Initial Abatement Report Murphy USA - Store Number 6760 909 US Highway 15 - 401 Bypass, Laurinburg, North Carolina 1 Executive Summary Murphy USA - Store Number 6760 is an active retail petroleum station located at 909 US Highway 15 – 401 Bypass in Laurinburg, North Carolina (site). The site location is indicated on Figure 1. The site is surrounded by commercial properties in all directions. The closest natural surface water body to the site is Bridge Creek approximately 1,800-feet west of the site although a storm water drainage feature is present adjacent to the east of the site as shown in the figure below. A release occurred on December 12, 2021 at approximately 6:26 pm, when dispenser 7/8 (serving diesel fuel and gasoline) was struck by a customer vehicle. Weather conditions at the time of the release were clear with no precipitation. The county emergency management agency responded and an emergency response contractor was immediately dispatched to the site. It was discovered that product had flowed across the concrete parking lot and entered a storm drain near the northeast corner of the site property which was connected directly to a holding tank, prior to discharge to a nearby storm water drainage feature. The flow of fuel was stopped, liquid product was recovered, and the impacted pavement and storm water system were cleaned. Initial Abatement Report Murphy USA - Store Number 6760 909 US Highway 15 - 401 Bypass, Laurinburg, North Carolina Additional assessment activities were performed on December 13, 2021 along with additional thorough cleaning of the storm drain and holding tank. Evaluation of the nearby surficial soils and storm water drainage feature did not indicate any petroleum impact. The release was reported to the North Carolina Department of Environmental Quality (NCDEQ). Information provided by the tank owner/operator indicated that not all of the released fuel was accounted for, therefore GES recommends performance of a Limited Site Check in the vicinity of Dispenser 7/8 and the UST pit to evaluate potential subsurface impact. Initial Abatement Report Murphy USA - Store Number 6760 909 US Highway 15 - 401 Bypass, Laurinburg, North Carolina 3 Site History and Characterization The site is currently an active retail petroleum service station and a convenience store with an underground storage tank (UST) system owned and operated by MUSA. Site history with respect to the UST systems are summarized in Table 1 and Table 2. No above ground storage tank systems are present at the site. Two compartmentalized USTs are present on the site in a single tank hold located on near the eastern perimeter of the site, between the canopy and US Highway 15 – 401 Bypass. The USTs are oriented in a general north-south direction and supply four double-sided dispensers to the west of the tank hold. A site map illustrating the site layout is provided as Figure 2. The site is located on a 0.49-acre parcel of land owned by MUSA at an elevation of approximately 220-feet above mean sea level. The site is bound to the north by a commercial strip mall with various tenants, to the east by US Highway 15 – 401 beyond which is a Lowes Home Improvement store, to the south by Tidal Wave Auto Spa, and to the west by a Walmart Supercenter. The closest natural surface water body to the site is Bridge Creek located approximately 1,800-feet west of the site. A storm water drainage feature is adjacent to the east of the site which drains toward Bridge Creek. Bridge Creek is classified as a Class C: Swamp Water surface water body. The site has one closed release registered with the NCDEQ identified as incident number 29897 which was associated with a leak of gasoline from beneath dispenser 5/6 on January 10, 2014 that received regulatory closure on February 24, 2014. Please refer to historical reports for additional information. The site and nearby properties appear to be serviced by the local municipal water system. Evidence of water supply wells were not observed on the site or adjacent properties. On-site underground structures include the UST system, oil/water separator (OWS), storm sewer system, sanitary sewer, and municipal water; additional utilities may be present. However, a detailed receptor survey was not performed. The site is located within the Coastal Plain physiographic province of NC and is underlain by the Middendorf Formation characterized by sand, sandstone, and mudstone with clay balls and iron- cemented concretions and laterally discontinuous cross bedding common. Depth to water at the site is unknown but is expected to be within 20-feet below ground surface and flowing towards the west. The surficial aquifer is estimated to be approximately 50-feet thick in this area. Depth to bedrock beneath the site is unknown. 4 Initial Response and Abatement Activities On December 12, 2021 at approximately 6:26 pm, site personnel reported that dispenser 7/8 (serving diesel fuel and gasoline) had been struck by a customer vehicle and fuel was being released. Weather conditions at the time of the release were clear with no precipitation. The release was reported by the underground storage tank (UST) owner/operator MUSA to their emergency response subcontractor Texas Rural Fire Protection, Inc. (TRFP). TRFP contacted Carolina Environmental Response Team (CERT) and requested a crew be dispatched to clean up the spill and pump out the under-dispenser containment (UDC). On December 12, 2021 at approximately 7:30 PM, CERT arrived on site, checked in with store personnel and evaluated the scene. CERT reported that there was no evidence of cleanup on the concrete surface of the site other than a small patch of adsorbent material adjacent to the north side of the dispenser which had been deployed by site personnel. Although Scotland County Emergency Management (SCEM) also responded to the release, no cleanup efforts were performed by the agency. CERT and SCEM also reported to TRFP that the spill had entered a storm drain on site which flowed directly into an oil water separator (OWS) with an estimated holding capacity of approximately 500-gallons and it was noted that the liquid level in the OWS was slightly below the discharge elevation. Initial reports on-site estimated approximately 300- gallons of fuel had been released to concrete ground surface and had not reached any permeable surface. On the night of December 12, 2021 at approximately 8:00 PM, CERT completed evacuation of the UDC and OWS. Pressure washing on the concrete surface areas began by 9:00 PM. By 2:00 AM the following morning (December 13, 2021), CERT completed cleanup activities and recovered a total of approximately 4,648-gallons of liquid from the drain, UDC, and concrete cleaning. The product type (i.e. gasoline or diesel) was unable to be differentiated. The following day on December 13, 2021, Groundwater & Environmental Services, Inc. (GES) personnel arrived on site at approximately 9:30 AM for further assessment and cleanup if necessary. GES met with personnel from Environmental Hydrogeological Consultants, Inc. (EHC) of Red Springs, NC who were contracted by CERT. GES performed field screening at select locations using a MiniRAE 3000 photo-ionization detector (PID) calibrated to 100 parts per million (ppm) isobutylene to determine the presence of elevated (>50 ppm) petroleum vapors. A background PID value was obtained from a non-impacted storm sewer curb inlet (DI-2). Elevated vapors readings were detected in the OWS and adjacent storm drain, and GES recommended additional cleaning efforts which were performed by EHC. PID field screening locations are illustrated on Figure 2. No evidence of soil staining or other cause for suspect environmental contamination was observed. GES and EHC also evaluated the storm water drainage feature adjacent to the site. Although approximately 3 inches of water was present in the storm drainage feature, no evidence of petroleum sheen or odors were detected. Initially, the discharge point of the OWS was unable to be located. EHC probed and jetted the OWS discharge line and discovered that the line had been clogged with trash and debris. The OWS discharge point was located in the rip rap of the storm water drainage feature approximately 10-feet northeast of the OWS and was cleared of accumulated debris, generating an additional approximately 300-gallons of water. The OWS and adjacent storm sewer curb inlet were also cleaned and evacuated using a pressure washer and vacuum truck in tandem. Photographic documentation is included in Attachment B. TRFP’s Summary Report of the release is included as Attachment C. Additionally, MUSA reported the release to the North Carolina Department of Environmental Quality (NCDEQ), UST Section, Fayetteville Regional Office on December 13, 2021. A copy of the release report to the NCDEQ is included in Attachment D. In the NCDEQ notification, MUSA initially reported that 1,500-gallons of fuel were released; however, MUSA fuel reconciliation estimates later indicated a loss of 1,090-gallons from the premium gasoline tank. Tightness testing performed by MUSA on December 15, 2021 indicated that the regular gasoline and diesel lines both passed. On January 3, 2022, the dispenser sump failed hydrostatic testing and the premium gasoline line tested tight after repairs. The entire diesel piping system was also tightness tested and passed on February 25, 2022. 5 Conclusion In accordance with the NCDEQ Guidelines for Site Checks, Tank Closure, and Initial Response and Abatment, initial response and abatement activities associated with this release are complete. These activities included free product recovery from accessible areas, cleaning of accessible areas, visual and olfactory inspections of the site, quantitative field screening at the site, assessments of the nearby storm water drainage feature, and notification to the NCDEQ. Although the surface expression of the release was reported to be approximately 300-gallons, MUSA reported a final volume of 1,090-gallons premium gasoline released based on reconciliation records, resulting in up to 790-gallons of product unaccounted for. It is assumed that product was released into the environment through the damaged UDC and/or piping, therefore GES recommends performance of a Limited Site Check in the vicinity of Dispenser 7/8 and the UST pit to evaluate potential subsurface impact. A N aI Ib I Untltled Map [Wrrte a ae*riptrun foryour map 1830 hours: TRFP contacted Carolina Environmental and requested a crew be dispatched. 1840 hours: Carolina Environmental advised crew is enroute with an eta of 45 minutes. 1850 hours: Robert Sampson with the county EMA (910-504-2636) called TRFp to advise spill entered a storm drain that leads to a holding tank. UDC under dispenser is also full of diesel and dispenser has been twisted sideways and will need to be replaced. Store will remain closed until remediation is completed and then we can re-open store. 1930 hours: Carolina Environmental (CERT) arrived onsite and checked in with store personnel. CERT surveyed spill and determined spill had entered drain as well as heavy staining on concrete from dispenser to drain area. Will begin cleanup. 1952 hours: TRFP emailed Beth the following update: Brandy Ard dispatched this to me I dispatched crew and as soon as I dispatched it out, I received a call from Robert (910-504-2636) with the county Emergency Management agency. Robert confirmed that spill is about300 gallons and spill went into a storm drain that leads to a holding tank that holds 500 gallons so the fuel will not go anywhere. UDC is full of diesel and the dispenser is twisted sideways He advised employee did not hit e-stop button but police did when they arrived on site.
