In an email correspondence with Mr. Nathan Beauchamp (NCDEQ), access was granted to sample WSW-1. The site location is illustrated on Figure 1 (Attachment A) and the water supply well location is illustrated on Figure 2 (Attachment A). Water supply well information is located in Table 1 (Attachment B). Upon arrival to the site on March 16, 2023, CATLIN purged WSW-1 by allowing the spigot to run for approximately 15 minutes. Following purging activities, a groundwater sample was collected directly from the spigot into appropriate laboratory provided glassware, labeled, and placed on ice in an insulated cooler. The sample was submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol for analysis per Standard Method (SM) 6200B, Environmental Protection Agency (EPA) Method 625, and Massachusetts Department of Environmental Protection (MADEP) Volatile Petroleum Hydrocarbons (VPH). April 6, 2023 Page 2 of 2 NCDOT; 47245_NCDOT Carthage Road Oil Facility CATLIN Engineers and Scientists CATLIN Project No. 220257 April 2023 Laboratory analytical results for SM 6200B, EPA Method 625 and MADEP VPH revealed all contaminant concentrations were all below the laboratory detection limits. The SM 6200B and EPA Method 625 results are summarized in Table 2 and the MADEP VPH results are summarized in Table 3. The laboratory report and COC documentation is included in Attachment C. Based on the historical sampling results and fate and transport modeling data submitted in the previous monitoring report dated October 18, 2022, along with the current WSW-1 sample results, CATLIN recommends the site be a candidate for No Further Action (NFA) status with a Notice of Residual Petroleum (NRP) for groundwater. Should you have any questions or require additional information, please contact Ms. Jennifer Parish (NCDOT) at (919) 707-2950 or me directly at (984) 222-1214. *QC result is outside of established limits. Wide recovery limits established for difficult compound. Wide RPD limits established for difficult compound. #Data exceeded client recommended or regulatory level Percent recoveries and relative percent differences (RPDs) are determined by the software using values in the calculation which have not been rounded. No results have been blank subtracted unless specified in the case narrative section. RL Reporting Limit is at the level of quantitation (LOQ) DL Detection Limit is the lower limit of detection determined by the MDL study MCL Maximum Contaminant Level ND Not Detected Laboratory fortified blank/laboratory control sample recovery and duplicate recovery are outside of control limits. Reported value for this compound is likely to be biased on the low side. L-04 Laboratory fortified blank duplicate RPD is outside of control limits. Reduced precision is anticipated for any reported value for this compound. R-05 Initial calibration did not meet method specifications. Compound was calibrated using a response factor where %RSD is outside of method specified criteria. Reported result is estimated. V-04 Continuing calibration verification (CCV) did not meet method specifications and was biased on the low side for this compound.
