Ground Water Monitoring Report Prepared on: March 31, 2023 401 Express Stop Project Manager: William Regenthal, P.G. GRI Project No. 4734 ii EXECUTIVE SUMMARY 401 Express Stop is located at 4302 Fayetteville Road in Raeford, Hoke County, North Carolina. The property operates as a petroleum retail facility. The site is covered by concrete and asphalt. There are three 4,000-gallon gasoline USTs, associated dispensers and product piping currently in use at the site. Two 3,000-gallon gasoline USTs, one 2,000-gallon kerosene UST, one 550-gallon kerosene UST and one 550-gallon oil (new/used) UST were removed on November 8, 1988. One 4,000-gallon diesel and one 2,000-gallon kerosene USTs were removed on April 17, 2018. The adjoining properties are a mixture commercial, agricultural and residential. According to the information determined during receptor survey activities, one potable water supply well (WSW-1) was identified within 1,000 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. A creek and two ponds are located within a 500-foot radius of the source area. The unnamed creek is located approximately 350 feet northeast of the source area. The closest ponds are located approximately 300 feet east and approximately 370 feet north. On March 15, 2023, three Type II monitoring wells and one water supply well were gauged, purged and/or sampled. No free product was observed during the March 2023 sampling event. No concentrations of requested method constituents that exceeded the MAC were reported in the ground water samples collected during the March 2023 sampling event. All of the reported contaminant concentrations were less than the GCLs. The estimated total contaminant mass at the sites has decreased by 98% since the August 2018 sampling event. Prior to the March 2023 sampling event, ORC socks that were installed in MW-1 in September 2022 were removed and discarded. Based on this information, the risk classification for the site should remain high. The contaminant plume appears to be adequately defined for the incident. The monitoring of ground water and natural attenuation should continue with the next sampling event scheduled for June 2023. If contaminant concentrations remain less than the MACs, the incident should be closed. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Ground Water Monitoring Report Prepared on: March 31, 2023 401 Express Stop Project Manager: William Regenthal, P.G. GRI Project No. 4734 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the March 2023 ground water sampling event at the 401 Express Stop site; located at 4302 Fayetteville Road in Raeford, Hoke County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 23-150, which was submitted to NCDEQ on March 1, 2023, and was approved as Task Authorization No. 42115-08 on March 3, 2023. State correspondence has been included as Appendix A. The site is currently owned and operated by Raeford Oil Company, Inc. as a petroleum retail facility and convenience store. During UST closure activities in April 2018, a petroleum release was identified and approximately 87.59 tons of petroleum contaminated soil were excavated and transported to a permitted disposal facility. Currently, three 4,000-gallon gasoline USTs are currently in use at the site. Two 3,000- gallon gasoline USTs, one 2,000-gallon kerosene UST, one 550-gallon kerosene UST and one 550-gallon oil (new/used) UST were removed on November 8, 1988. One 4,000-gallon diesel and one 2,000-gallon kerosene USTs were removed on April 17, 2018. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Ground Water Monitoring Report Prepared on: March 31, 2023 401 Express Stop Project Manager: William Regenthal, P.G. GRI Project No. 4734 2 The site and surrounding areas consist of commercial, agricultural and residential properties. The site contains one building and is primarily capped with concrete, asphalt, gravel and grass. The overall topography at the site is relatively flat. A creek and two ponds are located within a 500-foot radius of the source area. The unnamed creek is located approximately 350 feet northeast of the source area. The closest ponds are located approximately 300 feet east and approximately 370 feet north of the site. Three Type II monitoring wells (MW-1, MW-2 and MW-3) were installed at the site during past assessment activities. On August 28, 2018, GRI personnel conducted a receptor survey at the site. One potable water supply well was identified within a 1,000-foot radius of the site. Municipal water is available to the site and surrounding properties. Water supply well information is presented in Table 3. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the adjacent properties has been included as Figure 3. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On March 15, 2023, three Type II monitoring wells (MW-1, MW-2 and MW-3) were gauged, purged and sampled in accordance with the NCDEQ guidelines. No free product was observed. The depths to ground water in the Type II monitoring wells ranged from 9.74 to 11.86 feet below the tops of well casings. Ground water elevations at the site, based on an assumed datum of 100.00 feet, ranged from 88.83 to 89.32 feet relative to a temporary benchmark. Based on this information, the ground water flow direction was generally toward the east/southeast. The horizontal hydraulic gradient across the site was less than 0.01 feet per foot. Well construction and gauging information is presented in Table 5. A Ground Water Flow Map based on the Type II monitoring wells is included as Figure 4. A summary of the current ground water gauging data is shown below: Well ID Screened Interval (x to y ft. BGS) Bottom of Well (ft. BGS) Top of Casing Elevation (ft.) A laboratory supplied trip blank was submitted for laboratory analyses of VOCs using EPA Method 6200B. No concentrations of requested method constituents that exceeded the MACs were reported in the ground water samples collected during the March 2023 sampling event. All of the reported contaminant concentrations were less than the GCLs. A summary of the analytical results for ground water samples collected on March 15, 2023, is presented in Table 6. A Ground Water Quality Map based on the March 2023 data is included as Figure 5. The contaminant plume was calculated around MW- 1, based on the benzene concentrations during the August 2018 ground water sampling event. The contaminant mass has decreased by 98% in MW-1 since August 2018. Contaminant mass calculations have been included as Appendix C. A map of the contaminant mass area has been included as Figure 6. Ground Water Monitoring Report Prepared on: March 31, 2023 401 Express Stop Project Manager: William Regenthal, P.G. GRI Project No. 4734 4 The site is located in the Coastal Plain of North Carolina. The water table has a seasonal high depth-to- water of approximately six to thirteen feet BGS. A CSA has not been completed for this incident. A CAP has not been completed for the incident and contaminant reduction milestones have not been established. Prior to the March 2023 sampling event, ORC treated socks that were installed in MW-1 in September 2022 were removed and discarded. 3.0 FREE PRODUCT REMOVAL Free product has not been observed at the site. 4.0 CONCLUSIONS  On March 15, 2023, three Type II monitoring wells were gauged, purged and sampled.
