(ATC), on behalf of Circle K Stores, Inc. (Circle K), is submitting this monitoring report for the Circle K Store #2723301 facility located at 11495 Highway 15-501 and NC 211, Aberdeen, Moore County, North Carolina (Incident #22728). Currently, the site is an active convenience store and retail fuel outlet. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY The presence of petroleum-related impacts to soil, above Soil-to-Groundwater Maximum Soil Contaminant Concentrations (STGW-MSCCs), were identified in four soil samples collected during Limited Site Assessment (LSA) activities in proximity to the UST system. It should be noted petroleum-related impacts to soil were not identified above the applicable Residential MSCCs. Historical soil analytical data is on file at the NCDEQ Fayetteville Regional office in previous reports. Overall, the dissolved contaminant concentrations of concern include dissolved benzene and MTBE in monitoring wells MW-1, MW-2, MW-5, MW-6, MW-7, MW-10, and MW-14. It should be noted the identified dissolved benzene and MTBE concentrations are present above established 2L Standards but below respective Gross Contaminant Levels (GCLs), with the exception of dissolved benzene in monitoring well MW-1. As a consequence of the assessment activities conducted at the facility, the horizontal and vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined. Light non-aqueous phase liquid (LNAPL) has not been associated with this release. Based on the most current groundwater analytical data, it appears the dissolved target compound concentrations in monitoring wells associated with this release have either decreased or remained relatively stable through time. In 2003, the dissolved contaminant mass at the site was estimated to cover an area approximately 84,700 square feet (ft2) resulting in: • a calculated dissolved benzene mass of 199.2219 kilograms (kg); • a calculated soil source zone benzene mass of 0 kg; and, • a calculated smear source mass of 0 kg. Monitoring Report January 3, 2023 NCDEQ Incident No. 22728 Page 2 These calculations resulted in a total mass baseline/milestone benzene concentration of 199.2219 kg. Based on the most recent groundwater analytical data (November 2022), the dissolved contaminant mass at the site was estimated to cover an area approximately 33,000 ft2 resulting in a calculated dissolved benzene mass of 26.2417 kg. To date, the dissolved benzene mass has decreased at the site by approximately 86.828%. A geologic transect and geologic cross-sections with 2000 analytical data are included in Appendix A. ATC recommends the installation of biosocks in select monitoring wells to assist with natural attenuation and to perform annual groundwater sampling of select monitoring wells and collecting a surface water sample from the tributary to Aberdeen Creek. The next sampling event would be performed during November 2023. 3.0 SITE HISTORY The Pantry (Circle K) took over store operations from Wicker Oil Company, Inc. in the fall of 1999. A release was discovered during a Phase II Environmental Site Assessment (ESA) conducted for the property transaction. As a result, a Phase I Limited Site Assessment (LSA) was conducted at the site during late 1999. Due to an insufficient water column in monitoring well MW-1, a second well (MW-2) was installed at the site. Dissolved target compound concentrations were detected in the groundwater sample collected from monitoring well MW-2 above ten times the 2L Standards. In response, a Phase II LSA was prepared which included the installation of monitoring wells MW- 3 through MW-6. A Phase II LSA was submitted to the North Carolina Department of Environmental Quality (NCDEQ) on February 14, 2000. The site was given a priority ranking of intermediate risk with residential land use. Based on the findings presented in the Phase II LSA Report, a Notice of Regulatory Requirements (NORR) was issued for the preparation of a Comprehensive Site Assessment (CSA). The CSA included the installation of nine monitoring wells (MW-7 through MW-15). A CSA Report was submitted to the NCDEQ on May 28, 2002. Monitoring Report January 3, 2023 NCDEQ Incident No. 22728 Page 3 The site and surrounding area are classified by Moore County as mainly commercial and industrial uses. The site is zoned commercial by Moore County. Adjacent property owner information is included as Table 2. During previous assessment activities, water supply wells were not identified within 1,500 feet of the subject facility. Public water supplies in the area are provided by the City of Aberdeen. The nearest surface water body is an unnamed tributary to Aberdeen Creek located approximately 157 feet east of the source area. This report documents the results of the recent groundwater sampling event. 4.0 GROUNDWATER MONITORING 4.1 Geology and Hydrogeology The subject facility is located within the Cretaceous Middendorf Formation of the Coastal Plain Physiographic Province. According to the Geologic Map of North Carolina (Brown, et al, 1985), the bedrock is characterized by grey to pale grey with an orange cast, mottled sand, sandstone, and mudstone. Clay balls and iron-cemented concretions are common. Beds are laterally discontinuous and cross bedding is common. Groundwater movement in the upper portion of the surficial aquifer appears to flow in a northwestern direction across the site. Based on available groundwater data, it appears there is a slight vertical head difference between the shallow and deep monitoring well, which suggest that a vertical exchange of groundwater may occur between the upper and lower portions of the surficial aquifer. As part of the CSA, slug tests were conducted using monitoring wells MW-6, MW-8, and MW-9. Based on the slug test results, the average hydraulic conductivity at the site was calculated to range between 10.49 feet per day to 21.75 feet per day. The average groundwater flow velocity was calculated to range between 0.00147 feet per year to 0.00304 feet per year. 4.2 Groundwater Elevations On November 21, 2022, ATC collected static water level measurements from monitoring wells MW-1, MW-2, MW-5, MW-6, MW-7, MW-9, MW-10, and MW-14. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 3. Current and historical groundwater elevation data are included in Table 4. A groundwater elevation contour map based on the November 2022 static water level data is included as Figure 3. Based on the recent groundwater level measurements, groundwater flow appears to be toward the north. Historically, groundwater flow appeared to be toward the northwest. Historical groundwater flow maps are provided in Appendix B. 4.3 Groundwater Analytical Results Monitoring Wells On November 21, 2022, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-5, MW-6, MW-7, MW-9, MW-10, and MW-14. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of- custody to SGS North America, Inc. (SGS) in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B to include ethanol and oxygenates. A summary of the recent groundwater analytical data is presented in Table 5 and a historical summary of groundwater analytical data is presented in Table 6. Select natural attenuation measurements are provided in Table 7. The laboratory analytical results from the November 2022 sampling event indicated several dissolved target compound concentrations exceeded their established 2L Standards in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-5, MW-6, MW-7, MW-9, MW-10, and MW-14. It should be noted some dissolved target compound concentrations exceeded the established 2B x 10 Standards in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-5, and MW-10. Also, the dissolved benzene concentration detected in the groundwater sample from monitoring well MW-1 was noted to be above the established GCL. A dissolved benzene isoconcentration contour map is included as Figure 4. A dissolved MTBE isoconcentration contour map is included as Figure 5. Other dissolved contaminants of concern are included as Figure 6. Groundwater concentration trend plots for dissolved benzene and MTBE concentrations in monitoring wells MW-1 and MW-2 versus depth to water are included as Figures 7 and 8, respectively. A copy of the laboratory analytical report is included as Appendix C. Monitoring Report January 3, 2023 NCDEQ Incident No. 22728 Page 6 Surface Water Sampling On November 21, 2022, a surface water sample was collected from an unnamed tributary to Aberdeen Creek. The location of the surface water sample is noted on Figure 2 (labelled SW-1). The surface water sample was collected by direct dip. The surface water sample was collected directly into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS North America, Inc. (SGS) in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B to include ethanol and oxygenates. Laboratory analytical results of the surface water sample collected from the unnamed tributary to Aberdeen Creek did not detect dissolved target compound concentrations above laboratory method detection limits (MDLs). A summary of the recent groundwater analytical data is presented in Table 5. A copy of the laboratory analytical report is included as Appendix C. 6.0 MONITORING PLAN AND SCHEDULE ATC recommends the installation of biosocks in select monitoring wells to assist with natural attenuation and to perform annual groundwater sampling of select monitoring wells and collecting a surface water sample from the unnamed tributary to Aberdeen Creek. The next sampling event would be performed during November 2023. 7.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Circle K Store #2723301 located in Aberdeen, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Depth to groundwater measurements in the shallow aquifer ranged from 1.20 feet to 25.85 feet below ground surface MW-14 and MW-7, respectively. Based on information obtained during the November 2022 sampling event, groundwater appears to flow across the site in a northerly direction; • An unnamed tributary to Aberdeen Creek is located approximately 157 feet east of the source area; • The source area is not located within an approved wellhead protection area; • Public water is supplied to the site and surrounding area by the City of Aberdeen; Monitoring Report January 3, 2023 NCDEQ Incident No. 22728 Page 7 • Water supply wells have not been identified within 1,500 feet of the source area; • The laboratory analytical results from the November 2022 sampling event indicated several dissolved target compound concentrations exceeded their established 2L Standards in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-5, MW-6, MW-7, MW-9, MW-10, and MW-14.
