EXECUTIVE SUMMARY
Express Lane Petro operates as a fuel station and convenience store. The site is located at 8931 US
Highway 52 North in Ansonville, Anson County, North Carolina. The adjoining properties are commercial
and residential. Municipal water is available to the site. The site contains one (1) UST basin and three (3)
fuel dispensers. One (1) 8,000-gallon and two (2) 4,000-gallon gasoline USTs are currently located on site.
Based on information provided by the NCDEQ incident manager, an LSA was required at the site based on
site check results conducted in 2022 by a previous consultant.
A previous release (Incident Number 11109; “Sweetie’s Express Lane”) was reported at the site in 1993
during UST system upgrading. Six (6) former USTs (3 registered, 3 orphaned) and associated piping and
dispensers were reportedly removed in 1999. Assessment activities conducted at the site were
subsequently conducted. No receptors were identified during previous LSA activities. Only the
concentration of lead in ground water exceeded the MACs. Based on a subsequent resampling of the on-
site monitoring well, the lead concentration was non-detect. The incident was granted a NFA in February
2002.
A Type II Monitoring well (MW-1A) was installed adjacent to the previously damaged (and subsequently
replaced) spill buckets at the site on March 6, 2023. Soil samples were collected at appropriate intervals
for analyses by SW-846 Method 8260 and MADEP VPH. Concentrations of benzene, toluene, xylenes,
naphthalene, isopropylbenzene, methylene chloride, C5-C8 aliphatics and C9-C10 aromatics that
exceeded the soil-to-water MSCCs were reported in the soil sample MW-1A-5’. The concentration of C5-
C8 aliphatics exceeded the residential MSCC.
A ground water quality sample was collected from the monitoring well (MW-1A) on March 8, 2023 and
submitted for laboratory analyses for EPA Method 6200B plus oxygenates, EDB by EPA Method 504.1,
lead and MADEP VPH. Concentrations of benzene, MTBE, naphthalene, TAA, TBA, C5-C8 aliphatics and
C9-C10 aromatics exceeded the ground water quality standards specified in 15A NCAC 2L .0202. None of
the reported concentrations exceeded the gross contamination levels, if published.
Resolve personnel conducted a receptor survey of all properties within 1,500 feet of the site in March
2023 to verify the 2001 receptor survey information. No receptors, including water supply wells were
identified within 1,500 feet of the site. A pond is located approximately 650 feet west of the site.
Based on the ground water quality data and the receptor survey, the incident meets the NCDEQ criteria
for a low-risk classification. The incident should be closed following deed recordation of a Notice of
Residual Petroleum and associated public notice.

Explain:
The subject property is currently an active convenience store and petroleum retail facility and
likely remain a convenience store in the near future.

The questions below pertain to the area within 1,500 feet of the source area of the release (excludes

The closest primary residence is located approximately 450 feet northwest of the UST basin.
10. What is the distance from the source area of the release to the nearest school, daycare center,
hospital, playground, park, recreation area, church, nursing home or other place of public
assembly?
The Ansonville Methodist Church is located approximately 270 feet southwest of the source area
at the site.
11. What is the zoning status of properties in the surrounding area?
According to the Ansonville Zoning Map, the surrounding areas are zoned G-B General Business
and R-1 and R-A (Residential, Residential-Agricultural).
12. Briefly characterize the use and activities of the land in the surrounding area.
The area surrounding the site is a mixture of commercial, public/institutional and residential.
Land use information has been included as Table 3. A zoning map has been included as Figure
2B.
2. RECEPTOR INFORMATION
1. Water Supply Wells:
A receptor survey was conducted on March 8, 2023. No potable or non-potable wells were
identified within the appropriate search radii of 1,500, 1,000 and 250 feet of the source area. A
Site Location Map is provided as Figure 1 and a Site Vicinity Map showing property boundaries for
the site and surrounding properties has been included as Figure 2A. Water supply well
information has been provided in Table 4. Distributed water use questionnaires have yet to be
returned.

2. Public Water Supplies:
Are public water supplies available within 1,500 feet of the source area of the release? YES
If yes, where is the location of the nearest public water lines and the source(s) of the public water
supply. Explain:
Municipal water is available to the site and the surrounding properties. Water lines run along the
public streets in the area. Public water is supplied by Anson County.
3. Surface Water:
Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the
source area of the release. This information must be shown on the USGS topographic map.
One pond is located approximately 650 feet west of the site.
4. Wellhead Protection Areas:
Identify all planned or approved wellhead protection areas in the vicinity of the source area. This
information must be shown on the USGS topographic map. Wellhead protection areas are defined
in 42 USC 300h-7(e).
On April 10, 2023, Resolve personnel accessed the NCDEQ SWAP Program’s website to identify
wellhead protection areas in the vicinity of the subject site. The site is not located within a
wellhead protection area.
5. Deep Aquifers in the Coastal Plain Physiographic Region:
The site is not located in the Coastal Plain Physiographic Region.
6. Subsurface Structures:
No structures with basements were observed in the vicinity of the source area. The water main
and other underground utilities run along US 52 and several underground utility lines were
observed on the property.
7. Property Owners and Occupants:
The names and addresses of the owners of properties adjacent to the site are presented in Table
5. Property boundaries are shown on Figure 2A. Property cards for the adjacent property owners
are attached as Appendix A.
3. SITE GEOLOGY AND HYDROGEOLOGY
According to the 1985 Geologic Map of North Carolina, the site is located in the Carolina Slate Belt. The
bedrock is generally described as meta-mudstone and meta-argillite. The soil samples collected during
well installation activities was gray to black silt. PWR was encountered at a depth of approximately 8-9
feet. Competent argillite was encountered at an approximate depth of 9 feet and was dry. A water bearing
fracture was encountered at approximately 37 feet in depth. The potentiometric surface, measured in
MW-1A on March 8, 2023, was 22.07 feet. A copy of the well construction record and subsurface log have

been included as Appendix B. A Site Map is included as Figure 3. Well construction and gauging
information is presented in Table 6.
4. SITE INVESTIGATION
Based on information provided by the NCDEQ incident manager, an LSA was required at the site based on
site check results conducted in 2022 by a previous consultant. In summary, further investigation of a
release was required based on soil site check samples collected at two (2) damaged (and subsequently
replaced) spill buckets. A copy of the Site Check Report was not provided to Resolve.
A Type II Monitoring well (MW-1A) was installed adjacent to the affected spill buckets on March 6, 2023.
A soil sample was collected at the appropriate interval for analyses by SW-846 Method 8260 and MADEP
VPH. Concentrations of benzene, toluene, xylenes, naphthalene, isopropylbenzene, methylene chloride,
C5-C8 aliphatics and C9-C10 aromatics that exceeded the soil-to-water MSCCs were reported in the soil
sample MW-1A-5’. The concentration of C5-C8 aliphatics exceeded the residential MSCC.

1. Soil Sampling:
Soil sample MW-1A-5’ was collected (above rock) on March 6, 2023 during borehole advancement of
MW-1A. The sample was submitted for laboratory analyses by SW-846 Method 8260 and MADEP VPH.
Concentrations of benzene, toluene, xylenes, naphthalene, isopropylbenzene, methylene chloride,
C5-C8 aliphatics and C9-C10 aromatics that exceeded the soil-to-water MSCCs were reported in the
soil sample MW-1A-5’. The concentration of C5-C8 aliphatics exceeded the residential MSCC. A Soil
Quality Map has been included as Figure 4. A summary of the soil sample analytical results is
presented in Table 7. A copy of the laboratory analytical report from the March 2023 soil sampling
event has been included in Appendix C. A copy of the current soil sampling data collected during the
LSA activities is shown below:

2. Ground Water Sampling:
A ground water sample was collected from MW-1A on March 8, 2023. The collected sample was
submitted for analyses by EPA Method 6200B, MADEP VPH, EPA Method 504.1 and lead. Detectable
concentrations of contaminants of concern that exceeded the maximum allowable concentrations
specified in 15A NCAC 2L.0202 were reported in the ground water sample and summarized below. A
Ground Water Quality Map has been included as Figure 5. A summary of the ground water analytical
data has been included in Table 8. A copy of the laboratory analytical report has been included in
Appendix C. A summary of the current ground water sampling data is shown below:
3. Quality Control:
The collected soil and ground water samples were immediately placed in laboratory-supplied
containers after collection, which were then placed in iced coolers. New disposable bailers were used
to sample the monitoring well and new nitrile gloves were worn during soil and ground water
sampling. Samples were logged using proper chain-of-custody procedures. The samples were
transported to a North Carolina certified laboratory for analysis. A laboratory supplied trip blank was
included in the sample cooler. No detectable concentrations of requested method constituents were
reported in the trip blank.

5. CONCLUSIONS AND RECOMMENDATIONS
The Express Lane Petro site is located in Ansonville, Anson County, North Carolina. The site is an
operating petroleum retail facility and convenience store.
Two 4,000-gallon gasoline USTs and one 8,000-gallon gasoline UST are currently in operation at the
site.
Based on 2022 site check results conducted by a previous consultant, a LSA was required including a
monitoring well installed near the spill buckets (source area).
MW-1A was installed adjacent to the spill buckets on March 6, 2023.
Detectable concentrations of VOCs, C5-C8 aliphatics and C9-C10 aromatics above the soil-to- water
MSCCs were reported in the soil sample MW-1A-5’. The concentration of C5-C8 aliphatics exceeded
the residential MSCC.
Concentrations of benzene, MTBE, naphthalene, TAA, TBA, C5-C8 aliphatics and C9-C10 aromatics
exceeded the MACs. None of the concentrations exceeded the GCLs.
The site is zoned General Business.
The site and adjacent properties are connected to municipal water.
A pond is located approximately 650 west of the site. No surface water bodies were identified within
500 feet of the site.
No potable or non-potable wells were identified with 1,500 feet of the site.
Based on the data collected during the LSA, the incident meets the criteria for a low-risk classification.
Resolve recommends no further action following deed recordation of a Notice of Residual Petroleum
and associated public notice.
6. LIMITATIONS
This report has been prepared for the exclusive use of Gook Yun Knapp for specific application to the
referenced site in Anson County, North Carolina. The assessment was conducted based on the scope of
work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our
findings have been developed in accordance with generally accepted standards of geology and
hydrogeology practices in the State of North Carolina, available information and our professional
judgment. No other warranty is expressed or implied.
The data that are presented in this report are indicative of conditions that existed at the precise locations
