Figure 1 illustrates the location of the release site on the U.S.G.S. Stedman Topographic Quadrangle. Figure 2 illustrates the layout of the monitor wells currently in place at the site. All USTs and the former store building were removed by the NCDOT during a recent highway expansion. A correction action plan prepared for this site dated April 15, 2010 was approved by the NCDEQ Fayetteville Regional Office. The approved CAP specified groundwater remediation via air sparging/SVE to protect nearby receptors. The system was shut down in 2013 as directed by the NC- DOT. 1.2 Scope of Services This Groundwater monitoring report contains documentation concerning the following activities which have been conducted at this facility: o A monitoring well sampling event conducted on July 11, 2020, consisting of sampling of 2 monitoring wells on and off-site. o Supply well sampling of the Levie Johnson rental property conducted on July 11, 2019. o Laboratory analyses of groundwater samples conducted by Pace Analytical, Inc. o A receptor survey update in the vicinity of the release source at this facility. 2.0 Field Activities 2.1 Ground Water Flow Direction and Gradient In order to estimate the groundwater flow direction in the vicinity of the petroleum release, elevations of the monitor well casings were measured using surveying equipment. Static water levels were obtained from each of the wells and the data was used to compute a potentiometric surface map which is included as Figure 3. Page - 2 Groundwater data and monitoring well information, which are summarized in Table 1, were obtained to estimate the hydraulic gradient at the project site; unfortunately, a potentiometric map could not be generated since not enough wells were located due to the recent DOT highway expansion. 2.2 Monitor Well Sampling and Analyses On May 2-3, 2013, twenty-seven monitor and recovery wells were sampled for analyses utilizing EPA Methods 6200B plus MTBE, IPE, & EDB. Before sampling, the monitor wells were purged by removing a minimum of three well volumes to ensure that the samples were representative of the actual groundwater conditions. The monitor wells were developed using disposable plastic balers suspended with unused nylon string. Following development of the groundwater monitoring wells, samples were obtained from the disposable balers. All samples were placed in laboratory supplied glassware, labeled with sample location, analysis to be performed, time, date and sampler's name. The sample jars were then immediately placed in a cooler, chilled with ice to approximately 4oC in preparation of transportation to an analytical laboratory utilizing EPA approved chain-of-custody procedures. Laboratory analytical results indicate the presence of 5 compounds above laboratory detection limits; however, no compounds were identified above the current listed 2L Standards in the monitor well network at this site. Total 6200B compounds were detected at a maximum level of 15.43 ug/l in MW-6. Table 2 summarizes the laboratory analytical results, and Appendix A contains a copy of the laboratory analytical report and chain of custody records. Figure 4 contains a 6200B concentration map. 2.3 Supply Well Sampling and Analyses On May 3, 2013, the supply wells at the Levie Johnson rental property at 8854 Clinton Road was sampled for analyses utilizing EPA Methods 6200B plus MTBE, IPE, & EDB. Before sampling, the supply wells were purged by pumping from the well for approximately 10 minutes to ensure that the samples were representative of the actual groundwater conditions. After pumping, the flowrate was reduced for collection of samples. Samples were obtained from spigots closest to the supply wells. Laboratory analytical results failed to indicate the presence of any 6200B compounds above 2L Standards in the sample from the Levie Johnson supply well (SW-2). Chloromethane was noted at a level of 1.1 ug/l in the well located at 8854 Clinton road (SW-2); below its 2L Standard of 3 ug/l. Table 2 summarizes the laboratory analytical results, and Appendix A contains a copy of the laboratory analytical report and chain of custody records. Page - 3 2.4 Receptor Survey Update In July, 2019, a local well survey was conducted in the vicinity of the release site by interviewing nearby residents and business owners. The results of this survey indicate that 1 commercial facility and 13 private residences within 1,000’ of the release source have in-service water supply wells used for consumptive purposes. One out of service irrigation well (IW-1) exists at a distance of 170’ from the dispenser island release source owned by Levie Johnson (formerly a supply well). The new house on the Johnson property is connected to municipal water supply. Table 3 contains information including ownership and distance from the release source for the water supply wells identified during this well survey update. Figure 5 depicts the locations of the supply wells identified on a Cumberland County Tax Map. 3.0 Conclusions and Recommendations 3.1 General Summary A groundwater monitoring sampling event has been conducted at the Johnson’s Gas & Grocery facility located at 8853 Clinton Road in Stedman, NC. From a review of all information gathered during this project, Henry Nemargut Engineering Services makes the following conclusions: o (2) groundwater monitoring and (1) supply well near this release site were sampled to monitor contaminant levels following NC-DOT highway expansion at this site. o 5 petroleum compounds were detected in monitoring wells above laboratory detection limits but below 2L Standards in monitoring well MW-6. No GCL violations were noted at the site. o No compounds were detected in the Levie Johnson rental property supply well SW-2 above 2L Standards. Chloromethane was noted at a level of 1.1 ug/l in this well located at 8854 Clinton road (SW-2); below its 2L Standard of 3 ug/l. o In July, 2019, a local well survey was conducted in the vicinity of the release site by interviewing nearby residents and business owners. The results of this survey indicate that 1 commercial facility and 13 private residences within 1,000’ of the release source have in-service water supply wells used for consumptive purposes. 3.2 Recommendations From a review of all information gathered during this remediation project, Henry Nemargut Engineering Services makes the following recommendations for corrective action: A copy of this monitoring report has been forwarded to: Page - 4 Mr. James Brown NCDEQ-FRO UST Section Systel Building, Suite 714 Fayetteville, NC 28301 3.3 Limitations This report has been prepared for the exclusive use of Levie Johnson for the specific application to the referenced site located in Cumberland County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by the client. Our findings have been developed in accordance with generally accepted standards in the practice of Groundwater Monitoring in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. Additionally, the data obtained from the samples would be interpreted as meaningful with respect to the parameters indicated in the laboratory reports. No additional information can be logically inferred from this data. ND - Not Detected at or above adjusted reporting limit. TNTC - Too Numerous To Count J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL - Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values.
