation: On March 1, 2023, GRI personnel collected a soil sample (CS-1-7’) from beneath the former oil-water separator at a depth of 7 feet BGS. The collected soil sample was submitted for analyses of TPH-GRO and TPH-DRO using a mobile UVF laboratory and for laboratory analyses of VOCs using EPA Method 8260, SVOCs using EPA Method 8270, MADEP Methods VPH and EPH, and TCLP metals. According to historical reports, a Phase II ESA was performed in March 2022. During the ESA activities, a concentration of TPH-DRO that exceeded the RAL was reported in a soil sample collected in the vicinity of a former hydraulic lift. Due to these results, GRI conducted soil excavation during the February and March 2023 demolition activities. On March 1, 2013, GRI personnel collected soil samples (HL-1-7’ and HL-2-7’) from beneath the former hydraulic lift at depths of approximately 7 feet BGS. The collected soil samples were analyzed on site for TPH-GRO and TPH-DRO by the mobile laboratory. Soil sample HL-2-7’ was collected from a thin layer of saturated black sandy clay. Concentrations of TPH-GRO and TPH-DRO reported in HL-2-7’ exceed the RALs. The area surrounding HL-2-7’ was over excavated until visual evidence of contamination was no longer present. Following over excavation, confirmation samples (CS-2-8’ through CS-6-7’) were collected from the base of the excavation and along the four excavation sidewalls. The collected soil samples were submitted for analyses of TPH-GRO and TPH-DRO using the mobile UVF laboratory and for laboratory analyses of SVOCs using EPA method 8270 and MADEP EPH. D. FREE PRODUCT INVESTIGATION AND RECOVERY REPORT During the February and March 2023 abatement activities, free product was not encountered. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. GROUND WATER INVESTIGATION During the March 2023 abatement activities, ground water was not encountered. No ground water samples were collected during the March 2023 abatement activities. F. INITIAL RESPONSE AND ABATEMENT ACTION 1. Initial Response Actions: One oil-water separator was removed from the site on March 1, 2023. Additionally, contaminated soil observed in the vicinity of a former hydraulic lift cylinder was excavated from the site. Ground water was not encountered in the excavation basins. Upon completion of the removal and soil excavation activities, the excavated soil was transported to the E S & J Enterprises, Inc. land farm. The excavation basins were then backfilled with clean processed fill.  Source Control Actions: One oil-water separator was removed from the site on March 1, 2023. Additionally, contaminated soil in the vicinity of a former hydraulic lift cylinder was excavated,  Contaminant Migration Control Measures: The release was to the subsurface; therefore, contaminant migration control measures were not necessary.  Measures Taken to Mitigate Fire/Safety Hazards: Prior to closure, the Fayetteville fire marshal approved GRI’s removal procedures. There did not appear to be any immediate fire or safety hazards present as a result of the release. Free product was not encountered during closure activities.  Measures Taken to Identify and Mitigate Pollution Hazards: The release was to the subsurface; therefore, contaminant migration control measures were not necessary. G. EXCAVATION OF CONTAMINATED SOIL 1. Extent of Soil Contamination: Over-excavation activities were conducted beneath the former hydraulic lift on March 1, 2023. The excavation was filled upon the removal of the UST with clean processed fill. 2. Excavation Process: The excavation activities were conducted using a track-mounted excavator and bobcat. 3. Sampling Description: All soil samples were collected using a hand auger or from the excavator bucket by GRI personnel. Samples were collected with clean, disposable nitrile gloves and transferred to the UVF operator and/or shipped to SGS Analytical for laboratory analysis following proper chain-of-custody procedures. H. SOIL RESULTS  Soil: Concentrations of TPH-GRO and TPH-DRO that exceeded the RALs were reported in the soil sample collected from HL-2-7’. Concentrations of chromium that exceeded the soil-to-water MCCs and residential SCLs were reported in the soil sample collected from CS-1-7’ and the background sample collected from BG-1-8’. Please note, that soil sample BG-1-8’ was collected from an area that was isolated from the areas of potential contamination and also exceeded the residential SCL. The result is likely from a naturally occurring source of chromium at the site. A soil quality map has been included as Figure 3. A summary of soil sample analytical results is presented as Table 1. Copies of the mobile UVF and laboratory reports are included as Appendix F. A summary of the soil sampling data from the March 2023 abatement activities is shown below: I. SUMMARY AND CONCLUSIONS  On March 1, 2023, one oil-water separator was removed from the site.  No concentrations of TPH-GRO or TPH-DRO that exceeded the RALs were reported in the soil sample collected beneath the former oil-water separator.  A concentration of DRO that exceeded the RAL was reported in the soil sample (HL-2-7’) collected from beneath the former hydraulic lift.  Over excavation activities were conducted in the vicinity of HL-2-7’, and conformation samples CS-2- 8’ though CS-6-7’ were collected from each sidewall and the base of the excavation. The UST basin was backfilled with clean processed fill.  No concentrations of requested method constituents that exceeded the soil-to-water MCCs were reported in the confirmation soil samples collected from CS-2-8’ through CS-6-7’.  Concentrations of chromium that exceeded the soil-to-water MCCs and residential SCLs were reported in the soil samples collected from CS-1-7’ and BG-1-8’. Concentrations of chromium observed in soil samples collected at the site should not be considered indicative of petroleum contamination and should not constitute a soil quality violation.  No free product was observed in the excavation basin during abatement activities.  Ground water was not encountered during the March 2023 UST closure activities.  Based on this information, a soil quality violation does not exist at the site and no further assessment is warranted. J. LIMITATIONS This report has been prepared for the exclusive use of Robarts Environmental Group LLC, for specific application to the referenced site in Cumberland County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. The calibration standards used are as follows: GRO  0.5 ppm  1 ppm  3 ppm  5 ppm  10 ppm DRO  0.1 ppm  0.5 ppm  1 ppm  3 ppm  5 ppm Operation Sample Extraction  5mg of soil are weighed into a clean extraction jar  Methanol is added to the extraction jar to create a 2x or 4x dilution o 2x Dilution: 10 mL of methanol o 4x Dilution: 20 mL of methanol  The extraction jar is shaken for several minutes to thoroughly mix the soil with solvent (methanol)  The mixture is allowed to settle for several minutes  A clean syringe is used to draw liquid from the extraction jar  A clean filter is attached to the end of the syringe and the liquid dispensed through the filter into a clean test tube  This liquid is referred to as the extraction Dilution Preparation  An adjustable micropipette is used to precisely measure out the amount of extract needed for the dilution  The measured out amount of the extract is added to a clean test tube and methanol is added dilute the extract. Examples of dilutions are shown below: Extract Amount 500 μL 200 μL 100 μL 50 μL 25 μL Add Solvent to the 5 mL line 5 mL line 5 mL line 5 mL line 5 mL line 2x Extract Dilution Factor 20x 50x 100x 200x 400x 4x Extract Dilution Factor 40x 100x 200x 400x 800x Technical Procedures Sample Analyzation  The dilution is shaken to thoroughly mix, then poured into a clean glass cuvette  The desired module is inserted into the UVF Trilogy and the corresponding factory calibration is selected  “Measure Fluorescence” is pressed on the touchscreen and the reading is recorded  The reading should be between the concentrations of the calibration standards (GRO: 0.5-10 ppm; DRO 0.1-5 ppm) o Reading below the calibration standard range are recorded as below the detection limit  Detection Limit = (lower range of calibration standards range) x dilution factor (i.e. a GRO sample with a 100x dilution factor has a detection limit of 50 ppm) o Readings above the calibration standard range should be further diluted and reanalyzed o Negative readings are an indication of quenching (see below)  The reading is multiplied by the dilution factor to calculate the final concentration  Check suspected contaminated samples for quenching by running additional dilutions o According to the siteLAB Quick Reference Guide: “Quenching” can occur when the detector is swamped by too many hydrocarbons or organic interferences, producing low or negative concentrations.
