Introduction On behalf of Kinder Morgan Southeast Terminals (KMST), AECOM Technical Services – North Carolina (AECOM) has prepared this Operations and Maintenance Summary Report for the KMST Selma Terminal 3 (Site) for the first half of 2022. This report documents the following activities:  Operations and Maintenance (O&M) activities from January 4, 2022, to June 21, 2022;  Semi-annual groundwater monitoring conducted from April 12-13; and  Select well abandonments completed on May 9, 2022. The activities were conducted in accordance with the Corrective Action Plan (CAP) approved by the North Carolina Department of Environmental Quality (NCDEQ) in October 2008 (URS, 2008b). The goals defined in the CAP are to:  Remove light non-aqueous phase liquid (LNAPL);  Prevent impacted groundwater from migrating offsite; and  Prevent impacted groundwater from migrating to surface water. 1.1 Site Description The Site is located at 4383 Buffalo Road in Selma, Johnston County, North Carolina. The Site operates as a bulk fuel terminal and is located immediately northwest of the intersection of Buffalo Road and River Road. Surrounding land parcels are commercial/industrial, which includes bulk fuel terminals, petroleum pumping stations, and several trucking/transport companies. A United States Geological Survey location map showing the Site and surrounding area is provided as Figure 1. A Site map showing prominent Site features (monitoring well locations, loading rack, vehicle fueling dispenser, aboveground storage tanks (AST) and the oil/water separator) is provided as Figure 2. Well construction details for Site wells are presented in Table 1. Local topography includes gently rolling terrain with elevations ranging from approximately 160 to 170 feet above mean sea level (ft amsl). An unnamed intermittent stream borders the southern edge of the Site property line. The stream ultimately discharges to the Neuse River, approximately 1.25 miles to the southwest. 1.2 Release History Three releases are documented to have occurred at the Site (URS, 2008a). The first release was originally reported by Phibro Energy to NCDEQ on January 3, 1994 (Incident Number 13651). The report was made due to the discovery of elevated dissolved concentrations of petroleum constituents detected in groundwater near the loading rack. The second release was reported by Valero to NCDEQ on November 5, 1999. The source of this release was a leak in a product line connecting the tank farm to the loading rack, which was detected during a pressure test performed by Valero. This release resulted in the detection of LNAPL in monitoring wells located within the vicinity of the loading rack. A third release was reported to NCDEQ on June 12, 2006, by KMST. The release was discovered due to the detection of LNAPL in monitoring well MW-B (now MW-44) in June 2006. From June 8-10, 2006, a pressure test was conducted, and a leak was detected on an unused premium gasoline line flange located between the main manifold (outside the bermed area) and the tank manifold (inside the bermed area). The remaining premium gasoline in the product line was evacuated and impacted soils adjacent to the manifold and the premium gasoline product line were removed. Operations and Maintenance Summary Report January – June 2022 August 2022 AECOM1-2 LNAPL has been collected from observation wells since 2004 by absorbent socks, aggressive fluid/vapor recovery (AFVR) events, and hand bailing techniques. AFVR events were performed beginning in 2009 and stopped in 2010, after three consecutive events with low LNAPL recovery. LNAPL was last detected at the Site in February 2014. Four phases of Site investigation were completed between February 2005 and November 2007. Reports submitted to NCDEQ during this period documented assessment and remedial actions at the Site that included groundwater sampling and analysis, soil excavation around the gasoline line, LNAPL gauging and recovery, and water supply well sampling. Subsequently, a CAP was developed and submitted to NCDEQ in October 2008. The CAP recommended the installation of biosparge system, phytoremediation, and periodic AFVR events. 1.3 Current Status Twenty-three (23) vertical sparge wells and five (5) horizontal sparge wells were installed in October 2009 and March 2010, respectively. The biosparge system became fully operational on May 14, 2010 and has operated successfully since that time. On April 27, 2022, air sparge wells HW-1 through HW-3, VSW-10 through VSW-23, and AS-D through AS-H were turned off. The two easternmost horizontal wells (HW-4 and HW-5) remain on to continue protecting any lateral groundwater movement to offsite areas and provide potential remediation of the Invigorate® release. Vertical wells VSW-1 through VSW-9, and VSW- A through VSW-C remain on to prevent any potential migration of impacted groundwater from the tank farm area. The locations of the air sparge wells are depicted on Figure 3. Two phytoremediation zones (Figure 3) were constructed at the Site between November 2009 and April 2010 with the planting of 300 white willow trees on the property at 4252 Buffalo Road. The willow tree locations were selected to control the migration of impacted groundwater at the Site. Thinning techniques are utilized to optimize growth of existing trees on the adjacent Citgo Property. Since a partial shutdown of the biosparge system has taken place, AECOM intends to monitor for rebound by conducting quarterly groundwater sampling events beginning in July 2022 until April 2023, at which time semiannual sampling will resume. System Operation AECOM conducted biweekly O&M visits at the Site to record biosparge system readings and inspect/maintain system components. A summary of biosparge system operational data is presented in Table 2. The table presents system run time (based on air compressor run hours), total flow at the manifold, total pressure at the manifold, and temperature at the manifold. The table also includes descriptions of significant maintenance issues encountered during O&M Site visits. During the reporting period (January 4, 2022, through June 21, 2022) the system run time was 100%. On April 27, 2022, air sparge wells HW-1 through HW-3, VSW-10 through VSW-23, and AS-D through AS-H were turned off. Concentrations in monitoring wells within the footprint of these sparge wells are below the 2L Standards or are not influenced by air sparging (MW-43D). 2.1 Phytoremediation Maintenance Maintenance of the phytoremediation zones, including mowing and/or trimming, was completed monthly in 2022 during the growing season. The property at 4252 Buffalo Road was mowed monthly and the Citgo property was mowed quarterly to minimize weed growth. The tree stand is also inspected for storm, insect, fungal, or other damage periodically. Several dead white willows in phytoremediation Zone 2 have been identified and are scheduled to be removed in July 2022. The removal of these trees will not impact the effectiveness of the phytoremediation zone, and thus no additional action is needed. Groundwater Monitoring Groundwater sampling activities were completed from April 12-13, 2022, in accordance with the CAP. 3.1 LNAPL Gauging and Bailing Historically, LNAPL was detected in several monitoring wells, including MW-24, MW-26, and FP-7. LNAPL was not detected in any Site monitoring wells during the reporting period. LNAPL was last detected at the Site (in FP-7) in February 2014. 3.2 Groundwater Elevation Gauging Groundwater elevations were measured in all onsite monitoring wells with an electronic interface probe on April 12, 2022. Depth-to-groundwater and groundwater elevation data are presented in Table 3. A groundwater contour map is provided as Figure 4. The map generally indicates groundwater flow to the south which is consistent with historical data. Groundwater elevations in monitoring wells ranged from 165.81 feet amsl in MW-32 to 158.07 feet amsl in PZ-2. 3.3 Groundwater Sampling Procedures On April 4, 2022, AECOM personnel deployed Hydrasleeve™ samplers in select onsite wells. On April 12- 13, 2022, AECOM personnel collected groundwater samples from the following CAP prescribed monitoring wells: MW-34, MW-41, MW-43, and PZ-3, and non-CAP wells: MW-14, MW-26, MW-29, MW- 30, MW-40, MW-43D, MW-45, MW-E, MW-F, and RW-3. Upon retrieval of the Hydrasleeve™ sampler, collected groundwater was transferred to laboratory- supplied containers, properly labeled, and immediately placed in a cooler with a trip blank and temperature blank and stored on ice prior to and during shipment. Samples were shipped under chain-of- custody via overnight courier to SGS North America Inc (SGS) in Scott, Louisiana, a North Carolina certified laboratory. SGS analyzed the groundwater samples for benzene, toluene, ethylbenzene, and total xylenes (BTEX), methyl tert-butyl ether (MTBE), and naphthalene by USEPA Method 8260D. New Hydrasleeve™ samplers will be deployed into select monitoring wells prior to the next sampling event. Groundwater quality parameters (dissolved oxygen, oxidation reduction potential, pH, specific conductivity, and temperature) were measured in-situ using a YSI-556 MPS® water quality meter and are presented in Table 4. The interface probe and YSI-556 MPS® were decontaminated prior to use in each monitoring well by washing with a Liquinox® solution and rinsing with deionized water. Site personnel wore new nitrile gloves, which were changed between each monitoring well and before sample collection. 3.4 Groundwater Analytical Results The April 2022 groundwater analytical results are summarized and compared to North Carolina Administrative Code (NCAC) Subchapter 2L Groundwater Standards (2L Standards) in Table 5 which also presents historical analytical results for all monitoring wells. Groundwater concentrations are also presented on Figure 5. The laboratory analytical report is provided in Appendix A. During the April 2022 sampling event, benzene exceeded the 2L Standard in CAP monitoring well MW-41 and non-CAP monitoring wells MW-30, MW-43D, and MW-E. Naphthalene exceeded the 2L Standard in CAP monitoring well MW-41 and non-CAP monitoring wells MW-14, MW-30, and MW-F. Operations and Maintenance Summary Report January – June 2022 August 2022 AECOM3-2 Over the period of record, monitoring well concentrations exhibit an overall decreasing trend or remain stable. 3.5 Data Quality Assurance / Quality Control AECOM validated analytical results from the April 2022 groundwater monitoring event at the Site. The data review process was modeled after the USEPA Contract Laboratory Program National Functional Guideline for Superfund Organic Methods Data Review (EPA, November 2020). Qualitative and quantitative limitations associated with the analytical results were determined based on the results of specific quality control criteria. Accuracy was determined from the review of spike recoveries. Precision was based on the evaluation of laboratory duplicate results. Analytical data representativeness and comparability were evaluated from the review of blank results (laboratory and trip blanks), and sample preservation, storage, and holding time compliance. Sensitivity was evaluated by comparing reported detection limits to Site-specific reporting limit objectives. A completeness check of the laboratory deliverable verified that results for all target analytes were reported by the laboratory. Sample results have been qualified based on the results of the data review. Toluene sample results were qualified due to the presence of trip blank contamination. Sample MW-F was qualified due to matrix interference. All sample concentrations that are less than the reporting limit, but greater than the method detection limit are estimated. Qualified data are valid and usable for their intended purpose. In performing the data validation, AECOM assumed that the data reported by the laboratory are complete, compliant, and an accurate representation of the raw data. Criteria for acceptability of data were based upon available Site information, analytical method requirements, guidance documents, and professional judgment. 3.6 Well Abandonment Procedures Under the direction of AECOM, Parratt-Wolff, Inc. (PWI), a North Carolina licensed drilling company, based in Hillsborough, North Carolina, performed well abandonment activities on May 9, 2022. Wells and piezometers that were abandoned included: MW-5, MW-7, MW-13, MW-18, MW-33, PZ-1, PZ-5, PZ-6, PZ-7, and PZ-8. The associated concrete pads and well vaults were removed from the ground and the Site was restored to match surrounding surface conditions. Each well was abandoned using a cement slurry introduced from the bottom of the well to the ground surface using a tremie pipe. The well abandonment activities were performed in accordance with 15A NCAC 02C .0113. Well abandonment records (Form GW-30) can be found in Appendix B. Summary and Conclusions Based on the O&M data collected during the first half of 2022, the results of the April 2022 groundwater monitoring event, and select well abandonments, the following conclusions are presented:  The biosparge remediation system has operated successfully since its activation on May 14, 2010. During the reporting period the biosparge system operated at 100% efficiency.  On April 27, 2022, air sparge wells HW-1 through HW-3, VSW-10 through VSW-23, and AS-D through AS-H were turned off.  LNAPL was not detected during the reporting period and was last detected in February 2014.  Analytical results from four of the fourteen samples (MW-30, MW-41, MW-43D, and MW-E) exceeded the 2L Standard for benzene.  Analytical results from four of the fourteen samples (MW-14, MW-30, MW-41, and MW-F) exceeded the 2L Standard for naphthalene.  Monitoring wells MW-5, MW-7, MW-13, MW-18, MW-33 and piezometers PZ-1, and PZ-5 through PZ-8 were abandoned on May 9, 2022. Generally, groundwater analytical concentrations are stable or decreasing over the period of record. This trend supports effective performance of the remedial systems. Groundwater concentrations will be monitored quarterly for “rebound” in lieu of shutting down select biosparge wells. Quarterly sampling will continue for one year, until April 2023, at which time semiannual sampling will resume. A report summarizing O&M activities and groundwater analytical results for the second half of 2022 will be submitted to NCDEQ in February 2023. Monitoring wells MW-1, MW-2, MW-3, MW-11D, MW-24, MW-25, MW-27, MW-28, MW-31, MW-42 and air sparge well AS-1 were abandoned on December 19, 2016. MW-15 was abandoned on February 13, 2017. Free product series wells FP-1, FP-3, FP-7, FP-8, FP-10, FP-11, FP-13, FP-17, and FP-18 were abandoned on March 6, 2019. FP-15 and FP-19 could not be located during the March 2019 abandonment event and are presumed destroyed. Monitoring wells MW-6, MW-12D, MW-16, MW-38, MW-39I, MW-39D, MW-43I, and piezometer PZ-9 were abandoned on June 30, 2021.
