Dear Mr. Batten:
The UST Section, Division of Waste Management, is in receipt of the Remediation Monitoring Report
dated April 22, 2023.
You are requested to ensure the remedial system remains operational and is maintained by the consulting
engineer who is tasked with taking measurements and readings that are to be reported to this office semi-
annually. This is a requirement of the approved Corrective Action Plan. You are also requested to continue
sampling all investigation monitoring wells semi-annually and the City of Laurinburg municipal supply
well (WSW-11) on an annual basis using EPA Method 6200B.
This office is also agreeable to your consultant’s recommendation for enhancing remedial efforts by
incorporating chemical injection within the zone of contamination. Although some reduction in
constituents have occurred since activation of the air sparge/passive venting system during 2012, the UST
Section would prefer to see significant constituent reductions by this timeframe. Enhancing remedial effort
is also in the best interest of the University to expedite petroleum treatment/degradation and lessen the
length of time on system operation and groundwater monitoring expenses. This office cannot begin risk
reduction considerations until the secondary contaminant source has been treated/eliminated and
significantly lower contaminant concentrations are detected with a consistently decreasing trend.
