EXECUTIVE SUMMARY On November 23, 2016 the Division of Waste Management (DWM) issued a Notice of Regulatory Requirements (NORR) to complete a Site Check. The Site Check Report was received by DWM on April 10, 2017 and indicated that the concentrations of petroleum hydrocarbons reported in samples collected at the site exceeded the applicable standards. Therefore, DWM issued a NORR on April 27, 2017 requesting the completion of a Limited Site Assessment (LSA). On July 18, 2017, the property was purchased by RSO Holdings, LLS and is currently occupied by the Minuteman No. 38 convenience store. The LSA was submitted to the Division on November 30, 2017. On December 14, 2017 the Division issued a NORR requesting additional assessment to delineate the plume in proximity to the creek. Monitoring reports are submitted to the Division approximately every 6 months. EHC visited the site on February 15, 2023 to gauge the wells and collect groundwater samples. The monitoring wells were reported to contain concentrations of hydrocarbon constituents exceeding the 15A NCAC 2L standards and the 15A NCAC 2B standards for surface waters. Monitoring well MW-5 appears has a bend in the casing, but was gauged and sampled during this event. Overall concentrations at the site have decreased since the August 25, 2022 sampling event. Increases were reported in the wells installed within the UST Basin. The horizontal delineation of the plume is not complete on the site. Samples collected from the creek do not indicate the presence of constituents in excess of the surface water protection standards. The area surrounding the site is served by public water and sewer according to the City of Lumberton. No wells have been identified within 1,500 feet of the site. Meadow Branch, a Class C surface water, is located approximately 45-feet from the UST Basin. The locations for the monitoring wells, UST Basin and Meadow Branch are visible on Figure 3. Based on the results of the laboratory analysis, HEA recommends the sampling of the monitoring wells proximal to the creek (MW-1, MW-2, MW-3 and MW-7) quarterly for the next three quarters. If the concentrations drop and remain below 10 times those listed for Class C Surface Waters (15A NCAC 2B .0211) the incident should be considered for closure. Location of Current UST System Relative to Historical Releases (UST, Non-UST releases, and Off-site releases): The current UST system is located in the northeast corner of the property near the intersection of Roberts Avenue (NC 211) and Elizabethtown Road (NC 41). No other releases have been identified. 5. Site Characteristics: The property is currently owned by RSO Holdings, LLC according to records obtained from the Robeson County GIS and is occupied by convenience store and car wash. Most of the site is covered with impervious pavement typical of a convenience store. The area between the UST basin and Meadow Branch is vegetated with grass and small shrubs. A copy of the 2016 USGS topographic map is provided as Figure 1. Information from the quadrangles indicates that surface water flow from the site is to the northeast towards Meadow Branch Figure 2 provides a Vicinity Map based on the 2021 aerial photography. A Site Map with Monitoring Well Locations is provided as Figure 3. During the February 15, 2023 sampling event the groundwater was observed at depths ranging from 7.75 feet BLS to 11.21 feet BLS. Table 2 provides a chronologic listing of Exxon Shop No. 4 Monitoring Report HEA Project No. 17-1008 April 20, 2023 6 groundwater elevations. Water levels recorded within the UST Basin (MW-1, MW-2 & MW-3) appear to indicate a perched water condition likely due to the gravel backfill. Groundwater flow at the site is to the east or northeast towards Meadow Branch which is located approximately 45 feet from the UST Basin. Soil at the site has been reported to be primarily fine to medium sand with some silt. One deep boring was advanced to a depth of approximately 40 feet BLS to determine is a confining layer was present. No confining layer was found during the investigation. No information is available concerning the depth to rock. The aquifer thickness is unknown. 6. CURRENT SITE ASSESSMENT INFORMATION Nine shallow (type II) monitoring wells have been previously installed on the site. Well Construction Records for MW-1 through MW-6 were not available. The total depths for these wells were measured during previous sampling events. On February 15, 2023, groundwater samples were collected from monitoring wells MW-1 through MW-9. In addition, three surface water samples were collected from the creek. Samples from the monitoring wells were submitted to Pace Analytical in Mt. Juliet, TN for analysis. The analysis was completed using EPA method 6200B. • Table 1 provides information concerning the construction of the monitoring wells. • Tables 2 provides a chronologic listing of the groundwater elevations. • Table 3 provides a listing of the groundwater chemistry from the February 15, 2023 sampling event. • Table 4 provides a chronologic listing of the groundwater chemistry which illustrates changes in the concentrations with color coded results. • Table 5 provided a listing of the surface water chemistry from the February 15, 2023 sampling event. Monitoring wells were reported to contain concentrations of hydrocarbon constituents exceeding the 15A NCAC 2L standards. Monitoring well MW-1 was reported to contain concentrations of toluene which exceed 10 times the standard for Class C surface waters. Monitoring well MW-1 is located within the UST basin in close proximity to Meadow Branch. A copy of the Laboratory Analytical Report with Chain of Custody Form is provided in Appendix “A”. E. CONCLUSIONS Concentrations of petroleum hydrocarbon constituents in most of the monitoring wells are above the 15A NCAC 2L groundwater standards. In addition, toluene was reported in monitoring wells MW-1 at more than 10 times the 15A NCAC 2B standard for the protection of Class C surface waters. Overall concentrations for hydrocarbon constituents have dropped since the previous sampling completed on August 25, 2022. Concentrations within the UST Basin (MW-1, MW-2 & MW-3) have increased. Horizontal delineation of the petroleum hydrocarbon constituents on the site is not complete. The UST basin at this site is located in close proximity to Meadow Branch, a Class C surface water. Based on the results of the laboratory analysis, HEA recommends the sampling of the monitoring wells proximal to the creek (MW-1, MW-2, MW-3 and MW-7) quarterly for the next three quarters. If the concentrations drop and remain below 10 times those listed for Class C Surface Waters (15A NCAC 2B .0211) the incident should be considered for closure. Quarterly sampling should begin during the first week of June 2023. Subsequent sampling should be completed during the first week of September 2023 and the first week of December 2023. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
