(ATC), on behalf of Cenama, LLC (Formerly Worsley Companies, Inc.), is submitting this Groundwater Monitoring Report for the Former Hardy Gulf located at 484 Carthage Street Cameron, Moore County, North Carolina (Incident #13349). Currently, the site is vacant. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY Previous assessment activities identified petroleum-related impacts to soil around the former UST system. It appears petroleum-related impacts to soil are present around soil borings S-3 and S-5 to 30 feet below ground surface (bgs) and monitoring wells MW-1 and MW-3. Historical soil analytical data along with a map depicting the locations of the soil samples are provided in Appendix A. Historically, it appears dissolved benzene concentrations were found to exceed established Gross Contaminant Levels (GCLs) in the groundwater samples collected from monitoring wells MW-1, MW-3, and TW-1. Historically, light non-aqueous phase liquid (LNAPL) has been detected in monitoring wells MW-1, MW-3, and MW-5. Based on the calculated groundwater flow direction across the site, impacted groundwater is likely migrating to the east. As a consequence of assessment activities conducted at the facility, the horizontal and vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined and area limited to the vicinity of monitoring wells MW-1, MW-3, and TW-1. In 1995, the dissolved contaminant mass at the site was estimated to cover an area approximately 6,000 square feet (ft2) resulting in: • a calculated dissolved benzene mass of 133.7877 kilograms (kg); • a calculated soil source zone benzene mass of 0 kg; and, • a calculated smear source mass of 0 kg. These calculations resulted in a total mass baseline/milestone benzene concentration of 133.7877 kg. Based on the most recent groundwater analytical data (April 2023), the dissolved contaminant mass at the site was estimated to cover an area approximately 400 ft2 resulting in a calculated dissolved benzene mass of 0.8191 kg. To date, the dissolved benzene mass has decreased at the Groundwater Monitoring Report May 19, 2023 NCDEQ Incident No.13349 Page 2 site by approximately 99.388%. Geologic transect and geologic cross-sections are included in Appendix B. Based on the current groundwater analytical results, ATC recommends annual groundwater sampling of select monitoring wells. The next groundwater sampling event will be conducted during April 2024. 3.0 SITE HISTORY The former UST system was owned and operated by Cenama (formerly Worsley Companies, Inc.). During UST closure activities conducted on September 8, 1994, evidence of petroleum contamination was identified. No petroleum impacted soil was removed during UST closure activities. A site assessment/closure report was submitted to the North Carolina Department of Environmental Quality (NCDEQ) by CBM Environmental Services, Inc. (CBM) on September 30, 1994. On December 19, 1994, the NCDEQ issued a Notice of Regulatory Requirements (NORR) requiring additional assessment activities. During subsequent assessment activities, petroleum-impacted soil and groundwater were identified. The results of these activities were provided in an Initial Site Characterization (ISC) Report, prepared by CMB and submitted to the NCDEQ on February 2, 1995. Based on the assessment results, further activities were performed to define the horizontal and vertical extents of petroleum contamination at the site. During these activities, light non-aqueous phase liquid (LNAPL) was encountered in monitoring wells MW-1, MW-3, and MW-5. The results of these activities were presented to the NCDEQ in a Comprehensive Site Assessment (CSA) Report by CBM on August 25, 1995. In an attempt to mitigate the presence of LNAPL in monitoring wells, CBM personnel installed passive bailers and absorbent socks in monitoring wells MW-1, MW-3, and MW-5. As of September 21, 1995, CBM reportedly recovered 12.75 gallons of LNAPL from these wells. CBM reportedly performed product recovery activities on a bi-weekly basis and submitted subsequent reports with these results to the NCDEQ. Groundwater Monitoring Report May 19, 2023 NCDEQ Incident No.13349 Page 3 At the request of NCDEQ and Worsley, personnel with Delta Environmental Consultants, Inc. (Delta) performed additional activities in an attempt to abate LNAPL. Delta supervised a total of ten aggressive fluid vapor recovery (AFVR) events. During these events, a total of approximately 69 gallons of LNAPL, 105 gallons of vapor phase product, and 2,649 gallons of petroleum-impacted groundwater were recovered. In August 2010, Worsley awarded an environmental services contract to ATC for continuing environmental activities at the site. Since 2010, several groundwater sampling events have occurred along with soil sampling activities and LNAPL recovery. The site is zoned for commercial use (B-2). Properties surrounding the subject facility are zoned B-2 or residential (R-20). Commercial businesses and residential areas characterize the surrounding area. Adjacent property owner information is included as Table 2. According to the Town of Cameron, public water is supplied to the site and surrounding areas. One municipal water supply well is located approximately 350 feet north of the source area. Therefore, the site is located with a designated wellhead protection area (PWS ID NC03630540, WHP #079), as defined in 42 USC 400h-7(e). It should be noted a Notice of Residual Petroleum (restricting soil and groundwater) was recorded for the property on May 20, 2021 due to a property transaction. This report documents the results of the April 2023 groundwater sampling event. 4.0 GROUNDWATER MONITORING 4.1 Geology and Hydrogeology According to the Geologic Map of North Carolina (Brown, et al., 1985), the site lies within the Coastal Plain region. The surface sediment common to this area is dominated by clays and silts intermixed with fine grained sand. Color of the sediments varies with depth and location. The lithology of the sediments as well as its physical properties such as porosity and permeability varies both laterally and vertically. In the Coastal Plain region, pore networks of the sediments are the major pathways for the movement of groundwater. The major driving force for Groundwater Monitoring Report May 19, 2023 NCDEQ Incident No.13349 Page 4 groundwater movement is hydraulic gradient, although capillarity may be the driving force in certain circumstances. Geologic cross-sections are provided in Appendix B. The site is located on a topographic area that slopes to the east. Figure 1 depicts the location of the site relative to relevant surface features. The closest surface water body appears to be Little Crane Creek located approximately 1,300 feet east of the source area. An unnamed water body is located approximately 900 northeast of the source area. Groundwater movement in the upper portion of the surficial aquifer appears to flow in an easterly direction across the site. Based on available groundwater data, it appears there is a slight vertical head difference between the shallow and deep monitoring wells, which suggest that a vertical exchange of groundwater can occur between the upper and lower portions of the surficial aquifer. As part of the CSA, CBM performed pump tests and rising head slug tests using monitoring wells MW-1 and MW-3. Based on the pump test and slug test results, the transmissivity to well MW-3 was found to be 2.69 feet squared per day (ft2/day). The horizontal hydraulic conductivity to the screened interval of monitoring well MW-3 was found to be 0.128 feet per day (ft/day). Vertical hydraulic conductivity was found to be 0.034 ft/day. Storativity and specific yield were found to be 0.013 and 0.023, respectively. An effective porosity was assumed to be 10 percent (%); therefore, the seepage velocity was calculated to be approximately 45 feet pear year (ft/year). 4.2 Groundwater Elevations On April 27, 2023, ATC collected static water level measurements from monitoring wells MW-1, MW-3, TW-1, and TW-2. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 3. Current and historical groundwater elevation data are included in Table 4. Due to limited data points, a groundwater elevation contour map could not be generated. Historically, groundwater appears to flow to the east across the site. Historical groundwater flow maps are provided in Appendix C. Groundwater Monitoring Report May 19, 2023 NCDEQ Incident No.13349 Page 5 4.3 Groundwater Analytical Results On April 27, 2023, groundwater samples were collected from monitoring wells MW-1, MW-3, TW-1, and TW-2. The monitoring wells were purged prior to sampling by removing a minimum of three well volumes of water from each well. After allowing sufficient time for recharge, a representative groundwater sample was collected from each well using a new, disposable Teflon bailer. Upon collection, the groundwater samples were placed into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America of Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B. A summary of the recent groundwater analytical data is presented in Table 5 and a historical summary of groundwater analytical data is presented in Table 6. Select natural attenuation measurements are provided in Table 7. The laboratory analytical results from the April 2023 sampling event detected dissolved target compound concentrations above established Gross Contaminant Levels (GCLs) in the groundwater samples collected from monitoring wells MW-3 and TW-1. Dissolved benzene isoconcentration contours are provided on Figure 3. Other dissolved contaminants of concern are provided on Figure 4. The laboratory report and chain of custody documents are provided in Appendix D. Groundwater concentrations trend plots for dissolved benzene concentrations versus depth to water through time for monitoring wells MW-1, MW-3, and TW-1 are provided in Figures 5 through 7, respectively. Contaminant mass versus time is provided in Appendix E. 4.4 LNAPL Recovery Historically, LNAPL has been detected in monitoring wells MW-1, MW-3, and MW-5. Various activities have been conducted at the site since 1995 to attempt to mitigate LNAPL from the site. To date, approximately 85.75 gallons of LNAPL, 106.32 gallons of vapor, and 3,068 gallons of petroleum-impacted groundwater have been recovered at the site. LNAPL has not been measured in the monitoring wells since April 2015. 5.0 MONITORING PLAN AND SCHEDULE Based on the current groundwater analytical results, ATC recommends continued annual groundwater sampling of select monitoring wells. The next sampling event will be scheduled during April 2024. 6.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Former Hardy Gulf facility in Cameron, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: Groundwater Monitoring Report May 19, 2023 NCDEQ Incident No.13349 Page 7 • Depth to groundwater measurements ranged from 16.96 feet to 23.55 feet below ground April 2023 sampling event, groundwater appears to flow across the site in a easterly direction; • The site is located within a wellhead protection area; • LNAPL was not detected during the April 2023 sampling event; • Previous assessment activities identified petroleum-related impacts to soil in the area of the former UST location; • Laboratory analytical results from the April 2023 sampling event detected dissolved target compound concentrations above GCLs in the groundwater samples collected from monitoring well MW-3 and TW-1; • It appears dissolved target compound concentrations have decreased significantly in several of the monitoring wells at the site since 1995; and, • Based on the most recent groundwater analytical data, the dissolved contaminant mass at the site was estimated to cover an area approximately 400 ft2 resulting in a calculated dissolved benzene mass of 0.8191 kg. To date, the dissolved benzene mass has decreased at the site by approximately 99.388%. kg.
